The US State Department is cutting its economic aid to the Palestinian Authority from $370 million to $290 million annually, in a “message” to PA President Mahmoud Abbas over recent Palestinian incitement amid a relentless wave of terror attacks against Israeli civilians and security forces, according to al-Monitor.The 22 percent cut for the 2015 fiscal year comes amid rising criticism from Congress to act on inciting statements from PA officials in recent weeks in the wake of almost 50 separate terror attacks in just over three weeks.“The State Department notified lawmakers on Sept. 25 of its intention to reduce economic aid for the West Bank and Gaza Strip from $370 million to $290 million in the fiscal year that ended Sept. 30,” the report said.On Thursday, the US House of Representatives Foreign Affairs Committee unanimously called on Palestinians to end incitement against Israel.The non-binding resolution passed after a hearing on Palestinian incitement says “the Palestinian Authority has not fully lived up to its prior agreements with Israel to end incitement and should do more to prepare the Palestinian people for peace with Israel.”It “urges President [Mahmoud] Abbas and Palestinian Authority officials to discontinue all official incitement and exert influence to discourage anti-Israel and anti-Semitic incitement in Palestinian civil society.”The hearing was convened by committee chairman, Rep. Ed Royce (R-CA)-“This wave of violence isn’t some random flare-up,” said Rep. Eliot Engel (D-NY), the top Democrat on the committee, at the hearing, “It’s the product of years and years of anti-Israel propaganda and indoctrination — some of which has been actively promoted by Palestinian Authority officials and institutions.”Palestinian attacks on Israelis have become a near-daily occurrence in recent weeks, amid tensions over the Temple Mount, the holiest site in Judaism and the third-holiest in Islam. Driving the tensions in part have been Palestinian allegations that Israel is planning to alter the regulations at the site, which houses the Al-Aqsa Mosque and the Dome of the Rock, and allow Jews to pray there.Abbas has himself leveled such charges, which Netanyahu vehemently denies.While Abbas hasn’t openly endorsed the attacks, he hasn’t condemned them either, and Prime Minister Benjamin Netanyahu has accused him of inciting violence by calling for protests against Israel. Brad Sherman, (D-CA), excoriated Palestinian incitement but also lamented Israeli incitement, particularly related to the Temple Mount, also known as the Noble Sanctuary.“Back in the days of the Roman Empire, those zealots who claimed to be the most pro-Israel did enormous harm,” said Sherman, known for his closeness to the pro-Israel community, in remarks first noted by Americans for Peace Now in its weekly legislative roundup.“So now we see a few fringe Israeli leaders who want to disturb the status quo on the Temple Mount,” he said. “They, too, are harmful. They provide a pretext for those who incite terrorism in Israel and those who seek delegitimization abroad.”

RAMALLAH, West Bank (AP) — Four dailies, eight TV stations and scores of radio stations report on the current wave of Israeli-Palestinian violence in the Palestinian territories. But they are background noise for many Palestinian youth, whose No. 1 source of news comes from Facebook groups that pump out a minute-by-minute stream of bloody images and pro-violence slogans.Many Palestinians say such sites only hold up a mirror, or camera, to incessant Israeli violence and pent-up Palestinian fury — that social media reflects reality, not creates it. But Israeli officials argue the medium is the message — that Palestinian social media news sites, some with millions of followers, and the content they post are the driving force in the current wave of violence.“We are seeing a situation in which Osama Bin Laden meets (Facebook founder) Mark Zuckerberg,” Prime Minister Minister Benjamin Netanyahu said this week. “The incitement on the social networks is what is causing the wave of terror.”It was a message Netanyahu repeated in meetings this week with US Secretary of State John Kerry and other world leaders trying to find a way to calm the current tensions. The incitement, Israeli officials say, includes caricatures and video reenactments demonizing Israelis, graphics with instructions on “how to stab a Jew,” and youth calling for martyrdom on Facebook before carrying out stabbings. Facebook in the past has removed some Palestinian news sites, but they simply popped up again under a different guise. Over time, they have become essential sources of news for Palestinians.The Quds News Network, which operates one of the most prominent Palestinian Facebook news sites, has about 3.7 million Facebook followers and says it relies on a network of some 300 stringers throughout Israel, the West Bank and Gaza. It breaks news so rapidly that it tends to beat out traditional Palestinian media outlets — even providing those outlets with video and photos.The site says it is independent, but has a reputation for being affiliated with Palestinian terror group Islamic Jihad. Another active Facebook site, run by the Shehab News Network, has about 4.2 million followers and is regarded by Palestinians as being linked with Hamas. Both groups oppose Israel’s right to exist, and have killed scores of Israelis in suicide bombings and shootings over the years.