Following yonder star(s)-As planets align, some see return of Jesus’ Star of Bethlehem-The rare convergence of Venus, Jupiter and Mars this week has some wondering if it’s time to cue the magi-By Amanda Borschel-Dan October 26, 2015, 3:16 pm 9-THE TIMES OF ISRAEL
Could the rare convergence of Venus, Jupiter and Mars seen on the horizon this week be a repeat of the biblical phenomenon, the Star of Bethlehem? As early bird stargazers enjoy this planetary trio through November 3, like everything else in religious tradition and astrology, what the skies portend is a matter of faith — and interpretation.Coming on the heels of the October 8 Blood Moon, until the end of this week the three planets can be seen grouped together inside a five degree diameter circle, in an astral phenomenon known as a “planetary trio.” On Monday, the height of the grouping, Venus and Jupiter will pass within 1.1 degrees of each other. Bright stars Regulus and Procyon have also been visible this week, forming a line in the sky with the planets.Best beheld before dawn, the relative brightness of Venus and Jupiter make the event easily seen by the naked eye or binoculars and is being labeled by some Internet-savvy astronomers as the same Star of Bethlehem phenomenon the magi saw some 2,000 years ago.But could this type of rare astral grouping really have been what propelled the three oriental gift-bearing kings to traverse afar, field and fountain, moor and mountain, while following yonder star? To answer this question, one must first ask, why would the three magi (astrologers) follow a star to Bethlehem in the first place? And so we open our texts to the infamously opaque biblical “Star Prophecy” as poetically told by the gentile prophet Balaam in Numbers 24:17: “I shall see him, but not now, I will look at him, but not nigh. A star has stepped forward from Jacob, and a tribe (or scepter/staff) of Israel will rise and will crush the corners (or foreheads) of Moab and will smash the children of Seth.”In Jewish tradition, this prophecy has been used for millennia by those who wish to prove their own messianic candidate’s worthiness (i.e., Rabbi Akiva’s support of Simon bar Kochba — “son of the star” — who led a revolt against the Romans in 132 CE). Or, as in the case of Rabbi Moses ben Maimon (Maimonides), it is a poetic description of King David that also references some future “king Messiah.”-A star has stepped forward from Jacob’-Born out of Judaism, early Christian tradition was well acquainted with the biblical verse. In the Gospel of Matthew, the first book of the New Testament (composed in Semitic Greek between 70-110 CE), the author relates the story of Jesus’s birth as its fulfillment.According to the King James Bible translation, Matthew writes: “Now when Jesus was born in Bethlehem of Judaea in the days of Herod the king, behold, there came wise men from the east to Jerusalem, saying, ‘Where is he that is born King of the Jews? for we have seen his star in the east, and are come to worship him.'”For centuries philosophers and astronomers have searched for the meaning behind this “star in the east,” and there are practically as many theories as stars. However, recent research has turned the “Star of Bethlehem” idea on its head — to the extent that one might more aptly label the celestial event as-“Stars of Bethlehem.”-In October 2014, the Netherlands’ University of Groningen celebrated its 400th anniversary with a two-day colloquium on the Star of Bethlehem. There, 20 cross-departmental scholars presented papers discussing new theories, including that of Prof. Michael R. Molnar, the author of “The Star of Bethlehem: The Legacy of the Magi.”In Molnar’s groundbreaking book (published in 1999, in paperback since 2013), the Rutgers astronomer cross-references the Matthew story with an image he found on an ancient coin he’d purchased to supplement his personal coin collection of Aries looking back at a star. According to the Molnar book’s website, “He found that Aries was a symbol of Judea at the time, and that ancient astrologers believed that a new king would be born when the moon passed in front of Jupiter. Molnar wondered, could the coin have been issued as a response to the Great Messianic Portent, the Star of Bethlehem?”The Matthew chronicle has historically presented difficulties for astronomers, in particular the idea of a star “in the east.” Molnar solves this problem in making the event more astrological than astronomical in nature. Meaning, it could be more of a matter of interpretation of some interesting astral events, rather than some objectively awesome celestial sight.‘One can claim that Matthew’s words describe a miracle, something beyond the laws of physics. But Matthew chose his words carefully and wrote “star in the east” twice’The Rutgers astronomer knew that to match the Matthew Star of Bethlehem story, Jupiter had to be in the east. So using computer modeling, he found an eclipse of Jupiter in Aries on April 17, 6 BCE, “a day when Jupiter was precisely ‘in the east,’ which confirmed his theory. Moreover, he found that a Roman astrologer described the conditions of that day as fitting the birth of a ‘divine and immortal’ person,” according to the book website. In a Washington Post article written by Vanderbilt astronomer Prof. David Weintraub, he applauds Molnar’s solution to the textual problem which is difficult to prove scientifically.“The astronomer in me knows that no star can do these things, nor can a comet, or Jupiter, or a supernova, or a conjunction of planets or any other actual bright object in the nighttime sky. One can claim that Matthew’s words describe a miracle, something beyond the laws of physics. But Matthew chose his words carefully and wrote ‘star in the east’ twice, which suggests that these words hold a specific importance for his readers.”In his article, Weintraub writes that Molnar literally translated the Greek phrase “in the east” and found that it was used as a technical term in Greek mathematical astrology 2,000 years ago.“It described, very specifically, a planet that would rise above the eastern horizon just before the sun would appear. Then, just moments after the planet rises, it disappears in the bright glare of the sun in the morning sky,” writes Weintraub. “In particular, the reappearance of a planet like Jupiter was thought by Greek astrologers to be symbolically significant for anyone born on that day.”So could this week’s conjunction of Venus, Jupiter and Mars, which won’t be repeated until 2021, also be a portend foretelling some great birth or historical event?-Perhaps.-But perhaps equally possibly, as in the popularly shared William Shakespeare paraphrase, “It is not in the stars to hold our destiny but in ourselves.”
