Greece's Tsipras win austerity vote after snap poll-Associated Press By DEREK GATOPOULOS and RAPHAEL KOMINIS-OCT 16,15-YAHOONEWS

ATHENS, Greece (AP) — Greece's parliament has approved a new round of austerity measures — the first major test for leftwing Prime Minister Alexis Tsipras after snap general elections last month, triggered by dissent over Greece's latest bailout deal.Lawmakers early Saturday voted 154-140 in favor of the bill required for a 2 billion-euro ($2.3 billion) loan installment. It is part of Greece's third major bailout agreement with eurozone lenders, worth 86 billion euros ($98 billion) over three years."There are no new measures here. There are difficult measures that we all knew about," Tsipras said. That July bailout deal saw Tsipras abandon a pledge to bring an end to austerity and alienated a large section of his radical left Syriza party. The split forced him to call an early election held on Sept. 20. Syriza came out on top and was able to return to government with the small right-wing Independent Greeks.Late Friday, several thousand protesters, many from a Communist backed labor union, joined a peaceful anti-austerity rally outside parliament before the vote. Several prominent politicians who were former Tsipras allies joined the protest."We can't accept a new crime at the people's expense. They're trying to destroy the welfare state. Everyone must fight it," protester Eleni Menegaki said. The new cost-cutting measures include penalizing early retirement and expanding a widely hated property tax.Tsipras' Cabinet is now racing to overhaul its troubled pension system and impose a raft of new cutbacks. The measures are required before crucial funds can be injected into the country's ailing banks. The government also wants relief from its debt, which is set to exceed 190 percent of Greece's annual national income next year. Eurozone lenders have promised discussions but only if certain economic measures are met.The cost of the austerity measures, alongside with the ongoing controls on money transfers in the country, are expected to keep Greece in recession over the next two years and unemployment above 25 percent.Tsipras faced little dissent from his party or right-wing coalition partners during a parliamentary debate on the bill that started at committee level Tuesday. All six opposition parties voted against the bill.__Follow Gatopoulos at http://www.twitter.com/dgatopoulos

Cameron to set out EU reforms in November By Eszter Zalan-OCT 16,15-EUOBSERVER

BRUSSELS, Today, 08:59-UK prime minister David Cameron said on Thursday (15 October) that he will outline the changes he wants to see in the UK's relations with the EU in early November, setting up the next stage of negotiations on his country's membership of the bloc."I'll be setting out again the four vital areas, where we need change, laying down what those changes will be at the beginning of November, so we quicken the negotiations in the run-up to the December council," Cameron said on his way into the summit of EU leaders in Brussels."British renegotiation is going well and the pace will now quicken," he said. The four areas where he wants to see changes are sovereignty – more say for national parliaments in European affairs –, economic governance – making sure non-eurozone members' interests are protected –, competitiveness in the EU as a whole, and cutting back welfare benefits for migrants and EU citizens.EU officials and diplomats have been voicing concern that the UK so far has not outlined its detailed list of measures it would like to see negotiated with EU partners. The president of the European Parliament Martin Schulz summed up those frustrations on Thursday when he said: "It was the UK government who raised the problem of the referendum, and it is up to the Cameron government to make proposals, it is not up to us to make proposals on what possibly the UK government should suggest to us."Cameron won re-election in May on the promise that he will hold a referendum on the UK's EU membership by the end of 2017."This process is well under way and we are making good progress," Cameron insisted on Thursday. At the meeting of EU leaders, European Council president Donald Tusk summed up the preliminary talks that took place between the UK, the Council and the EU Commission.Cameron told his colleagues that by early November he will set out in writing what kind of reforms the UK would want to see.Letter-According to sources familiar with the discussion, no other EU leader commented, the exchange lasted for about five minutes, and there was little said on the substance of the reforms.Cameron is to detail his reform ideas in a letter to Tusk, who will circulate them among the member states. There is no decision yet if Cameron's letter, his concrete proposals, will be made public. They will nonetheless provide a "basis" for talks for the December meeting of EU leaders, an official said on Thursday, adding that the aim is to have a "fuller discussion" then.Cameron met with German Chancellor Angela Merkel and French President Francois Hollande earlier in the day, but they only discussed Syria, and sources said there was no mention of the UK negotiations.

