One woman's plea for the Ontario government to give people a break on hydro rates has resonated with thousands of people.Libby Keenan, who operates Sunhall Equestrian Center in Amherstburg, Ont., has seen her hydro rates skyrocket. Her latest bill was nearly $600, compared to the $140 she paid several years ago.In an open letter to Premier Kathleen Wynne, which was posted to Facebook, Keenan candidly shared her frustrations with taxes, tolls, government fees and hydro."I work hard, seven days a week," she wrote. "I live exceptionally frugally, I have spent 30 years paying off a mortgage on a beautiful farm I can barely afford to keep. My heating and hydro costs are much higher per month than my mortgage."Her post has been shared more than 20,000 times and has drawn nearly 3,000 comments."I was a little surprised, then I was a little overwhelmed," Keenan said about the popularity of her letter.Keenan was also taken back by the number of women her age that had similar stories about struggling to pay their hydro bills. Dozens of women between the ages of 58 and 69 reached out to Keenan, sharing their experience.Before the overwhelming response to her letter, Keenan felt a level of shame as she realized she was slowly moving out of the middle class to being more poverty stricken. "What I realized is how many people in this province are going through the very same thing," she said. "I felt much less alone, for one thing."Keenan has dug into her savings to help pay her bills, saying she is close to being "one car repair or one mechanical breakdown" away from closing down her business.She says the province should do more to help people when it comes to hydro."I'm not costing you a penny right now, but if I give up and go in the welfare line, then you'll be looking after me," she said. "I don't know why they would try to put people in a position where they can't afford to keep going because they're going to have to carry them anyway."

OTTAWA — Focus groups conducted last summer and fall for the federal government suggest the Liberals' marquee carbon pricing policy is poorly understood and generates contradictory reactions.The survey found a mistaken belief that some form of carbon taxation currently exists across all of Canada and found "low awareness" of what carbon pricing actually means."Climate change, renewable energy, water and air pollution and recycling were top-of-mind environmental considerations, although awareness and knowledge of related terms were moderate at best," says the report by Halifax-based Corporate Research Associates, which interviewed 20 groups of eight to 10 people in nine cities.The work was part of a wider, $112,509 survey commissioned by the Privy Council Office to assess "views on current issues," including innovation policy, the environment and culture and heritage. It was delivered to the government Nov. 4.A pan-Canadian climate policy, including the promise of a national floor price on emissions of carbon dioxide, was the signature move of the Trudeau government last fall and dominated the government agenda.In October, Prime Minister Justin Trudeau announced that, starting in 2018, provinces must have a minimum price of at least $10 a tonne on carbon, rising $10 annually until the price hits $50 in 2022, when the plan will be reassessed.However, four provinces, effective this month, have priced emissions already — either through direct carbon taxes, such as B.C. and Alberta, or through a cap-and-trade market, as in Quebec and Ontario.Nonetheless, participants surveyed from June to September last year believed carbon taxes were already being applied coast-to-coast."Most were surprised to find out that not all provinces applied carbon pricing and believed that, to be effective, it should be applied nationally," says the report.Focus group respondents also harboured conflicting views about putting a price on greenhouse gas emissions, with strong agreement the policy will encourage companies to innovate and pollute less, but also a general sense that it will make Canada less appealing to business and investment."The potential out-migration of businesses was one of the potential impacts from implementing carbon pricing across Canada according to a few in each location, even among those who support the idea," said the report.Some also suggested businesses will simply treat the carbon price as another operational expense, "without recognizing their responsibilities to impact change.""Participants indicated that they needed to see evidence of success to fully support this approach."Much of the public policy debate around carbon taxation has involved the notion of revenue neutrality, in which carbon tax revenues are used to reduce personal income taxes or corporate rates, as in the British Columbia model.Yet the report is silent on this option, with focus groups instead suggesting revenues raised should fund new green technologies or, alternatively, social programs.Some of the focus groups were asked to assess a series of short analogies for pricing carbon.Two that were well received involved comparing carbon taxes to fees charged for using a dump, which encourage people to produce less garbage and cigarette taxes that discourage smoking.Comparing carbon pricing to putting winter tires on your car didn't go over as well, said the report."Very few suggestions were provided (by participants) for other alternate analogies to explain carbon pricing, other than comparing it to the junk food tax, or saying that 'the more you