EARTH WORSHIP
DEUTERONOMY 17:3-4
3 And hath gone and served other gods, and worshipped them, either the sun, or moon, or any of the host of heaven, which I have not commanded;
4 And it be told thee, and thou hast heard of it, and enquired diligently, and, behold, it be true, and the thing certain, that such abomination is wrought in Israel:
DEUTORONOMY 4:15-19
15 Take ye therefore good heed unto yourselves; for ye saw no manner of similitude on the day that the LORD spake unto you in Horeb out of the midst of the fire:
16 Lest ye corrupt yourselves, and make you a graven image, the similitude of any figure, the likeness of male or female,
17 The likeness of any beast that is on the earth, the likeness of any winged fowl that flieth in the air,
18 The likeness of any thing that creepeth on the ground, the likeness of any fish that is in the waters beneath the earth:
19 And lest thou lift up thine eyes unto heaven, and when thou seest the sun, and the moon, and the stars, even all the host of heaven, shouldest be driven to worship them, and serve them, which the LORD thy God hath divided unto all nations under the whole heaven.
2 KINGS 23:5
5 And he put down the idolatrous priests, whom the kings of Judah had ordained to burn incense in the high places in the cities of Judah, and in the places round about Jerusalem; them also that burned incense unto Baal, to the sun, and to the moon, and to the planets, and to all the host of heaven.
World's Catholic bishops appeal to Paris climate talks for binding temperature limits-BY Nicole Winfield, The Associated Press | The Canadian Press – Mon, 26 Oct, 2015
VATICAN CITY - Catholic patriarchs, cardinals and bishops representing five continents appealed to climate negotiators on Monday to approve a "transformative" and fair, legally binding agreement that sets global temperature limits and goals for eliminating fossil-fuel emissions.Representatives of bishops' conferences from around the globe signed the appeal in a renewed push to encourage climate negotiators meeting in Paris next month to heed Pope Francis' call to protect God's creation and the poor who suffer most from its exploitation. The church's 10-point proposal calls for governments to approve legally binding limits to global average temperatures, set a mid-century goal for phasing out emissions from fossil fuels and provide binding and ambitious mitigation commitments that recognize the different responsibilities for, and abilities to adapt to, global warming. No precise temperature limit was proposed in the appeal. Indian Cardinal Oswald Gracias, who heads the Asian bishops' conference, suggested the omission was a compromise designed to ensure all bishops could sign onto the appeal, which is the first of its kind for the episcopal conferences from each of the five continents."It's not just the pope, it's the whole church throughout the world, and that is powerful," said Monsignor John Ribat, president of the bishops' conference of Oceania and archbishop of Port Moresby, Papua New Guinea, one of the front-line Pacific island nations most threatened by climate-induced rising sea levels. In his landmark encyclical "Praise Be," Francis denounced what he called the "structurally perverse" fossil fuel-based world economy that he says exploits the poor and destroys the Earth. The bishops from Africa, Asia, America, Europe and Oceania backed his assessment, albeit in less dire terms, recognizing that "accelerated climate change" is the result of "unrestrained human activity ... and that excessive reliance on fossil fuels is primarily responsible."___Follow Nicole Winfield at http://www.twitter.com/nwinfield
Environmentalists slam Russia for breaking Sochi Olympics pledge-By Maria Antonova | Agence France-Presse – OCT 27,15-YAHOONEWS
Moscow (AFP) - Russia is reneging on a promise to compensate for environmental damage caused by construction for the 2014 Sochi Olympic games with plans to develop areas it pledged to protect, activists said Tuesday.Environmental organisations had decried development for the Winter Olympics in the mountains above the Black Sea resort, where many sporting facilities were built on land within Sochi National Park.As compensation, the Russian government agreed to put other land in the area under stricter environmental protection and include it in the UNESCO World Heritage site known as the Western Caucasus. The region, which won the World Heritage designation in 1999, is described as one of Europe's last large undisturbed forested mountain ranges. However recently Russia announced that it is retracting its formal bid to expand the site, just as international experts were evaluating the submission, several people involved in the process said."This is a refusal to carry out the Olympic obligations," Igor Chestin, director of the Worldwide Fund for Nature (WWF) in Russia, told AFP.The Russian government had vaunted the virgin wilderness areas near Sochi, with their abundance of rare and endangered species, in its proposal to have them incorporated into the World Heritage site. But the authorities are now pushing to build in the areas, with the Russian environment ministry proposing them as sites for recreational development. The Rosa Khutor ski resort, where some of the Olympic events were hosted, is already building roads in the area, according to the local group Environmental Watch on the North Caucasus (EWNC), which took photographs of the roadworks last month.Rosa Khutor's director Sergei Bachin told a meeting earlier this month that his resort plans to double in size in the next two or three years, according to the Russian Ski Association. The expansion would affect undisturbed areas inside Sochi National Park and a wildlife sanctuary along Sochi's main Mzymta River, which the government promised to restore after heavy downstream construction for the Olympics." Instead, there is ongoing destruction of the river's ecosystem and of the unique wilderness of these areas," EWNC said.Under a reintroduction project supported by the Kremlin, the areas were also supposed to become a habitat for the rare Caucasian leopard, which once inhabited the Caucasus but now exists only in Iran.President Vladimir Putin championed the project, taking several International Olympic Committee officials to the local leopard breeding centre ahead of the Games last year. "Restoring this part of lost nature is part of our Olympics," Putin told them. But if the territory continues to grow as a ski resort, "this programme will be pointless," said WWF's Chestin, noting that it would cut off the leopards' migration routes.