Catalonia separatists on EU charm offensive By Eric Maurice and Helena Spongenberg-OCT 16,15-EUOBSERVER

BRUSSELS and BARCELONA, Today, 16:40-Three weeks after the 27 September regional elections, Catalonia is still waiting for a government, and relations with the Spanish government in Madrid have reached a new low.Meanwhile, Calatan authorities continue to plead the case for independence in Europe. On Thursday (15 October), the outgoing head of the Catalan government, Artur Mas, appeared before a Barcelona court on charges of breaking Spanish law when he organised a consultative vote on Catalan independence in November 2014.Mas had been summoned on 29 September, only two days after his separatist coalition swept to victory in regional elections. He is charged with civil disobedience, perversion of justice, embezzlement, and usurpation of power. His court hearing took place on a symbolic day, commemorating the 75th anniversary of the execution of Catalan nationalist leader Lluis Companys by the Franco regime in 1940.After the hearing, Mas said it was “unbelievable [that] institutions of the central State in Spain considered that to let the people have their say, to let them vote, is a crime”.Mas and Spanish prime minister Mariano Rajoy have not met since July 2014 and Rajoy is opposed to any talks on Catalonia's independence.Referendum plan-Mas' court hearing, as well as that of two other Catalan officials, came amid negotiations to form a regional government after the 27 September election. The Junts pel Si (Together for Yes) coalition, of which Mas is a leader, and the left-wing CUP party hope to finalise a common political programme and form a government by mid-November.Meanwhile, Catalonia's authorities are setting out their plans for independence and stepping up their European campaign to find allies. The objective is to organise and win a referendum on independence within 18 or 24 months and become an EU member."We need a referendum," said Roger Albinyana, Catalonia's external affairs secretary, during a recent visit to Brussels."A referendum is still the preferred way to address the issue. And we mean an agreed referendum with the Spanish institutions," he noted.Although the ultimate goal is secession even against Madrid's will, separatist officials "want to talk," Albinyana said."But we need to see someone on the other side of the table, otherwise it's a monologue, as it has been so far."-'Europeanist' society-In the power struggle with Madrid, Barcelona is looking to Brussels and other EU capitals.Separatists need to avoid a Spanish-only face-off that has brought no progress for them. Many Catalans also have a historical and sentimental relationship with Europe.“Catalan society has always been very Europeanist," Pol Morillas, a research fellow at the Barcelona Centre for International Affairs (CIDOB), told EUobserver. This is the case "not only at the political level but also at the social level," he explained. "During the dictatorship, Europe was seen as the hope where freedom for citizens could be defended."As soon as Spain joined the European Community in 1986, Catalonia opened a delegation in Brussels. 14 people now work at the delegation, next to the EU Commission and EU Council buildings.Since January, the region's permanent representative to the EU is Amadeu Altafaj, a former Commission spokesman, which guarantees good access to the institutions.Discreet manner-"We use different strategies," external affairs secretary Albinyana said."With the Commission, our relations are more based on sectoral needs and priorities rather than on the question of Catalonia," he explained."The main commissioners are briefed. We brief cabinets, the president [Mas] meets commissioners and sometimes they ask about the situation in Catalonia."But so far, Albinyana noted, "the Commission doesn't have a say now because no member state requested it to take an official position".That is why, Albinyana said, Catalan authorities "mainly target member states". In case of a secession of Catalonia from Spain, it would be up to EU member states, not the Commission, to recognise the new state and to decide whether or not it is a EU member or has to apply. This would have to be a unanimous