pollute, the more it will cost you.'"The Canadian Press.Note to readers: This is a corrected story. The segment seeks to shed light on untold stories that are of public interest and hold those responsible accountable.Two grieving Alberta families have each been slapped with a $100 carbon tax bill after having a relative cremated, just days after the tax was introduced in that province.The $100 fee was handwritten on Ed Connon's bill when he paid to cremate his 93-year-old mother, Margaret Connon, who died Jan. 7. The funeral home staff had no explanation for him."I said, 'wow.' She just kind of looked at me and I said, 'this doesn't seem right'."Terry MacLeod had the same thing on her bill. Her 78-year-old mother, Eunice Larson died Jan. 1."It said right there — carbon tax. I didn't want to get into a confrontation," MacLeod said. "You just want to finalize everything."I'm an only child and this was my mom."After CBC Go Public investigated, the funeral home apologized and offered refunds to families, saying it made a mistake calculating the new tax meant to reduce greenhouse gas emissions.Both families complained to the business, Alternatives Funeral and Cremation Services Airdrie, just outside Calgary.MacLeod was told her mother's cremation used enough natural gas to create five tonnes of carbon dioxide, or the amount of natural gas used to heat an average home for almost a year, leading to the $100 charge."You just go to a business and expect it to be fair," MacLeod said.The province says that charge was out of line, claiming the carbon tax per cremation should equal, on average, less than $1 and not more than $4.A cremation generally costs between from $1,500 and $2,700.The $100 fee charged for cremation would almost pay the carbon tax for a year of home heating. (CBC)-At first, funeral home owner Diann Rowat told Go Public that the price was so high because "carbon tax is not just on cremation. It's on every fuel product you use, so it's also on the gas on our funeral vehicles."But then Rowat asked her accountants to double-check — and they found they were off by a decimal point.-'We feel foolish'-In fact, the funeral home should have charged $10.09, she said."We feel foolish and extremely apologetic that it took a complaint to you guys to make me ask to re-do the math on this," Rowat told Go Public. "It was totally our fault."All families charged the $100 fee will be reimbursed and receive an apology phone call, she said.Alberta criticizes funeral home-Alberta Trade and Economic Development Minister Deron Bilous said the funeral home was "not being accurate and honest" by charging grieving families the needlessly high fee."It's disappointing that the company is choosing to increase their costs — which is a business decision should they so choose — but to blame the carbon levy is more than a little misleading to consumers," Bilous said.On Jan. 1, Alberta's carbon levies kicked in. With few exceptions, a tax is being charged on all fuels that release greenhouse gases with the goal of reducing emissions.Overestimates are a problem-Since then, businesses have struggled to estimate its impact — and what to pass on to Albertans, said Jennifer Winter, area director of energy and environmental policy at the University of Calgary.Correctly calculating the cost of the carbon tax is difficult when considering indirect carbon use, such as heating and shipping."And that is what's causing a lot of the overestimates of the effect of the carbon tax," Winter said.'Hasn't been a lot of explanation'-Other provinces introducing a similar tax should learn from mistakes made by the Alberta NDP government, she said. Most of Alberta's focus has been on educating households about increases in heating fuel and grocery costs, she said."There hasn't been a lot of explanation around how businesses should be treating the carbon levy or the carbon tax, and whether or not there should be rules about passing it on to consumers," Winter said.Connon said he was even more disappointed because his mother bought her funeral package more than 20 years ago."It's disturbing to hear all of a sudden these costs are coming out at us, under the contract signed by her," he said.-'Tip of the iceberg'-When told about the fee, Connon found it difficult to get a straight answer about what would be an appropriate charge for a carbon tax on cremation."This is the tip of the iceberg," he said."People are going to be charged the tax for everything — and in some cases, they shouldn't be taxed for."Connon wants the Alberta government to release guidelines for all industries so consumers can tell if they're being overcharged.A handful of exceptions to the carbon tax overall include Indigenous people and farmers, but funeral homes and crematoriums are expected to pay.British Columbia also has a carbon tax that applies to cremation services.In October, Prime Minister Justin Trudeau announced a national "floor price" on carbon that would require all provinces and territories to have some form of carbon pricing by 2018.Ontario and Quebec have opted for a cap-and-trade plan, in which the government limits the total amount of carbon emissions allowed for business.Cameron Davis, chairman of Alberta Funeral Services Regulatory Board, said all Canadians will soon pay more for funeral services — although he can't say how much — when other provinces start their own carbon-reduction policies."You're going to see it in cremation, you're going to see it in burial," he said.Follow @CBCGoPublic on Twitter.