Opinion-2016: The year of sustainable development?-By Jeremy Wates-OCT 27,15-EUOBSERVER
BRUSSELS, Today, 20:11-The European Commission on 27 October published its work programme for 2016. This document appears to show that the Juncker Commission’s thinking has evolved since it took up office a year ago and there is some suggestion that after one year in office, President Juncker and his Commission are starting to understand that things don’t get bigger than the protection of our environment, our life support system. The Work Programme is very far from perfect, but there are glimmers of hope that the environment is no longer the Commission’s blindspot that it was a year ago.In particular, we welcome the promise of progress on the circular economy, a new political vision around the Sustainable Development Goals (SDGs) and the Paris climate deal, and the call to put energy efficiency first. But this now needs to lead to a wholesale overhaul of Juncker’s 10 political priorities backed by strong policies and legally binding measures. We need a new agenda for reform where the environment and the benefits it brings for people, the planet and prosperity are not playing second fiddle to the economy, as has been the case in the last 12 months. If 2015 ends up being viewed with hindsight as the year of refugees and climate change, 2016 should be the year of sustainable development. This call was made loud and clear during the European Environmental Bureau’s (EEB) annual conference last week, where participants underlined the importance of the Commission taking the Seventh Environmental Action Programme (7EAP) by the horns and coming out with concrete actions that turn fine words into reality.“Living well, within the limits of the planet” is the ambitious title of the 7EAP, which the three main EU institutions signed up to in 2013, with the aim of making Europe “a smart, sustainable and inclusive...low-carbon and resource-efficient economy” by 2020.The Programme highlights the continuing unsustainable trends in climate change, nature and biodiversity, environment, health and quality of life, and natural resources and wastes. The Juncker Commission’s initial reaction to this challenge was to largely ignore it, being guided by a set of 10 priorities that, aside from climate change, barely mention the environment. As time passes, it has become increasingly clear that those priorities, apart from belonging to another century and disrespecting the commitments of the 7EAP, are at odds with the EU’s call for an ambitious global climate deal in Paris and its espousal of the SDGs.-Oversimplification of overregulation-The claim that the Juncker priorities respond to a popular dislike of overregulation from ‘Brussels’ has been shown to be a gross oversimplification by the massive response to the Commission’s recent public consultation on the future of the EU’s nature protection laws.More than half a million Europeans spoke out in defence of nature, making it the largest ever response to any public consultation by the Commission. This shows clearly that Europeans not only care deeply about nature and biodiversity, an area completely absent from the Juncker priorities, but also that they value action at EU level. This sentiment was backed up by a letter sent to the Commission on 27 October by nine environment ministers, including from France, Germany, Italy, Spain and Poland.Following the controversial withdrawal of the waste package earlier this year, we can hope that the keenly-awaited circular economy package, to be issued by the Commission in December, will be genuinely ‘more ambitious’ than the one it replaces, as has been promised. But this alone will not solve our problems; only by putting sustainable development at the heart of EU policy will change be possible. We need to follow a clear path that will allow everybody in Europe and elsewhere to live well within the limits of the planet. This implies stopping our massive over- consumption in Europe, which is at the expense of the climate and the development of the Global South.-Positive signs-It will also require a revitalising of the EU Sustainable Development Strategy and the Commission turning its full attention to seeing how legislation and policies, such as the Common Agricultural Policy (CAP), that work in direct contradiction to living well within planetary boundaries can be made fit-for-purpose.And it needs to refrain from jumping to examine, and even dismantle, regulations that industry deems as costly even if the societal and environmental benefits of them significantly outweigh any costs. There are positive signs, however. As EU Environment Commissioner Karmenu Vella said at the EEB conference, “we cannot have a sustainable Europe without a sustainable environment.”He insisted that the EU executive “understands this,” adding that “the 7EAP is not just something that we publish and put in a drawer. Thanks to [it] we know the direction we want to travel, and we know how far we must go”.Today’s document suggests that President Juncker is starting to look for the right map and that his compass is moving in the right direction, even if there is much further to go.As Commissioner Vella highlighted, EU environmental actions are “good for the environment, but they're also good for growth, jobs, health and general wellbeing”.Let’s hope that this fact informs the future priorities and actions of the Commission.Jeremy Wates is Secretary General of the European Environmental Bureau
Lobbyists play tug-of-war with MEPs on farm emissions By Peter Teffer-EUOBSERVER
Brussels, 26. Oct, 18:26-How strong is the European agricultural lobby in 2015?-A sign of the political influence of the sector, one of the most experienced in public affairs in Brussels, will emerge on Wednesday (28 October), when MEPs vote on new air quality targets. The key question is whether two agriculture-related pollutants, methane and ammonia, will be included in the legislation, which will set emission limits per EU country.Sources in the European Parliament say that it is difficult to predict the outcome of the vote, and that political groups will likely make up their mind whether to reach a common stance on Tuesday (27 October), a day ahead of the plenary vote in Strasbourg. The new directive would set ceilings for emissions of a number of pollutants, like particulate matter and nitrogen oxide, for 2030. Member states would then have to decide themselves how to stay below these ceilings. Before the summer break, the EP's environment committee refused to give the agricultural sector a free pass, and a majority of MEPs in the committee said methane and ammonia limits should be included in the new rules. This went against the wishes of the EP's agriculture committee, which argued that methane, both a pollutant and a greenhouse gas, is already covered under the EU's climate targets. This argument is only half-justified: methane is indeed a global warming greenhouse gas, but EU countries are only obliged to reduce greenhouse gases in general - a country could, in theory, decide to reduce only CO2 and leave agricultural emissions as they are.Wednesday's vote will see a repeat of that power struggle.Food production may "shift to third countries"-The agricultural lobby organisation Copa-Cogeca has said that the proposed reduction targets “are unacceptable, threatening food production”.