decision."We meet them individually, in Madrid or in the capitals, in a discreet manner, because Spain is always after us," Albinyana said.Catalonia, however, is waging a war of influence with Madrid in the Commission. The objective is to have the EU executive enter the fray or even take a side.Amadeu Altafaj told EUobserver he has "informal contacts with officials in EU institutions and permanent representations"."There are frequent concerns about the immobilism and the lack of capacity for political dialogue" from the Spanish government, he said, adding: "Even people openly opposing independence are puzzled by the lack of politics".General interest-For Catalonia's permanent representative, even "a simple encouragement for dialogue [from the Commission] would already be progress."The Commission should pressure Madrid to talk with separatist authorities "in the name of general interest but also in the name of stability in southern Europe," Altafaj said, adding that "no one has interest in tensions or uncertainties in Spain, when there is a fragile recovery".The institutions "are looking more at the Catalan process now, especially after the referendum last year and last month's election,' Morrillas, from CIDOB, told this website ."This doesn’t mean that it needs to give an immediate political response. The official line is still that it is an internal issue of a state and that Spain and Catalonia must solve their problems bilaterally.” Catalan separatists expect a gesture from the Commission because "for some Catalans, neutrality in Brussels means that the EU is supporting the Spanish state," José Ignacio Torreblanca, the director of the European Council on Foreign Affairs in Madrid, told EUobserver."But that is only because the European Union is a union of states. It is the states that are the partners of the Treaty and not people or nations." Double letter-A few days before Catalonia's elections last month, the Commission seemed to take the side of Madrid. The episode revealed how the region and the state try to influence Brussels. In a written response to a question by a Spanish MEP from Rajoy's party, Santiago Fisas, Commission president Jean-Claude Juncker appeared to clearly support the Spanish position."Determining the territory of a member state is only set by national constitutional law, and not by a decision of a regional Parliament contrary to the constitution of this State", the letter said in its Spanish version. But it appeared that this paragraph did not exist in the English version of the letter, which the Commission said was the only valid version. The style of the Spanish version was "very Spanish", Altafaj told this website. "Not only because it was written in Spanish but also because the language was a language the Commission never used on this issue in general.""Clearly a Spanish hand wrote this reply," he said."The letter is a case of over-zealousness in the Commission, in contact with Spanish elements outside the Commission," he added, suggesting contacts between the Commission and Spanish authorities.Although in the end, Juncker "opted for a very short reply that referred to replies from previous Commission presidents" and said the difference "was due to a clerical error by the services of the Secretariat-General of the Commission, the Catalan official said "there was no mistake, there was manipulation."-Down the list-In a dispute that could destabilise the EU's fifth most populated state and fifth economy, the institutions, and the Commission in particular, have to strike a delicate balance."The European Union does two jobs," ECFR's Torreblanca said."On the one hand, it keeps neutral. On the other hand, it doesn’t support calls for sovereignty of any state, because other states are in similar situations and in the end it would lead to disintegration and not integration."The EU "will always be more comfortable with less states," the political scientist said.Even if the refugee crisis, the Greek crisis and the 'Brexit' issue pushed the Catalan issue "down on the list of crises in the EU, that doesn’t mean that the issue is not there," observed Pol Morillas."Something that is still not an urgent problem could become an important political problem,” he warned.

