British Student Among Nepal Earthquake Dead-Sky NewsSky News – MAY 9,15-YAHOONEWS

A missing British backpacker has been confirmed dead following the earthquake in Nepal, the Foreign Office says.The family of Matthew Carapiet have paid tribute to the 23-year-old, saying he "made a huge impression on the lives of everyone he met".The architecture student from Bearsted in Kent was trekking through Nepal's Langtang Valley when the earthquake struck on 25 April.The 7.8-magnitude quake, which triggered avalanches and mudslides, killed more than 8,000 people and reduced whole villages to rubble.
In a statement released through the Foreign Office his family said: "Matt was touring Asia in a gap year before planning to continue his architecture studies in the autumn."He spoke to us regularly about how much he was enjoying his travels and we know he was doing something that he loved."He had been trekking in Nepal for two weeks before the earthquake."Matt is loved by his family and friends who all have countless memories of how kind, happy and caring he was."He made a huge impression on the lives of everyone he met."Mr Carapiet's last known location was near Langtang village, a popular trekking destination.Reports say the village was home to 435 people and 55 hotels and guest houses, but just one house was left following the earthquake.Mr Carapiet's friends had previously spoken about the agonising wait for news.Rob Bailey, the partner of Mr Carapiet's sister, said before the FCO confirmed his death:  "We are waiting for the phone to ring and dreading the phone ringing simultaneously. It is a horrible feeling."We are hoping Matt wasn't in the village at that time. The family are holding in but it has not been easy."The only option we have got now is to be patient. The work the teams out there are doing isn't easy."The confirmation of Mr Carapiet's death came as the Government revealed that almost 100 more British Army Gurkhas have arrived in Nepal to help with the relief effort.Around 300 British military personnel have now been sent to the region.The 92 Gurkhas from 36 Engineer Regiment, based in Maidstone, Kent, arrived in two groups on Friday and Saturday.Their focus will be on providing support to the villages of serving and veteran Gurkhas and their families, the Ministry of Defence said.

In motions filed Friday, six Baltimore police officers charged with a range of criminal misconduct in the death of Freddie Gray suggested they are victims of a prosecutor’s “political motivations,” including a desire by elected officials to quell riots by offering cops “up to the masses.”The likelihood that a Baltimore District Court judge dismisses charges altogether is scant, given what has been reported as hard evidence that officers involved in Mr. Gray’s arrest and transport had criminally reckless disregard for his well-being while in their custody.Yet the defense’s motion does hint at an evolving but so far manageable situation for prosecutor Marilyn Mosby, a young African-American lawyer who’s been on the job only a few months: That her own personal relationships, the speed at which she brought charges, and questions around allegations of false arrest, might fuel debate over weaknesses in the prosecution’s case.Motions to dismiss are standard in legal proceedings. Nevertheless, there is at least a hairline crack in the prosecution’s case.
In fact, the most immediate concern for the government, says David Gray, a professor at the University of Maryland Law School, is whether Ms. Mosby’s contention that Freddie Gray’s arrest itself was illegal will hold up, given recent Supreme Court rulings allowing officers to make “reasonable mistakes of the law” when stopping someone.To be sure, the false arrest allegations pale against the central murder and manslaughter charges. But the illegal imprisonment notion cuts to a key protester complaint: That Gray was targeted, arrested and ended up dead not for anything he had done wrong, but for who he was – a young black man from a rough part of town.Gray sustained mortal neck injuries after being left unbuckled in the back of a police wagon. Arrested and injured on April 12, Gray died on April 19. Peaceful protests as well as riots ensued, tapping into simmering distrust between the police department and swaths of Baltimore’s black community, all while touching on disgruntlement in some parts of America around how police treat young black men walking the street.The six officers in Baltimore (three of them white, three black) were arrested nearly two weeks after Gray’s death, and following protests and looting in parts of Baltimore that ended with injuries to nearly 100 officers, and dozens of cars and businesses set ablaze.In their motion, the officers point to the tense security situation as the impetus for Mosby’s swift allegations. Her marriage to an outspoken city councilman, Nick Mosby, also undermines her case, the officers allege in their court motion. At the very least, the officers want the court to appoint a more independent prosecutor.“ The need to quell the raging inferno of human rage and revulsion within the confines of the 7th District was emergent,” the motion reads. “These officers soon found themselves offered up to the masses by Mrs. Mosby to quell the uprising that caused most harm to the district where her husband is the City Council representative.”One of the officers had already begun to challenge the charges against him. Officer Edward Nero demanded in court documents filed Monday to have the knife found in Gray’s pocket released to the public, to determine whether it was in fact a legal knife, as Mosby has said.The disagreement is over vague knife laws that differentiate between “automatic” switchblade knives and “spring-assisted” knives that can be flicked open quickly using one’s thumb.Those fuzzy legal lines, however, may not matter. Police officers, unlike citizens, are allowed to make “reasonable mistakes of the law” as they interpret whether conduct is illegal.Given a December 2014 US Supreme Court ruling affirming that concept, the false arrest allegations may be difficult to prove, says Mr. Gray at the University of Maryland.As he told the Monitor last week, even if an objective look at Gray’s knife showed that it’s legal to carry in Baltimore, “is it still unreasonable for the officer to think that it could be an illegal knife? That’s a close call.”For her part, Mosby has defended her charge sheet, saying the public will understand her reasoning once facts are presented at trial.Along those lines, the officers’ motion to dismiss on Friday came amid published court documents that allege that the senior Baltimore officer at the Freddie Gray scene, Lt. Brian Rice, had used his position two weeks before encountering Gray to tell fellow officers that “heads will roll” if they didn’t arrest his ex-girlfriend’s husband over a personal matter.