“If the methane emission reductions were implemented, the European farming sector would have to reduce production in a number of sectors such as beef by 29.1%, milk by 9.1%, pork by 8,7%, etc”, it said Thursday in a public press release.A day later, the lobby group sent MEPs an email in which it said it was “gravely concerned by the introduction of methane and ammonia targets that are unfeasible to implement”.The email, seen by this website, said of the targets: “the only way to reach them is by reducing production in Europe and shift it to third countries”.-Cities: "It's our health"-The farm lobby is not the only interest group trying to sway parliamentarians.Environmental NGOs and a network of European city governments have been trying to convince MEPs to resist pressure from the agrifood industry.“It is crucial that we address all pollutants, including ammonia emissions from agriculture: they contribute significantly to poor air quality in cities. Air pollution is the most important environmental health problem in the EU, and is costing our economies and our health”, the urban lobby group Eurocities said in a statement.Around 40 percent of methane emissions in the EU come from agriculture - mainly through a digestive process in ruminants such as cows and goats. In 2011, 94 percent of ammonia emissions in the EU were caused by agriculture, mainly from manure and fertilisers.Methane is one of the sources of ozone, while ammonia can transform into particulate matter. These pollutants in turn can contribute to serious health problems, such as asthma, cardiovascular diseases, and can damage the reproductive system. The European Environmental Bureau (EEB), a Brussels-based green NGO, said the agricultural sector should contribute to cleaning the air, otherwise other sectors will also want to be exempt.“We are talking about people's lives here”, Sebastien Pant of the EEB told this website. The votes on Wednesday will not only be about whether to include ammonia and methane, but also whether to stick with the environment committee's decision to make the rules more “ambitious” by setting a binding intermediate target for 2025.Very broadly speaking, MEPs on the left side of the spectrum can be expected to vote along the lines of the environment committee, while the right side will most likely support the agricultural sector. However, two days before the vote, the discussions within political groups are not yet settled. The Liberal group, for example, has what one EP source called a “vocal minority” against agricultural targets. “Tuesday's group meeting will be important in terms of where ALDE goes”, the source said.Meanwhile on Monday, the topic was absent from the agenda of a meeting of environment ministers in Luxembourg, because more discussions at a lower diplomatic level was required.“ At this stage the dossier could not yet be an object of discussion among ministers”, said a source close to the EU presidency, adding that it hopes ministers will reach a common position before the end of the year. The final targets will be a compromise between the positions of the EP and the member states.
Trudeau promises Wynne federal help with new Ontario pension plan-By Keith Leslie, The Canadian Press | The Canadian Press – OCT 27,15-YAHOONEWS
TORONTO - Justin Trudeau was greeted like a rock star as he arrived at the Ontario legislature Tuesday for a meeting with Premier Kathleen Wynne, and rewarded her campaign efforts on his behalf with a promise of federal help for a provincial pension plan.Wynne, one of Trudeau's most ardent supporters during the federal campaign, gave the prime minister-designate a big hug as he stepped out of his car while virtually the entire Liberal cabinet and hundreds of Liberal staffers applauded and cheered.Trudeau and Wynne met for only a half hour in her office before both left to attend the funeral for Ken Taylor, the former ambassador to Iran. After the meeting, they issued a joint statement saying they would be "active partners" in a national discussion on pension enhancement, including the Canada Pension Plan and the Ontario Retirement Pension Plan."Once it takes office, the incoming federal government will direct the Canada Revenue Agency and the Departments of Finance and National Revenue to work with Ontario officials on the registration and administration of the ORPP," they said. "The ORPP is being designed to integrate with any future CPP enhancement."That's a major reversal of the position taken by outgoing Prime Minister Stephen Harper, who said he "delighted" in refusing all federal co-operation with the ORPP, something he described as a job-killing payroll tax. It also means Ontario will get the same federal assistance on its pension as Ottawa gives Quebec and Saskatchewan.Wynne has said Ontario will plan to start payroll deductions for the ORPP on Jan. 1, 2017 unless and until there is agreement to enhance the CPP. She added that the only reason the provincial pension was conceived in the first place was due to Harper's flat refusal to look at increasing deductions and benefits under the CPP.Neither Wynne nor Trudeau held a media availability after their meeting, ducking most questions from the media during their photo op — but not all."Cabinet will be sworn in next week and there will be lots to say in the following days," Trudeau said. "I'm here for a funeral, and I'm glad to have accepted the premier's invitation to come and sit with her."The two Liberal leaders said they also talked about the importance of investing in infrastructure, which is good news for Ontario's 10-year, $130 billion plan for roads, bridges and public transit projects. They also discussed climate change and the upcoming COP21 meeting in Paris, and their commitments to hold a national inquiry on missing and murdered indigenous women and girls. There was no mention if they discussed other federal-provincial issues such as assisted suicide or the legalization of marijuana. As he dashed away after the meeting, Trudeau said he and Wynne had "just a great conversation on a range of issues" and added he looked forward to their working relationship.Trudeau's visit to Queen's Park shows how dramatically the federal government's relationship with Ontario has changed since the Liberals won a majority last week.Wynne launched a public campaign to get a meeting with Harper after he had dismissed all requests for a get-together with the premier for more than a year, an example of the animosity between the two governments that is now gone."We look forward to a new and positive relationship between the new government of Canada and the government of Ontario, one based on mutual respect, common goals and shared values," they said in the joint statement.Follow @CPnewsboy on Twitter