More EU states oppose 'permanent' refugee quotas By Andrew Rettman-euobserver

BRUSSELS, 16. Oct, 17:29-Poland is hoping Spain will help block a European Commission proposal on a “permanent” mechanism for refugee-sharing.The topic came up at Thursday’s (15 October) summit, in what one EU source called a “heated” debate.German leader Angela Merkel wanted summit conclusions to say there’s “need for continuing reflection” on EU migration policy, including an explicit reference to “proposals put forward by the European Commission”.Austrian, Dutch, and Swedish leaders backed her up, diplomats told EUobserver. The Czech Republic, Hungary, Poland, Romania, and Slovakia said No.The Spanish PM, Mariano Rajoy, was “lukewarm”, saying he wants “clarifications” before endorsing the Commission plan.French leader Francois Hollande also backed softer language in the conclusions. The summit statement, in the end, dropped Merkel’s phrase, and called for reflection only on “overall migration and asylum policy”.The debate comes after pro-quota states, in September, outvoted the No camp on a one-off Commission scheme to share 120,000 refugees. It also comes amid warnings the Syria war could see “millions” more people seek EU protection. The toxic nature of the issue was on show in Poland this week, where opposition leader Jaroslaw Kaczynski spoke of migrant “parasites”.Right-wing French and German politicians have attacked Hollande and Merkel.Prague, last month, also accused Warsaw of betrayal when it voted Yes on the 120,000 scheme, before returning to the No camp on permanent quotas.Slovakia plans to file a case at the EU Court against the 120,000 decision.-Majority?-For her part, Polish PM Ewa Kopacz told press after Thursday’s summit that “many more countries” oppose the permanent scheme than said No to the 120,000.She also said she’s “ashamed” of Kaczynski’s words.Poland’s foreign minister, Grezgorz Schetyna, told Polish radio on Friday there’s a “decisive majority” against the permanent mechanism. He added that if the EU tries to “impose” permanent quotas “it would be a catastrophe for Europe - there would be no agreement”.Merkel told media she has “only praise” for the Commission’s work. She added “there are differences of opinion and a lot of work to be done”.Hollande was wishy-washy.He said France should take in more migrants. But he said the EU should implement the 120,000 scheme before talks on permanent plans.Spain’s Rajoy also said the EU should first wait and see if the 120,000 scheme works in practice. Another QMV?-The leaders’ remarks echo lower-level talks. The Commission put forward its permanent quotas blueprint on 9 September. An EU Council working group, composed of member states’ officials, has held one round of talks on the document.“The talks gave Poland hope that Spain might join the No camp”, an EU source said.“The Spanish official voiced doubt [on permanent quotas], saying they could act as a pull-factor [for more refugees to come]”.The Commission said Friday it’s “optimistic” that its proposal will get through.Under the EU qualified majority vote (QMV) system, even if Spain voted No with the Czech Republic, Hungary, Poland, Romania, and Slovakia, the Yes side would still win.But a Spanish No would make it harder, in political terms, to railroad the opponents. An EU source said the Luxembourg EU presidency will more likely seek “consensus” on a compromise plan than call a QMV showdown. The Slovak PM, Robert Fico, told press after Thursday’s summit that his EU Court case is about due process. He said “it’s not right” for the EU to impose decisions on sensitive issues, such as immigration, by QMV.

Eastern EU states agree joint border patrols By Eszter Zalan-EUOBSERVER

BRUSSELS, 15. Oct, 21:02-The Czech Republic, Slovakia and Poland have agreed to send dozens of police and military officers to Hungary’s frontier with Serbia to reinforce border controls in a joint effort they say could serve as model for the rest of the EU.The prime ministers of the so-called “Visegrad Four” said in a statement on Thursday (15 October) ahead of the meeting of EU leaders that, following Hungary’s request, they commit to help Budapest, “who currently bears the heaviest burden.”Over 320,000 people crossed into Hungary since the start of the year, most of them headed for Austria and Germany. The V4 reiterate that “the protection of the Schengen border ranks high on the priority list as it represents a basic precondition to manage the current migratory pressure.”The Czech Republic and Slovakia will each deploy 50 police officers, and Poland will send 50-60 officers. The Czech Republic also committed up to 100 military officers.Poland will send five surveillance vehicles, along with five personnel carriers. The countries are now discussing details, as some of the officers have already arrived in Hungary. There is no specific date for the operation to start.“This could be a model on EU level on how to tackle the refugee crisis, with direct help to the most effected countries,” a source told this website. The V4 agreement is on a regional basis, and is not part of the EU's wider efforts to control and stem the flow of people into Europe. The equipment and personnel is being deployed to Hungary's border with Serbia, which has been effectively closed with a razor wire fence since 15 September. Registration centres have been set up along the legal border crossings, dealing with people seeking international protection.According to sources, the Visegrad countries specifically did not want their officers to be deployed along the Croatian border, arguing that they are interested in protecting the EU’s external borders.Hungary has also set up a fence along its border with Croatia, as masses of refugees and migrants took a detour from the Serbian frontier towards Croatia.Zagreb is transporting the refugees and migrants to Hungary, which takes them to Austria, creating a corridor.Hungary wants to shut this corridor by closing the border with Croatia.Prime minister Viktor Orban arriving to the EU summit on Thursday said Budapest can make a decision on closing the Croatian border as early as Friday. The Hungarian leader also gave assurances to the Visegrad countries that his country's armed forces will remain the first line of defence in case of conflict.

