A stretch of a major East Coast highway closed for more than a week by historic rains in South Carolina began reopening on Monday, as many schools resumed classes and state crews picked up debris in several hard-hit areas.Traffic flowed again on the southbound lanes of a 13-mile (21 km) section of Interstate 95 that officials shut down on Oct. 4 after floodwaters swamped portions of the road and damaged bridges.The closure required motorists to take a detour more than twice as long as the typical 74-mile (119 km) drive on the highway between Interstates 20 and 26. A spokesman for the state transportation department said he did not know when the northbound lanes would reopen.South Carolina is reeling from a widespread storm that dumped as many as 2 feet (61 cm) or more of rain in parts of the state this month, killing 19 people in drownings or weather-related traffic crashes and inundating hundreds of homes."We are going from a massive response situation to a massive recovery situation," Governor Nikki Haley told a news conference. "This is not going to take us years to come out of this."About 350,000 people remain under boiled-water notices, Haley said. The flooding caused 27 dam breaches, she said, as well as other problems for local water systems.More than 300 state-maintained roads and bridges remained shuttered on Monday, according to the state's transportation agency.Classes resumed at the University of South Carolina's campus in Columbia after flooding in the state capital forced a week-long break. They saw trees knocked over, fences destroyed, trampolines tossed like Frisbees.After being hammered by a windstorm on the weekend, Saskatchewan residents were surveying the damage and cleaning up on Monday.Big trees were knocked over in many communities, including in Aberdeen, about 32 kilometres northeast of Saskatoon.One of the worst-hit areas was Swift Current, in southwest Saskatchewan, where winds peaked at 120 kilometres per hour on Sunday.The wind knocked out a fence and almost unleashed a pen full of bulls at Lucky Lake, about 150 kilometres northwest of Moose Jaw.Some trampolines got tossed around in Regina and likely other communities.Crews in Regina's Wascana Centre Authority were cleaning up on Monday. This tree was blown over close to the T.C. Douglas building.All the toppled trees left a number of smashed cars in their wake.

Strong winds caused part of the roof of the Veterans Hall in Elie, Man., to be torn off Monday morning.Wind gusts of up to 120 km/h have been reported in parts of southern Manitoba, damaging buildings, vehicles, trees and power lines.Gerry Arnal, a councillor in the Rural Municipality of Cartier, said north winds have blown under the legion's roof "and started peeling off the top part.""It's rolling the actual metal roof almost like a tin can," said Arnal. "It's exposed the cedar planks on the inside and you can see daylight through the tongue and groove joints."By Arnal's estimation, the entire roof is a writeoff."It's major structural damage. The building's going to require a brand new roof," Arnal said."It's too dangerous to go up there to put any temporary covering on it until the wind dies down…. We moved everything inside that we could, but we're running out of room to move things."Dale Fossay, the reeve of the RM of Cartier, said the damage is going to hurt local community programming."It's used several times a week so this will be an inconvenience for sure," Fossay said.Insulation from the roof was blown all over a baseball diamond several hundred feet away, he added.The hall was serving as the advance polling station in the area. Voters are now asked to go to the Elie Community Centre, across the street at 23 Main St.

The final storm in the weekend series will bring rain to the South Coast all day Monday, but there are sunny skies in the forecast starting tomorrow.Rain will fall heavy at times and winds will be gusty as the cold front slides through Vancouver.The Lower Mainland could see another 15 to 25 millimetres today on top of the 20 to 40 millimetres that has already fallen this weekend.This is the final storm in a series of low pressure systems that were ushered in by an atmospheric river, a narrow flow of moisture-laden air.The first storm to hit the B.C. coast on Friday was the remnant of Hurricane Oho, but there have been three other storms since then. Most of the rain has been directed to central and northern coastal sections — and led to a boil water advisory in Kitimat.The rain should begin to ease to showers this evening as high pressure builds in. Starting tomorrow, other than some lingering morning fog, Vancouver can expect sunny afternoons and warming temperatures through the week.

SYDNEY (Reuters) - Australian exports of commodities such as iron ore and coal face a less-than-average chance of being disrupted by cyclones in the upcoming cyclone season due to the El Nino weather pattern.That would mark a rare beneficial effect from El Nino, which often brings drought to some regions while prompting flooding in others.In Western Australia state, where past cyclones have brought some of the world's biggest mines and shipping terminals to a standstill, there's a 75-percent chance of fewer cyclones over the upcoming Nov. 1-April 30 period than in non-El Nino years, the Australian Bureau of Meteorology said on Monday.Iron ore prices typically rise when mines and ports shut until cyclones pass, temporarily cutting off supply - sometimes for days."Fewer cyclones translates into more mining and shipping days," a commodities trader said.Australia's biggest iron ore miner, Rio Tinto, was forced to cut its 2015 target for shipments by 10 million tonnes to 340 million tonnes after two cyclones disrupted operations last year.On the east coast, where most Australian coal is mined and shipped and past seasons have seen collieries and rail lines flooded by cyclonic rains, meteorologists hold a similar outlook, with a 73-percent chance of a below-average number storms forecast.Changes in sea-surface temperatures in an El Nino year contribute to fewer cyclones forming close to Australian coastal waters.Last season, 10 tropical storms reached cyclone strength on the Australian east and west coasts, just under the national average of 11.