“Our message is twofold. Number one is to support the resistance . second, expose the aggressive acts of the Israeli occupation,” said Ahmed Yousef, 25, an editor at Quds News Network. Sitting in a baklava shop on a recent afternoon, he coordinated coverage with other editors in a Facebook chat group on his cell phone. Yousef said his site does not encourage violence, but only reflects the attitude of the streets. “During this uprising we have to match the mood of the people,” he said.Ten Israelis have been killed over the last month, mainly in stabbing attacks. On the Palestinian side, 49 people have been killed by Israeli fire, 28 of them during attacks on Israelis and the others in clashes with Israeli security forces.The violence has been fueled by rumors that Israel is plotting to take over the Temple Mount, a sensitive Jerusalem site holy to both Jews and Muslims. It also praises Israeli soldiers as “our brothers” for thwarting attacks.But the reach of these sites seems to pale in comparison to the Palestinian Facebook groups, whose audiences dwarf those of more traditional news sources.The Al-Ayyam daily, a major Palestinian newspaper, estimates its daily readership at about 120,000, while the top TV channel viewed by Palestinians, Al-Jazeera, is seen by about 22 percent of Palestinian adults, according to a survey last month by pollster Khalil Shikaki.In the first intifada, or uprising, in the 1980s, militant groups called for demonstrations by scrawling announcements on cement walls; today, those calls are made on Facebook walls.About half of Palestinians in the West Bank and Gaza use the Internet, and among young people, the percentages are much higher. Some 1.5 million Palestinians use Facebook. Electronic media, including Facebook and Twitter, are the No. 1 source of news for young Palestinians, said Ghassan Khatib of the Jerusalem Media and Communications Center, a research and polling center.The recent stabbings and other deadly attacks on Israelis have been largely carried out by Palestinians in their teens and twenties. Yousef said it did not receive support from any political or militant faction.Saed Karzoun, a 30-year-old Palestinian digital media activist who is worried about the influence of recent social media posts, scrolled through the Quds News Network Facebook page on his laptop at his Ramallah apartment. He stopped at a graphic picture of a young Palestinian lying in a pool of blood, shot dead by Israeli forces at a military checkpoint in the West Bank. The military said he had attempted to stab an officer.“You watch a kid dying. What you will do? You will pick up a knife,” said Karzoun. “This is the effect of social media now. In a similar report, the Al-Araby al-Jadeed website said Netanyahu had agreed to “a silent freeze” in settlement building, but would continue to issue new building tenders in order not to destroy his coalition.An Israeli official quickly denied any government commitment to freezing settlements, according to the Israeli Walla news site. A similar denial was reported by Israeli newspaper Maariv, which quoted a senior Israeli official as saying that, “there is no commitment of this nature.” Responding to various steps reportedly promised by Netanyahu to help calm tensions, Al-Araby al-Jadeed quoted Abbas saying that “if the Israeli moves are serious, it will be possible to make progress.”At a press conference two weeks ago, called to assure Israelis that the government was capable of thwarting the ongoing wave of Palestinian terrorism, Netanyahu said it was “common sense” for him not to risk alienating parts of the international community by announcing new settlement building in response to the terror surge, as many of his right-wing coalition colleagues have demanded. AMMAN, Jordan — Israel must commit to maintaining the status quo on the Temple Mount and prevent Jewish extremists from ascending to the contested site, Palestinian Authority President Mahmoud Abbas told US Secretary John Kerry in Amman Saturday at a meeting aimed at exploring ideas on how to restore calm after weeks of near-daily Palestinian terror attacks and Israeli-Palestinian clashes.“Keeping the status quo and stopping confrontational settlers from accessing the site are among the first steps Israel should take” to ease tensions, Abbas told Kerry, according to PA spokesman Nabil Abu Rudeineh.Rudeineh said Abbas emphasized that the ball was in Israel’s court and that the Palestinians would “have to see what steps Israel takes before any move on our part.”The meeting with Kerry was also attended by chief Palestinian negotiator Saeb Erekat and Palestinian Intelligence chief Majed Faraj.The Temple Mount is a frequent flashpoint and its fate is a core issue at the heart of the Israeli-Palestinian conflict.It is the holiest site in Judaism, revered by Jews as the Temple Mount, once home to the biblical Temples.Muslims call it the Noble Sanctuary and believe it is the spot where the Prophet Muhammad ascended to heaven. AFP — Huge crowds of black-clad Shiite faithful massed in the Iraqi city of Karbala on Saturday, crying and beating their chests to commemorate the Prophet Muhammad’s grandson, who died in the seventh century.The holy day of Ashura was marred by