EU leaders reach minimal agreement on Syria By Eric Maurice-OCT 16,15-EUOBSERVER

BRUSSELS, Today, 09:14-EU leaders meeting in Brussels on Thursday (15 October) agreed that Syrian president Bashar al-Assad bears "the greatest responsibility" for the conflict deaths and the displacement of refugees. The leaders also agreed to "express concern" at Russia's military involvement in Syria. They also reaffirmed their support for the UN-led process for a political solution, including "all parties involved", such as Iran or Russia. But in a summit where Turkey's role in managing the migrant crisis was the main topic, they did not set out a specific plan or a common initiative to solve a conflict presented as the main "root source" of the refugee crisis Europe is facing."The Assad regime bears the greatest responsibility for the 250,000 deaths of the conflict and the millions of displaced people," EU leaders said in the conclusions of the summit. The direct reference to the Syrian leader was not in the conclusions of the foreign affairs ministers on Monday (12 October) and was added on France's insistence."There cannot be a lasting peace in Syria under the present leadership and until the legitimate grievances and aspirations of all components of Syrian society are addressed," the conclusions read.EU leaders "also agreed on the need to focus on the fight against Daesh [the Arab name for the Islamic State group] and other UN-designated terrorist groups" and "expressed concern about the Russian attacks on the Syrian opposition and civilians and the risk of further military escalation.""I'm not convinced that Russian strikes are concentrated on Daesh," said French president Francois Hollande at a press conference."The EU is fully engaged in finding a political solution to the conflict in close cooperation with the UN and the countries of the region," leaders said in their conclusions. They referred to the 2012 Geneva Communiqué, a text agreed by the UN-backed Action group for Syria to implement a UN plan to end the war in Syria. The EU summit was preceded by a trilateral meeting between Germany's Angela Merkel, France's Francois Hollande and Britain's David Cameron. But the three leaders failed to produce a common position."We discussed all issues relevant to find a solution," Merkel said at a press conference."There was no debate. The common position is what the Geneva conference set out" in 2012, Hollande said.-'Assad will go'-Merkel, Hollande and Cameron disagreed on whether to include Syrian leader Bashar al-Assad in eventual peace negotiations. While Merkel spoke in September "of the necessity to hold talks with many players, among them Assad", Hollande said in a speech at the European Parliament last week that it would "not be possible to have the opposition and the torturer of the Syrian people" at the same negotiating table. While in New York for the UN assembly general, Cameron said Assad "has to go" and "should be subject to international law".At the EU foreign affairs ministers meeting on Monday, EU diplomacy chief Federica Mogherini said that the EU should "first of all have a reality check, and the situation on the ground is still having Assad sitting in Damascus."Hollande, who is in a minority position, tried to downplay the disagreement."Assad will go, we all agree," he said."Some say he has to go immediately, he has to go in the middle [of the peace process], or he has to go at the end. What is important is to have a quick transition" to another regime, he said."The Russian intervention can consolidate the regime, but it will not save Bashar," Hollande added.