The current peace talks started in 2015, after a first settlement plan, proposed by the UN, failed in 2004.UN Cyprus envoy Espen Barth Eide said talks had reached a "very important and historic moment"."Never before have we had an exchange or presentation of maps created by the Cypriot delegations themselves with every sentence and comma written by Cypriots," he said on Wednesday.Last November, a previous round of talks in Switzerland between Anastasiades and Akinci had failed over the so-called territory issue, and another failure would have jeopardised the whole process.-'Not the end of the road'-Thursday's multilateral conference, however, is unlikely to produce a definitive settlement.The Greek and Turkish Cypriot have started exchanging remarks on the two maps they swapped and further discussions will be needed."It’s not the end of the road," Anastasiades spokesman told journalists. High winds, rain and snow are causing problems across New Brunswick today.Winds were gusting up to 80 km/h in many parts of the province during the morning and remained strong into the afternoon, knocking out power, forcing some ferries off their runs and prompting the closure of some coastal roadways.NB Power reported nearly 1,700 customers without power over the lunch hour, which dropped to about 770 by mid-afternoon.The bulk of the outages are in the Charlotte southwest area, where about 659 homes and businesses are without electricity.The utility hopes to have power restored to most customers by 6 p.m., according to its website.Classes at Campobello Island Consolidated School were cancelled because of a power outage.Saint John Energy also reported outages in the Sandy Point Road area shortly after 10 a.m., but all customers were back online within about an hour.Coastal Transport pulled its White Head ferry out of service for the day, while the Grand Manan Adventure remained tied up in Blacks Harbour until 1:30 p.m.Bay Ferries also cancelled the 8 a.m. Fundy Rose sailing from Saint John to Digby "due to the weather."-'Dangerous conditions'-In Saint John, the city closed Red Head Road at the breakwater to through traffic "until further notice due to hazardous road conditions."Hudson Bass, who lives in the area, got out of his vehicle at the roadblock and climbed a hill to take some photographs of the waves crashing across the road."We try to take every opportunity we can to come and see [the weather]," he said. "The Bay of Fundy is not real happy today, by the sounds and the looks of the sights today."The eastbound lane of the Courtenay Bay Causeway was also closed between Crown Street and Bayside Drive, as waves crashed over the side.Shannon Merrifield hustled along Harbour Passage to avoid the salt spray from waves crashing at Long Wharf."I thought it was kind of exciting, and then the wind almost swept me away," she said."I don't think I've actually seen this much damage caused from the wind before." said Merrifield, noting it looked like parts of the cranberry-coloured trail, which stretches from the south-central peninsula to the west side, may have been ripped up by the storm.David Jewers watched the waves in the harbour from inside Market Square while waiting for a taxi."She's pretty choppy," said Jewers, looking out across the boardwalk."We don't know what to expect from one day to the next here," he said. "One day it's snowing, next day it's raining and yeah, it's pretty nasty out there today."Saint John police were advising the public to stay away from Saints Rest beach, near the Irving Nature Park. "Dangerous conditions exist," they posted on Twitter.But that didn't stop people like Emily Young. She went to the beach with her boyfriend to take pictures, but after seeing the massive waves she quickly ran back to the top of the beach."This is crazy," she said. "I got a little nervous. … My boyfriend's crazy and still standing out there."I have never seen waves like this and I've lived around here my whole life."Rob Robichaud used his lunch break to go take a look."The wonder of nature and the power and the energy that's in the Bay of Fundy — it's quite amazing," said Robichaud, estimating the waves were 10 to 15 feet high."I think it's fantastic," said Emma Weisseneder, laughing while taking photos. "I love it out here."I'm an amateur photographer and I love to take pictures and [videos] of the water."Schools in the Anglophone West School District were closed, due to icy road conditions.The Francophone South school district also closed schools in Fredericton and Oromocto.

P.E.I. Transportation Minister Paula Biggar is defending a decision not to send out plows overnight Tuesday, and warning Islanders to be aware of how rapidly winter weather can change.Biggar called CBC News after people complained to CBC Radio's Island Morning about poor road conditions early Wednesday morning.Biggar said conditions are checked at 3 a.m., and plows sent out if they are required. Roads were clear at that time Wednesday.But conditions changed quickly. Biggar said she encountered some difficult driving conditions between Sherbrooke and Hunter River, and saw a couple of cars in the ditch."When the winds pick up, that can cause havoc within an hour," she said."We can't always predict exactly when to have the plow out. But normally they are always out when we are observing these conditions. You know, I would just caution people to slow down and observe that when they come into those open areas there are going to be drifts, so, not to be caught off guard."The Transportation Department said plows were sent out around 6 a.m., after calls came in from road patrols and dispatchers about deteriorating conditions.