Jerusalem (AFP) - Israel's outgoing cabinet on Sunday approved legal changes that will allow Prime Minister Benjamin Netanyahu to boost the number of ministers in his new government.In its last meeting before Netanyahu's new government is to be sworn in by Wednesday, the cabinet voted to push back the implementation of a law limiting the number of ministers to 18.The amendment, which must now be put to a vote in parliament, aims to allow Netanyahu to have a broader cabinet of 20 ministers in order to give portfolios to senior members of his ruling rightwing Likud party, officials said."The government has decided to delay implementation of a law limiting the number of ministers to 18 and the number of deputy ministers to four, until the next parliament," an official in Netanyahu's office told AFP.The Knesset is expected to vote on the amendment on Monday in a bid to have it passed before Wednesday, the last day Netanyahu can legally swear in his new government.It needs an absolute majority to pass, in what will be the first test of strength for Netanyahu's coalition, which has a razor-thin majority of 61 in the 120-seat parliament.Commentators said the goal was to head off criticism within Likud, which won 30 seats, after Netanyahu was forced to make concessions to his four coalition partners: the centre-right Kulanu (10 seats), the far-right Jewish Home (eight) and the two ultra-Orthodox parties Shas (seven) and United Torah Judaism (six).

"Hopefully it brings only rain because we need rain," she said.Public works personnel were using chain saws to clear roads of fallen trees in Cagayan's Gonzaga town, DZMM radio reported. Some towns in the province were without power.Forecasters warned of 1.6-meter (1.75-yard) -high storm surges in Santa Ana, which also includes Palaui Island, with a population of about 30,000 people.They said the typhoon was expected to weaken after hitting land, and to move faster as it rides strong surrounding winds. 11:15 a.m.The National Weather Service has received reports of a tornado hitting a small southern South Dakota town.Meteorologist Philip Schumacher at the service's Sioux Falls office says law enforcement officials said a tornado hit Delmont about 10:45 a.m. Sunday.Delmont has about 200 residents and is about 90 miles southwest of Sioux Falls.Schumacher said no deaths have been reported and it wasn't known whether there were injuries. He said a couple buildings have been damaged.

"(The tornado has) taken them into pieces and blown them out into pastures."Fields said one person was killed and there were likely other injuries. Authorities were going house to house to assess the damage, but that proved difficult amid the heavy rainfall, he said.The extent of injuries or fatalities also wasn't immediately clear in the town of Burkburnett, about 15 miles north of Wichita Falls, where a second tornado touched down. OKLAHOMA CITY (Reuters) - Thunderstorm and flash flood warnings were issued for several Great Plains states on Thursday, a day after a series of tornadoes touched down in Oklahoma, causing one death, injuring 12 and flattening buildings.One woman who sought safety in her home's storm shelter died when it flooded in Wednesday night's storms, Oklahoma police said.The weather system battered a region from Texas to Nebraska and spawned dozens of reported tornadoes on Wednesday.Large parts of Oklahoma, Kansas and North Texas were under flash flood and severe thunderstorm watches on Thursday. A tornado warning was issued for the area around the North Texas town of Jacksboro, the National Weather Service said.Six people from a mobile-home park damaged by a tornado southwest of Oklahoma City were taken to a hospital in the region, including an 80-year-old woman in critical condition with hip injuries, hospital spokeswoman Brooke Cayot said.Thousands of homes and business in Oklahoma were without power on Thursday morning, the Oklahoma Corporation Commission said.(Writing by Jon Herskovitz; Additional reporting by Brendan O'Brien in Milwaukee and Eric M.