Obama, Park say North Korea must show willing to get nuclear deal-Reuters By David Brunnstrom-OCT 16,15-YAHOONEWS

WASHINGTON (Reuters) - U.S. President Barack Obama and South Korean President Park Geun-hye said on Friday they were open to negotiations with North Korea on sanctions but Pyongyang needed to show it was serious about abandoning its nuclear weapons program.Asked if he saw the possibility of a deal with North Korea like that reached with Iran, Obama told a joint news conference after talks with Park in Washington that he saw no indication that North Korea envisioned a future without nuclear weapons."At the point where Pyongyang says we are interested in seeing relief from sanctions and improved relations and we are prepared to have a serious conversation about denuclearization, I think it’s fair to say that we’ll be right there at the table," he said."We haven’t even gotten to that point yet, because there has been no indication on the part of the North Koreans as there was with the Iranians that they could foresee a future in which they did not possess or were not pursuing nuclear weapons."Park said it was important to have concerted international efforts towards a solution to the North Korean nuclear issue and said she had agreed with Obama on the need to strengthen diplomatic efforts. However, she said in language certain to infuriate North Korea: "There is a saying: You can take a horse to the trough, but you can’t make it drink water."North Korea said in June its nuclear weapons are an "essential deterrence" and it has no interest in a deal like that reached with Iran.Park said she would seek to strengthen cooperation on the North Korean issue at a three-way summit with China and Japan that she will host in Seoul early next month.OBAMA URGES PARK TO SPEAK OUT ON CHINA-The United States has been keen to encourage better relations between South Korea and Japan, its two biggest allies in Asia, given concerns about North Korea and an increasingly assertive China.Park has worked to warm up ties with China and raised some eyebrows in Washington when she attended Beijing's military parade to mark the end of World War Two last month. Obama said the United States wanted to see a strong South Korean relationship with China, just as it wanted such a relationship itself, but Washington wanted to see Seoul speak out when Beijing did things that weakened international rules.Obama was apparently referring to China's behavior in pursuit of maritime claims in the South China Sea and the East China Sea, which has alarmed Asian neighbors."Obviously, given the size of China right there on your doorstep, if they are able to act with impunity and ignore rules whenever they want, that's not going to be good for you - whether that's on economic issues or security issues," he said.Park did not address the issue of Chinese behavior at the news conference. She said she had agreed with Obama to cooperate closely on possible South Korean participation the 12-nation Trans Pacific Partnership trade agreement that was agreed last month.Park said on Thursday that TPP, the principal economic pillar of Obama's Asian "rebalance" to counteract China's rise, would benefit businesses in both South Korea and the United States if her country were to join.(Additional reporting by Julia Edwards, Roberta Rampton and Megan Casella; Editing by Louise Ireland)

Washington (AFP) - As many as 2,000 Iranian and Iran-backed forces are currently in Syria helping regime troops in an offensive near Aleppo that is being coordinated with Russia, a US official said Friday. The fighters were helping Syrian forces loyal to President Bashar al-Assad, backed by Russian air power, as they opened a new front against rebel fighters southeast of Aleppo."We are now seeing a coordinated effort between Iran and Russia to assist Assad with fighting opposition groups," the official said, speaking on condition of anonymity."There could be as many as 2,000 Iranian-enabled forces," he added. The official defined those forces as consisting of Iranians including Quds special forces, Iranian-funded proxies and Lebanese Hezbollah, noting it was difficult to determine a precise number of fighters.Military cooperation between Iran and Russia in Syria is rooted in a visit General Qasem Soleimani, who heads the Quds forces, made to Moscow in August, the official said.Russians at the time denied Soleimani had visited Moscow. Colonel Pat Ryder, the spokesman for the US military's Central Command, said there were clear "indications" Iranian forces were in Syria."We have seen where Iranian forces are cooperating with Syrian regime forces," Ryder said.Regime forces backed by Russian air support are also pushing north from Hama toward Idlib, and separately northeast from Latakia toward Idlib in a pincer movement, officials said.Ryder said the regime push meant rebel groups, as they battle regime forces, are consequently losing ground to Islamic State jihadists."When they do that, they strike those forces ... enabling in some cases for (IS) to retake territory that had been lost to these opposition groups, so clearly not helpful," Ryder said.