attacks in Pakistan and Bangladesh but got under way without incident in southern Iraq, where last year’s security fears have given way to political grievances.Many Shiite worshipers travel from neighboring Iran and other countries each year to visit the shrine, which lies about 80 kilometers (50 miles) southwest of Baghdad.Millions of others across the Shiite world, from Lebanon to South Asia, hold processions in their home towns, performing a variety of rituals, many involving flagellation.Some beat their backs to a drumbeat using chains or blades. The US State Department is cutting its economic aid to the Palestinian Authority from $370 million to $290 million annually, in a “message” to PA President Mahmoud Abbas over recent Palestinian incitement amid a relentless wave of terror attacks against Israeli civilians and security forces, according to al-Monitor.The 22 percent cut for the 2015 fiscal year comes amid rising criticism from Congress to act on inciting statements from PA officials in recent weeks in the wake of almost 50 separate terror attacks in just over three weeks.“The State Department notified lawmakers on Sept. 25 of its intention to reduce economic aid for the West Bank and Gaza Strip from $370 million to $290 million in the fiscal year that ended Sept. 30,” the report said.On Thursday, the US House of Representatives Foreign Affairs Committee unanimously called on Palestinians to end incitement against Israel.The non-binding resolution passed after a hearing on Palestinian incitement says “the Palestinian Authority has not fully lived up to its prior agreements with Israel to end incitement and should do more to prepare the Palestinian people for peace with Israel.”It “urges President [Mahmoud] Abbas and Palestinian Authority officials to discontinue all official incitement and exert influence to discourage anti-Israel and anti-Semitic incitement in Palestinian civil society.”The hearing was convened by committee chairman, Rep. Eliot Engel (D-NY), the top Democrat on the committee, at the hearing, “It’s the product of years and years of anti-Israel propaganda and indoctrination — some of which has been actively promoted by Palestinian Authority officials and institutions.”Palestinian attacks on Israelis have become a near-daily occurrence in recent weeks, amid tensions over the Temple Mount, the holiest site in Judaism and the third-holiest in Islam. RAMALLAH, West Bank (AP) — Four dailies, eight TV stations and scores of radio stations report on the current wave of Israeli-Palestinian violence in the Palestinian territories. But they are background noise for many Palestinian youth, whose No. 1 source of news comes from Facebook groups that pump out a minute-by-minute stream of bloody images and pro-violence slogans.Many Palestinians say such sites only hold up a mirror, or camera, to incessant Israeli violence and pent-up Palestinian fury — that social media reflects reality, not creates it. But Israeli officials argue the medium is the message — that Palestinian social media news sites, some with millions of followers, and the content they post are the driving force in the current wave of violence.“We are seeing a situation in which Osama Bin Laden meets (Facebook founder) Mark Zuckerberg,” Prime Minister Minister Benjamin Netanyahu said this week. “The incitement on the social networks is what is causing the wave of terror.”It was a message Netanyahu repeated in meetings this week with US Secretary of State John Kerry and other world leaders trying to find a way to calm the current tensions. The incitement, Israeli officials say, includes caricatures and video reenactments demonizing Israelis, graphics with instructions on “how to stab a Jew,” and youth calling for martyrdom on Facebook before carrying out stabbings. Hashtag slogans label the violence an intifada, or uprising, and accuse Israel of endangering Islam’s third-holiest spot — a claim that has fueled recent violence.Palestinians say such claims miss the point, and that the violence is the natural result of nearly 50 years of Israeli military occupation and, after years of failed peace efforts, the lack of hope for gaining independence anytime soon. They note that Israeli Facebook pages also post graphic images and hateful messages that contribute to the tense and sometimes vengeful atmosphere.Leaders on both sides have also blamed each other for contributing to violence with their words. Netanyahu accused Palestinian Authority President Mahmoud Abbas of incitement when he wrongly claimed that Israel had “executed” a Palestinian teen when he was actually being treated in an Israeli hospital. The same accusation has been leveled at Netanyahu for speeches linking Abbas to the Islamic State group and suggesting a World War II-era Palestinian leader was the one who persuaded Hitler to exterminate the Jews of Europe.Israeli officials say they convinced Google’s YouTube service and Facebook to remove some Palestinian videos, and an Israeli legal group is preparing a class-action lawsuit against Facebook to force the site to remove certain pro-Palestinian pages. Facebook in the past has removed some Palestinian news sites, but they simply popped up again under a different guise. Over time, they have become essential sources of news for Palestinians.The Quds News Network, which operates one of the most prominent Palestinian Facebook news sites, has about 3.7 million Facebook followers and says it relies on a network of some 300 stringers throughout Israel, the West Bank and Gaza. It breaks news so rapidly that it tends to beat out traditional Palestinian media outlets — even providing those outlets with video and photos.The site says it is independent, but has a reputation for being affiliated with Palestinian terror group Islamic Jihad. Another active Facebook site, run by the Shehab News Network, has about 4.2 million followers and is regarded by Palestinians as being linked with Hamas. Both groups oppose Israel’s right to exist, and have killed scores of Israelis in suicide bombings and shootings over the years.