Heavy rainfall and high temperatures across the Greater Toronto Area Thursday will make for "higher than normal water levels" and hazardous conditions along rivers and streams, Toronto and Region Conservation warned.Heavy rain began overnight, and between 10 and 25 mm could fall by mid-morning, according to Environment Canada. The daytime high is expected to hit 7 C with periods of rain ending late morning.The high temperatures and wet weather will also melt much of the snow that fell across the region on Tuesday. Earthquake preparations included in Nunavut's emergency plans-[CBC]-YAHOONEWS-January 12, 2017

A 5.9 magnitude earthquake that hit near Resolute Sunday evening left some people asking if Nunavummiut were prepared."It raises a lot of questions," asked Larry Audaluk, a Grise Ford resident, on CBC Nunavut's talk-back line. "What's going to happen? How do we prepare for it? What would happen if it is in summertime? Would it create tsunamis ... like in other places."There aren't specific earthquake preparation plans in Nunavut, said Ed Zebedee, the director of protection services for the territory. Instead, the territory plans for a variety of emergencies."We do training in the communities for emergency management," he said. "It's based having the communities prepared to respond to an emergency whether it's an earthquake, flood, fire, whatever."It's a week long training that gets updated every few years, so people in the community know how to set up, who is in charge, what the response will look like.The goal of emergency management is to ensure everyone is prepared for an emergency by having everything they need for the first 72 hours. That includes water, food, clothing and cash, Zebedee said."It takes time to respond, especially in a remote community and so people have to be prepared to take care of themselves until we can respond," he said.There are about 40 earthquakes a year in Nunavut, Zebedee said, but most are less than 4.0 magnitude. There is no way to predict them.According to the Geological Survey of Canada, most of the earthquakes will happen in Baffin Bay."Our biggest concern has always been tsunamis and we've done a study with the Geological Survey and they don't believe we have the proper geology to have a tsunami here," he said.

Their church family grieved too.Along with the 32 family members of victims, three people connected to Emanuel AME Church spoke as Roof was formally sentenced to death Wednesday in federal court."When you have attended nine wakes and nine funerals, it is heartbreaking," said Ruby Martin, the most senior member of the church who admitted it took her several weeks after the 2015 shootings before she could go back.There were laughter and tears; love and hate; anger and forgiveness; despair and hope at Wednesday's hearing. Some shouted at Roof, wishing him to be condemned to hell. Others offered forgiveness and one said she would visit him in prison as he awaits execution for the slaughter.A jury sentenced Roof to death Tuesday on hate crime and obstruction of religion charges. U.S. District Judge Richard Gergel couldn't change it, but his words left little doubt he felt death was justified. "This hate, this viciousness, this moral depravity will not go unanswered," he said.The 22-year-old avowed white supremacist didn't look at Gergel, just like he refused to meet the gaze of anyone who spoke Wednesday, including Janet Scott, an aunt of 26-year-old Tywanza Sanders, the youngest victim killed in the June 17, 2015, massacre."Dylann," Scott said quietly as she started speaking. GENEVA (Reuters) - Syrian activists say they have given U.N. investigators evidence of alleged war crimes committed by Russia and Iranian-backed militia in the battle for the Syrian city of Aleppo, calling for them to face justice for killing civilians and other atrocities.The United Nations Commission of Inquiry (COI) on Syria, which began collecting testimony and evidence five years ago for future prosecutions, has already shared some confidential files with national authorities pursuing foreign fighters.Fadel Abdul Ghany, head of the Syrian Network for Human Rights, and Husam Alkatlaby, director of the Violations Documentation Center, met U.N. investigators on Wednesday to press the case for probing crimes committed during the long siege and recapture of rebel-held eastern Aleppo last month.Syria, and its allies Russia, have dismissed accusations of abuses or war crimes.Abdul Ghany said activists "found a similarity between the violations committed by the Russians and the regime, and sometimes the Russians exceed the regime in some kinds of violations"."We recorded the killing of 1,305 civilians at the hands of Russian forces," he told Reuters, referring to victims of hundreds of Russian air strikes between July and December 2016. Roughly one-third of fatalities were children."All incidents we provided are violations of IHL (international humanitarian law). MANILA (Reuters) - The Philippines is deferring plans to repair and upgrade features it occupies in the disputed South China Sea, the