THE FIRST JUDGEMENT OF THE EARTH STARTED WITH WATER-IT ONLY MAKES SENSE THE LAST GENERATION WILL BE HAVING FLOODING
GENESIS 7:6-12
6 And Noah was six hundred years old when the flood of waters was upon the earth.
7 And Noah went in, and his sons, and his wife, and his sons’ wives with him, into the ark, because of the waters of the flood.
8 Of clean beasts, and of beasts that are not clean, and of fowls, and of every thing that creepeth upon the earth,
9 There went in two and two unto Noah into the ark, the male and the female, as God had commanded Noah.
10 And it came to pass after seven days, that the waters of the flood were upon the earth.
11 In the six hundredth year of Noah’s life, in the second month, the seventeenth day of the month, the same day were all the fountains of the great deep broken up, and the windows of heaven were opened.
12 And the rain was upon the earth forty days and forty nights.
GOD PROMISED BY A RAINBOW-THE EARTH WOULD NEVER BE DESTROYED TOTALLY WITH A FLOOD AGAIN.BUT FLOODIING IS A SIGN OF JUDGEMENT.

Vehicles mired in mud a day after California flooding-Reuters By Alex Dobuzinskis-OCT 16,15-YAHOONEWS

LOS ANGELES (Reuters) - Crews worked on Friday to free dozens of vehicles after a mudslide covered a central California highway in several feet of muck, even as authorities sought to re-open part of a key interstate also covered in mud from heavy rains, officials said. The two roads were closed on Thursday when flash floods hit parts of the state. Forecasters warned on Friday of possible thunderstorms that could trigger more flash floods going into the weekend. In Kern County on State Route 58 in the Tehachapi Pass, about 60 miles (97 km) north of Los Angeles, a mudslide on Thursday left nearly 200 vehicles, including 75 semi-trailer trucks, stuck in up to 5 feet (1.5 meters) of mud, local sheriff's spokesman Ray Pruitt said. Most vehicles remained trapped on Friday, after authorities placed nearly 300 stranded motorists and passengers in shelters overnight, Pruitt said. A handful of motorists chose to stay in their vehicles overnight, he said."It's going to be a huge project to try to get this road cleared," Pruitt said, adding that it could take days.Heavy rains on Thursday sent tons of mud streaming onto Interstate 5 along the Grapevine mountain pass about 50 miles (80 km) north of Los Angeles, shutting down the region's main north-south highway, California Department of Transportation (Caltrans) officials said. The interstate segment remained closed on Friday morning as crews swept the road surface of mud and other debris and cleared drainage culverts, Caltrans spokeswoman Lauren Wonder said.Authorities said they hoped to reopen the Grapevine section later in the day, after geologists checked the stability of the adjacent hillside. The Leona Valley, about 20 miles (32 km) north of Los Angeles, saw the greatest downpours on Thursday, with 3.58 inches (9 cm) of rain falling - most of that in a 30-minute period - and golf ball-sized hail thrown into the mix, National Weather Service meteorologist Robbie Munroe said.Elsewhere in Southern California, several roads were washed out and there were reports of motorists having to be rescued from torrential flooding in northern Los Angeles County, he said.A flash flood watch remained posted through Friday evening, advising of storm conditions that could unleash flash flooding in several mountain areas and in northern Los Angeles County's Antelope Valley, which saw heavy flooding on Thursday. There was also a slight chance of thunderstorms returning to the region on Saturday and Sunday, Munroe said.(Reporting by Alex Dobuzinskis; Editing by Steve Gorman and Eric Walsh)