What milestones could be marked for Canada 150? Feds come up with expanded list-By The Canadian Press | The Canadian Press – OCT 27,15-YAHOONEWS
OTTAWA - Canadian Heritage officials came up with a list of potential milestones to commemorate in the lead up to, and in the years following, Canada's 150th birthday in 2017. Here is a sample of some of the suggestions submitted in mid-March:— Centennial of the birth of Tommy Prince: Born Oct. 25, 1915 on the Brokenhead Reserve in Manitoba, Prince enlisted in the army and became part of the famous "Devils' Brigade" during the Second World War. He is one of Canada's most decorated aboriginal veterans.— The Underground Railroad: The secret network of routes and safe houses helped enslaved Africans escape the United States in the 1800s. It is estimated that 30,000 slaves used the Underground Railroad. The department wanted to mark the 175th anniversary of the Underground Railroad in 2016.— Centennial of the Parliament fire: Fire consumed the Parliament buildings in February 1916, killed seven people and left only the northwest wing of the building and the library intact. Rebuilding efforts started that July and the new building was completed in 1922 with the Peace Tower finished in 1927.— The 50th anniversary of the Royal Commission on the Status of Women: The commission's final report in 1970, three years after it was struck, outlined the breadth and depth of inequalities women faced in Canada and is seen to have started a real push to remove economic, social, cultural, legal and political participation barriers for women.— The 75th anniversary of Japanese internment camps: A 1942 order-in-council gave the federal government the power to intern all "persons of Japanese racial origin" while Canada was at war and displaced almost 21,000 people. The Mulroney government apologized for this in 1988.— The 100th anniversary of the 1918 change that gave Canadian women the right to vote in federal elections.— The 50th anniversary of Harold Cardinal's book "The Unjust Society," which was a response to Pierre Trudeau's call for a Just Society and the then-Liberal government's white paper on aboriginal policy.— The centennial in 2020 of the first exhibition of the Group of Seven at the Art Gallery of Toronto (now the Art Gallery of Ontario).— The 150th anniversary of the 1869 Red River Rebellion that helped form the province of Manitoba and the centennial of the 1919 Winnipeg General Strike, the largest strike in Canadian history.

Commission tasks itself with 23 initiatives for 2016-"Action is highly needed," Timmermans said. By Eric Maurice-OCT 27,15-EUOBSERVER
BRUSSELS, Today, 20:08-The European Commission presented on Tuesday (27 October) its Work Programme for 2016, with an emphasis on migration, economy and social issues, and energy and sustainability. In a list of 23 key initiatives, the Commission announced an overhaul of the Dublin asylum system and the creation of a European border and coast guard.Other measures include the creation of a pillar of social rights, a circular economy package, a corporate tax package, a European bank deposit insurance and a new skills agenda to adapt the workforce to the digital economy.Commission vice-president Frans Timmermans presented the work programme to the European Parliament in Strasbourg, saying that it is "part of a bigger answer we need to give to the challenges" facing Europe."Action is highly needed," he said, adding that the EU is faced with "one if the few moments when the project itself is being challenged in an existential way"."It's like a perfect storm," he said, citing the economic, refugee and climate crisis as well as international threats. "The European project should be an answer to that."-'Full responsibility'-The work programme, based on the ten priorities set by Commission president Jean-Claude Juncker for his 5-year mandate, was first outlined by Juncker in September and finalised after talks with the Parliament and the Council of the EU."We have convinced other institutions that this Commission is working differently, focusing on the main issues, putting on the table and in the work programme things we think we can actually do in the year ahead," Timmermans told press."Some initiatives are the continuation of what we have been doing," he said. Legislative proposals will be put forward for long-term projects like energy union, the single market strategy or the digital single market. To the MEPs the commissioner said that although the Commission "takes full responsibility of the choice it makes", it will not be able to "deliver results without sufficient ownership of the co-legislators"-Dublin overhaul-On migration, which Timmermans said is the main priority, the Commission intends to open two processes that are sure to be fiercely debated with member states and MEPs.The first is "proposals for a European Border and Coast Guard, building on a significant strengthening of Frontex". Some member states have so far been reluctant to accept this new step in the sharing of national competences and sovereignty. The second process is the "overhaul [of] our common asylum system to correct the gaps and weaknesses exposed in the Dublin system and to strengthen the role of the European Asylum Support Office"."To meet Europe's future demographic and labour market needs", the Commission will also present "a renewed approach on legal migration, including measures to improve the Blue Card Directive."-'Social progress'-A second priority singled out by Timmermans is job creation and social protection.2016 should be "the year of real social progress," he told MEPs.A European pillar of social rights will be proposed, with the aim of "modernising and addressing the gaps in existing social policy legislation … and identifying social benchmarks, notably as concerns the flexicurity concept, built on best practices in the member states."To help create jobs, the Commission wants to push forward the EU digital single market and promises "€250 billion of additional growth in Europe" before the end of its mandate in 2019.New plans on copyright will come in December, followed next year by proposals on copyright, geo-blocking, free flow of data, the cloud, and VAT for electronic commerce. On climate and environment, the EU executive says that "implementation of the 2030 energy and climate package will be a key priority".The much vaunted circular economy package should start to be implemented next year to "create a single market for the re-use of materials and resources, supporting the move away from a linear economy.""I don't think it is right to say that the Commission is using better regulation to backpedal on its ambitions on environment or the social dimension," Timmermans told reporters when asked about regular criticism towards the Commission's priorities.