“Our message is twofold. Number one is to support the resistance . second, expose the aggressive acts of the Israeli occupation,” said Ahmed Yousef, 25, an editor at Quds News Network. Sitting in a baklava shop on a recent afternoon, he coordinated coverage with other editors in a Facebook chat group on his cell phone. Yousef said his site does not encourage violence, but only reflects the attitude of the streets. “During this uprising we have to match the mood of the people,” he said.Ten Israelis have been killed over the last month, mainly in stabbing attacks. On the Palestinian side, 49 people have been killed by Israeli fire, 28 of them during attacks on Israelis and the others in clashes with Israeli security forces.The violence has been fueled by rumors that Israel is plotting to take over the Temple Mount, a sensitive Jerusalem site holy to both Jews and Muslims. Israel says it is committed to the longstanding status quo, but Palestinians point to the growing number of religious Jewish visitors to the site, as well as calls from activist groups and senior politicians for expanded Jewish prayer rights.Palestinians say the violence is also rooted in frustration at decades of living under Israeli occupation. Israel says the reason is much simpler: Palestinian leaders are inciting the unrest with incendiary accusations, and Facebook posts are fanning the flames.Israeli social media have also spread graphic images, including security camera footage of attacks released by police. One popular Israeli Facebook news site, 0404, has a following of about 370,000 and provides a constant feed of news and images, including photos of dead Palestinians after being shot by Israeli forces, though it blurs graphic images. It also praises Israeli soldiers as “our brothers” for thwarting attacks.But the reach of these sites seems to pale in comparison to the Palestinian Facebook groups, whose audiences dwarf those of more traditional news sources.The Al-Ayyam daily, a major Palestinian newspaper, estimates its daily readership at about 120,000, while the top TV channel viewed by Palestinians, Al-Jazeera, is seen by about 22 percent of Palestinian adults, according to a survey last month by pollster Khalil Shikaki.In the first intifada, or uprising, in the 1980s, militant groups called for demonstrations by scrawling announcements on cement walls; today, those calls are made on Facebook walls.About half of Palestinians in the West Bank and Gaza use the Internet, and among young people, the percentages are much higher. Some 1.5 million Palestinians use Facebook. Electronic media, including Facebook and Twitter, are the No. 1 source of news for young Palestinians, said Ghassan Khatib of the Jerusalem Media and Communications Center, a research and polling center.The recent stabbings and other deadly attacks on Israelis have been largely carried out by Palestinians in their teens and twenties. Many of them have had no record of militant or criminal activity, and some appear to have been influenced by graphic images on social media showing young Palestinians on the ground after being shot by Israeli officers who said they had attempted stabbings.Relatives of Subhi Abu Khalifeh, a 19-year-old Palestinian accused in a Jerusalem stabbing, say he was outraged over a video showing the shooting of an 18-year-old Palestinian woman by an Israeli civilian after police said she stabbed him. A Palestinian version of events distributed on social media said the man had harassed the teen, trying to remove her headscarf, but she did not stab him.Yousef, the Quds News Network editor, said the group has developed a devoted network of contributors because stringers who submit footage are paid per submission, and editors guarantee their work will be used. Many Palestinians in recent years have bought video cameras for the supplemental income such sites provide.The site generates income from advertisements and subscriptions to its text message news alert service. Yousef said it did not receive support from any political or militant faction.Saed Karzoun, a 30-year-old Palestinian digital media activist who is worried about the influence of recent social media posts, scrolled through the Quds News Network Facebook page on his laptop at his Ramallah apartment. He stopped at a graphic picture of a young Palestinian lying in a pool of blood, shot dead by Israeli forces at a military checkpoint in the West Bank. The military said he had attempted to stab an officer.“You watch a kid dying. What you will do? You will pick up a knife,” said Karzoun. “This is the effect of social media now.