Central Texas wildfire forces evacuation of more than 400 homes-Reuters-OCT 16,15-YAHOO NEWS

AUSTIN, Texas (Reuters) - Residents have been forced to evacuate more than 400 homes due to a wildfire in central Texas that has destroyed more than 40 structures and prompted Governor Greg Abbott to declare a state of disaster, officials said on Friday. With a large air tanker designed to fight wildfires and more resources on their way to Bastrop County, east of Austin, authorities said they hoped to bring under control the so-called Hidden Pines fire that has burned 4,582 acres and is only 25 percent contained."This fire will be out, hopefully, in a few days, but this event will last a few years,” Bastrop County Judge Paul Pape told a news conference, referring to the lasting damage.Early reports indicate that a farming accident involving a shredder ignited the fire, which quickly spread because of high winds and dry conditions, Pape said. Additional firefighters were on their way to battle the blaze, located in the same pine forest area where a 2011 wildfire burned through some 34,000 acres.(Reporting by Jon Herskovitz in Austin, Texas and Lisa Maria Garza in Dallas; Editing by Will Dunham)

U.S. earthquake fears spur more drills: 'Drop, cover, hold on'-Reuters By Carey Gillam-October 14, 2015 7:05 AM

(Reuters) - Three months ago when an earthquake rattled Mickey Hart's office, the Crescent, Oklahoma public school superintendent didn't know what to do."I froze," said Hart, who leads the school district of 650 students in the small community north of Oklahoma City. Several of the district's buildings were damaged in the July quake as ceiling tiles shattered and walls cracked.School district officials are now planning their first earthquake drills, Hart said. They are not alone. On Thursday the Federal Emergency Management Agency (FEMA)and other government agencies are organizing the "Great ShakeOut" earthquake drill, a series of events across the United States aimed at preparing people to survive damaging seismic activity.About 3 million people are signed up to participate across 14 central states that include Oklahoma, Missouri, Indiana, Illinois and for the first time, Texas, up from 2.76 million a year ago, organizers said. Nationwide, nearly 19 million people are registered for the drills, FEMA said. While common in California and other states where quakes are frequent, such drills are still relatively new in the central United States. But they are gaining in popularity as earthquake activity surges in both frequency and intensity."In Oklahoma when you have a natural disaster like a tornado you are trained to get underground," Hart said. "In an earthquake you don't want to get underground. What do you do?"The ShakeOut (http://ift.tt/OL4Gq7) drills are targeted at everyone from business owners to first responders such as firemen and paramedics, but most of the drills are being held at public schools. In Thursday's drills, the slogan is 'drop, cover and hold on." At the first rumblings, people should drop to the floor, take cover under sturdy furniture or against an interior wall, and hold on until the shaking stops, emergency management experts recommend."The scientific community can't predict an earthquake. The only thing we can do is really push preparedness," said Jim Wilkinson, executive director of the Central United States Earthquake Consortium, which is helping coordinate drills.People in Oklahoma, which had a magnitude 4.5 quake Saturday near the north-central Oklahoma town of Cushing, are particularly in need of the training, officials said. The Oct. 10 quake rattled homes for hundreds of miles, according to the U.S. Geological Survey. Some quakes, including some of those in Oklahoma, are thought to be induced by the injection of wastewater associated with oil and gas work into deep disposal wells, while others are considered a natural shifting along fault lines that run deep below the earth's surface.Noticeable quakes, above magnitude 3.0, now strike Oklahoma at an average rate of roughly two per day, compared with two or so per year before 2009."You don't know where or when it will happen. Everyone needs to know how to respond," said Brian Blake, program coordinator for the earthquake consortium.(Reporting by Carey Gillam in Kansas City, Mo.; Editing by David Bailey and Eric Walsh)