Angry China says shadowed U.S. warship near man-made islands in disputed sea-Reuters By Andrea Shalal and Ben Blanchard-oct 27,15-yahoonews
WASHINGTON/BEIJING (Reuters) - A U.S. Navy guided-missile destroyer sailed close to China's man-made islands in the disputed South China Sea on Tuesday, drawing an angry rebuke from Beijing, which said it warned and followed the American vessel. The patrol by the USS Lassen was the most significant U.S. challenge yet to the 12-nautical-mile territorial limits China asserts around the islands in the Spratly archipelago and could ratchet up tension in one of the world's busiest shipping lanes. One U.S. defense official said the USS Lassen sailed within 12 nautical miles of Subi Reef. A second defense official said the mission, which lasted a few hours, included Mischief Reef and would be the first in a series of freedom-of-navigation exercises aimed at testing China's territorial claims.China's Foreign Ministry said the "relevant authorities" monitored, followed and warned the USS Lassen as it "illegally" entered waters near islands and reefs in the Spratlys without the Chinese government's permission."China will resolutely respond to any country's deliberate provocations," the ministry said in a statement that gave no details on precisely where the U.S. ship sailed.Foreign Ministry spokesman Lu Kang later told a daily briefing that if the United States continued to "create tensions in the region," China might conclude it had to "increase and strengthen the building up of our relevant abilities".Lu did not elaborate, except to say he hoped it did not come to that, but his comments suggested China could further boost its military presence in the South China Sea."China hopes to use peaceful means to resolve all the disputes, but if China has to make a response then the timing, method and tempo of the response will be made in accordance with China's wishes and needs."The second U.S. defense official said additional patrols would follow in coming weeks and could be conducted around features that Vietnam and the Philippines have built up in the Spratlys."This is something that will be a regular occurrence, not a one-off event," said the official. "It's not something that's unique to China."White House spokesman Josh Earnest referred questions on any specific operations to the Pentagon but said the United States had made clear to China the importance of free flow of commerce in the South China Sea.The U.S. Navy last went within 12 miles of Chinese-claimed territory in the Spratlys in 2012.China claims most of the South China Sea, through which more than $5 trillion of world trade passes every year. Vietnam, Malaysia, Brunei, the Philippines and Taiwan have rival claims. The Philippines, a vocal critic of China's activities in the South China Sea, welcomed the U.S. action."The American passage through these contentious waters is meant precisely to say that there are norms as to what freedom-of-navigation entails and they intend to exercise so there is no de facto changing of the reality on the ground," President Benigno Aquino told reporters.RISK OF ESCALATION-The decision to go ahead with the patrol follows months of deliberation and it risk upsetting already strained ties with China."By using a guided-missile destroyer, rather than smaller vessels ... they are sending a strong message," said Ian Storey, a South China Sea expert at Singapore's Institute of South East Asian Studies."They have also said, significantly, that there will be more patrols – so it really now is up to China how it will respond."Some experts have said China would likely resist attempts to make such U.S. actions routine. China's navy could for example try to block or attempt to surround U.S. vessels, they said, risking an escalation.Zhu Feng, executive director of the China Centre for Collaborative Studies of the South China Sea at Nanjing University, said he expected Beijing to limit its response as it ultimately did not want confrontation."Both sides will be quite verbal but real actions, I hope, will show signs of exercising restraint," Zhu said.COMPETING CLAIMS-Both Subi and Mischief Reefs were submerged at high tide before China began a dredging project to turn them into islands in 2014.Under the U.N. Convention on the Law of the Sea, 12-nautical mile limits cannot be set around man-made islands built on previously submerged reefs.Washington worries that China has built up its outposts with the aim of extending its military reach in the South China Sea. China says they will have mainly civilian uses as well as undefined defense purposes. The patrol comes just weeks ahead of a series of Asia-Pacific summits President Barack Obama and Chinese President Xi Jinping are expected to attend in the second half of November.Xi surprised U.S. officials after a meeting with Obama in Washington last month by saying that China had "no intention to militarize" the islands.Even before that, however, satellite photographs had shown the construction of three military-length airstrips by China in the Spratlys, including one each on Subi and Mischief reefs. Some U.S. officials have said that the plan for patrols was aimed in part at testing Xi's statement on militarization.Pentagon officials say the United States regularly conducts freedom-of-navigation operations around the world to challenge excessive maritime claims. In early September, China sent naval vessels within 12 miles of the Aleutian Islands off Alaska. China said they were there as part of a routine drill following exercises with Russia.(Reporting by Andrea Shalal, Yeganeh Torbati and David Brunnstrom in Washington and Ben Blanchard in Beijing; Additional reporting by Tim Kelly in Tokyo, Grego Torode in Hong Kong and Lincoln Feast in Sydney; Writing by Dean Yates and Alex Richardson; Editing by Robert Birsel)

Northern cod population making strong comeback after years of decline: study-By Alison Auld, The Canadian Press | The Canadian Press – OCT 27,15-YAHOONEWS
HALIFAX - There is growing hope that the once decimated northern cod stock is making a slow, but steady comeback, according to a new study that found the iconic species is growing in size and number off Newfoundland.George Rose, the report's co-author, said acoustic surveys last spring indicated that the fish were getting bigger and more plentiful after 23 years of a government-imposed moratorium and halting growth.Rose, who has studied the stock for 30 years, says the findings could provide a valuable lesson for fisheries managers who once wrote off the cod's recovery after it was almost completely wiped out in the early 1990s."When it collapsed, it became an icon worldwide for overfishing, mismanagement and stock destruction," he said in an interview from Pender Island, B.C."So the fact that this one is coming back and has shown that ability given suitable management, I think is of worldwide significance. It shows there is a resilience to nature if we give it a chance."It's not clear what the size of the population is, but Rose said it is now likely over 200,000 tonnes, a sizable jump from the estimates of tens of thousands a decade ago. He is now working on trying to quantify the population. The researchers also found larger concentrations of fish in more northerly areas that had not been seen since the moratorium was put in place in 1992.He said they found large, 120-centimetre-long fish weighing 22 kilograms, something that was rarely seen in the 1990s due to high mortality that is still not understood. The discovery is important because the big fish spawn and contribute to reproduction, he said."We've got these massive fish out there and this is really key to the whole productivity situation in the stock, which makes me optimistic for the future," said Rose, director of the Centre for Fisheries Ecosystems Research at Memorial University's Marine Institute in St. John's, N.L.The research, published Tuesday in the Canadian Journal of Fisheries and Aquatic Sciences, suggests the cod is rebounding because of a similar rise in the availability of its key food source, capelin.Like the northern cod, populations of the small capelin plummeted due to cooler waters in the 1990s and possibly a depletion of plankton. Rose said warming water temperatures may help the capelin stock, along with an increased supply of plankton on which they feed.More importantly, Rose says the ongoing moratorium on the cod fishery has helped the once-mighty stock rebuild, adding that protection from excessive fishing is critical to its continued recovery."Without a doubt, maintaining low removals of this stock over the past decades has been essential to recovery," he said."It's on its way and we have to let it come back."Despite signals that the cod stock is rebounding from years of overfishing, mismanagement and ecological changes, Rose says it will likely be another decade before any kind of commercial fishery could resume.Federal Fisheries researchers say a minimum spawning biomass of about 650,000 tonnes is what is needed to sustain any extensive commercial fishery. The northern cod moratorium threw thousands of people out of work after it was announced July 2, 1992. It was initially to last just two years, though Rose predicted at the time it would take much longer for stocks to recover.Follow @alison_auld on Twitter

U.S. intensifies fight against Islamic State militants: Pentagon chief-By David Alexander and Yeganeh Torbati | Reuters – OCT 27,15-YAHOONEWS
WASHINGTON (Reuters) - U.S. troops are intensifying pressure on Islamic State militants in Syria and Iraq by supporting local forces with an expanded air campaign and occasional direct ground support, U.S. Defense Secretary Ash Carter told lawmakers on Tuesday.Testifying alongside Carter before the Senate Armed Services Committee, Marine Corp Gen. Joseph Dunford, chairman of the Joint Chiefs of Staff, said he would consider recommending putting U.S. forces with Iraqi troops to fight Islamic State if it improved the chances of defeating the militants.Carter said the military campaign was evolving as the U.S. military sought to reinforce ground efforts and U.S. forces aimed to intensify pressure on IS strongholds in Raqqa in Syria and Ramadi in Iraq.Carter expects coalition air campaign to intensify, with more aircraft and an increased tempo. He said the United States wouldn't hesitate to support local forces with "strikes from the air or direct action on the ground."Dunford said putting U.S. troops with Iraqi forces could ensure logistics effectiveness and boost intelligence awareness. As the military officials spoke to the Armed Services Committee, Secretary of State John Kerry briefed the Senate Foreign Relations Committee behind closed doors on the administration's strategy. After the session, lawmakers said they felt there was momentum toward a diplomatic solution ahead of a international meeting on Syria later this week."Friday obviously will be an important day," said Senator Bob Corker, the Republican chairman of the foreign relations panel. "They are putting a lot of stock in Friday's meetings," he said.He said it was not clear whether Iran would participate. But he left the session with Kerry with a sense that the administration felt there was scope for working with Russia."There's a sense that there's more congruence there than meets the eye and they are hoping to build on that," Corker said.Kerry said only that it had been "a good meeting" and more about the talks would be announced later.A raid against IS last week in which U.S. forces advised Kurdish forces resulted in the death of an U.S. soldier and the rescue of around 70 hostages."If it had an operational or strategic impact and we could reinforce success, that would be the basic framework within which I'd make a recommendation for additional forces to be co-located with Iraqi units," Dunford said.(Additional reporting by Phil Stewart and Patricia Zengerle; Editing by Doina Chiacu, Jeffrey Benkoe and David Gregorio)
Iran to be invited to next round of talks on Syria - U.S. official-Reuters – OCT 27,15-YAHOONEWS
WASHINGTON (Reuters) - Iran will be invited to participate in talks in Vienna on Friday to discuss ending the conflict in Syria, a dialogue aimed at finding a framework for political transition in Damascus, the U.S. State Department said on Tuesday. An official in the region, however, told Reuters that Iran had already been invited by the United States and Russia, and Iranian Deputy Foreign Minister Hossein Amir-Abdollahian would attend the talks, while the presence of Iranian Foreign Minister Mohammad Javad Zarif was still under discussion.Zarif and Russian Foreign Minister Sergei Lavrov held a phone call earlier on Tuesday to discuss ways to resolve the Syrian crisis, the Russian Foreign Ministry said in a statement.Larvov also spoke to U.S. Secretary of State John Kerry, the ministry said.State Department spokesman John Kirby said Kerry will travel to Vienna, and from there he will head to Central Asia for discussions with counterparts from Kyrgyzstan, Uzbekistan, Kazakhstan, Tajikistan and Turkmenistan.Kirby said about a dozen participants were expected in Vienna for the next round of discussions on Syria. The different countries hope to eventually reach agreement on a "multilateral framework for a successful political transition in Syria which leads to a government not led by Bashar al-Assad," Kirby said."There will be bilateral and multilateral discussions in Vienna on Friday and participation is very much still being worked (on)," Kirby said. But a Western diplomat said the decision on whether to invite Iran was first discussed with Saudi Arabia, which is financing some of the militants fighting Assad and is a bitter rival of Tehran. The White House also said that President Barack Obama and Saudi King Salman had discussed increased support for the moderate Syrian opposition in a call on Tuesday. It is unclear whether they discussed this week's meetings in Vienna. While Washington has opposed Iran's support of Assad and Lebanon's Hezbollah in Syria, it has insisted that Iran needs to be included in the talks on Syria's future. A top U.S. military officer said on Tuesday there were fewer than 2,000 Iranian troops in Syria helping Assad's forces."Iran will be asked to participate. Now, whether they come or not, that's up to Iranian leaders," said Kirby.(Reporting by Lesley Wroughton and David Alexander; Additional reporting by Parisa Hafezi in Paris; Editing by Sandra Maler and Eric Beech)

IS kills 3 captives by tying them to Palmyra's columns, then blows them up, activists say-By Sarah El Deeb And Suzan Fraser, The Associated Press | The Canadian Press – OCT 27,15-YAHOONEWS
BEIRUT - The Islamic State group killed three of its captives in Syria's ancient city of Palmyra by tying them to Roman-era columns at the site, then blowing the structures up with explosives, activists said Tuesday. The Palmyra explosions were the latest method of killing by IS militants, known for beheadings, immolation and drowning of prisoners.A Palmyra activist who goes by the name Nasser al-Thaer said that the killings of the three captives took place on Monday afternoon at the Palmyra archaeological site, located a few kilometres (miles) away from the city. Al-Thaer and the Britain-based Syrian Observatory for Human Rights, which relies on a network of activists on the ground, said the three were civilians but that their identities remain unknown.Earlier this week, IS posted images on social media purported to show its members driving a tank over a captured government soldier, allegedly to revenge what it said was his driving over IS militants. The group is known to have tanks, mostly captured in battle from Syrian troops or in the territory it holds in neighbouring Iraq.IS has also destroyed many of the ancient Palmyra's Roman-era relics, including the magnificent Temple of Bel and the iconic Arch of Triumph. IS captured Palmyra from government forces in May, and considers such relics as promoting idolatry. But scientists say the group resorts to promoting and documenting such attacks also for their shock value, to spread awe and fear. The group has relied on looting and selling such antiquities on the black market for revenue. Also Tuesday, Turkey confirmed that its military this week attacked the main Kurdish force across the border in northern Syria, a key ally of the United States in its efforts to defeat the Islamic State. The U.S.-supported Kurdish militia, known as the YPG, said the Turkish military shot at its forces deployed in the town of Tal Abyad twice on Sunday, using mostly machine-guns. There were no casualties in the shooting and the Kurdish forces didn't return fire.Turkish Prime Minister Ahmet Davutoglu confirmed that the military targeted the Kurdish forces in an interview with Turkey's ATV television late Monday. But his account was different from the Kurdish force. He said the Turkish military attacked the Kurdish force west of the Euphrates river, while the YPG said the attack was in Tal Abyad, which is east of the river."We said the PYD will not go west of the Euphrates and that we would hit it the moment it did. We hit it twice," Davutoglu said. The YPG is the fighting force of the PYD, or the Kurdish Democratic Party."Turkey cannot abandon its border, its fate to any country," he added, without elaborating.Turkey is wary of the PYD, which is affiliated with Turkey's Kurdish PKK rebels, who have waged a bloody insurgency in southeastern Turkey. The Kurdish capture of the majority-Arab town of Tal Abyad, and its subsequent inclusion under the semi-autonomous enclave has further irked the country. Turkey, which is part of the U.S.-led coalition against IS, however differs with Washington on whether the Kurdish force is a terrorist organization. Both countries have labeled the PKK as a terror group but only Turkey considers the Syrian Kurdish forces as terrorists.Kurdish fighters expelled Islamic State militants from Tal Abyad in June, dealing a major blow to the extremist group's abilities to access supply routes across the Turkish borders.Last week, Tal Abyad was declared an independent administration allied with the semi-autonomous Kurdish enclave in northern Syria.___Fraser reported from Ankara, Turkey.

6 For they(False World Church and Dictator) have shed the blood of saints and prophets, and thou hast given them blood to drink; for they are worthy.