country's military chiefs said on Thursday, to avoid provoking China while the two traditional foes seek to bury the hatchet.The Philippines would continue to observe a moratorium on construction in the Spratly islands that it adopted while an international tribunal handled an arbitration case it lodged against Beijing in 2013.Even though a ruling handed down in July last year went in favor of the Philippines, its military top brass felt the timing was not right to start upgrades.The decision to defer upgrades was to avoid "any aggressive action in the West Philippine Sea," Military chief General Eduardo Ano told a news conference at an army base, using the name by which the Philippines refers to the South China Sea.He said the move aimed to preserve a new era of friendlier relations with China under President Rodrigo Duterte, who decided to engage Beijing, rather than confront it in the wake of a arbitral award it bitterly opposed.Duterte says he is in no hurry to discuss that ruling and will do so only when China is ready.The Philippines has been occupying nine features in the Spratlys, including a submerged reef on which a rusting transport ship ran aground in the late 1990s.The Philippines has by far the weakest defense structures in the disputed area and most facilities are dilapidated. SEOUL (Reuters) - South Korea may complain to China about actions perceived to have been taken in retaliation for a South Korean decision last year to deploy a U.S. anti-missile system, its trade minister said on Thursday."We plan to present the relation between China's actions that have been pointed out by our companies and the THAAD deployment during a meeting on Friday regarding the free trade agreement between South Korea and China," Trade Minister Joo Hyung-hwan told parliament.Joo said South Korea's concern over China's behaviour would be expressed at the meeting.South Korea's finance minister said this month China was suspected to be taking indirect action against the deployment of the U.S. Terminal High Altitude Area Defence (THAAD) system as China worries its powerful radar can penetrate its territory.Beijing has objected to the deployment, which South Korea and the United States say is only aimed at defending against any threat from North Korea.China recently rejected applications by South Korean carriers to add charter flights between the two countries.Finance Minister Yoo Il-ho later said the government was looking into whether China's decision was related to the deployment of the anti-missile system.China has not commented on South Korea's concern about retaliation.(This story removes quotation marks and attribution in headline.) PARIS (Reuters) - France said on Thursday Syrian peace talks should resume as quickly as possible under the auspices of the United Nations and appeared to question plans for Russian-backed discussions on the subject in Kazakhstan.Syria's government and rebel forces started a ceasefire on Dec. 30 as a first step towards face-to face negotiations, backed by Turkey and Russia, and due to take place in the Kazakh capital Astana. The date and its participants remain unclear.The United Nations had previously led talks in Geneva, but after several fruitless rounds and an escalation of violence in the six-year civil war that has benefited Syrian President Bashar al-Assad and his backers, Moscow and Ankara agreed in December to launch new peace efforts."Negotiations have to resume as quickly as possible," President Francois Hollande told the foreign diplomatic corps in a New Year address."They have to be led under the auspices of the United Nations within the framework agreed in Geneva in 2012."Moscow has said the proposed Astana talks would complement the United Nations. IRBIL, Iraq (AP) — Violence and military operations claimed the lives of more than 16,000 civilians in Iraq last year, a research group that tracks civilian deaths in Iraq said Thursday, making it one of the deadliest years for war-weary Iraqis since the 2003 U.S.-led invasion.In its annual report, the London-based Iraqi Body Count reported that 16,361 civilian Iraqis died in 2016, with the northern province of Nineveh the worst hit at 7,431 people killed. The Iraqi capital, Baghdad, was next with 3,714 civilians killed, the research showed.Nineveh's capital Mosul and surrounding areas fell into the hands of the Islamic State group in mid-2014 during an onslaught that ended with the seizure of territory in northern and western Iraq. Iraqi troops have since dislodged IS militants from major areas in a massive military operation that started in mid-October.Comparatively, in 2015 17,578 people were killed and in 2014, 20,218 were killed, the report noted.The group considers five broad cause-of-death categories: executions by militants; suicide attacks; bomb explosions; gunfire not involving execution, and air attacks and shelling. Last year, the greatest causes of death were execution and gunfire, which accounted for more than half of all civilian deaths, it said.Iraqi Body Count, which began documenting civilian deaths in Iraq after 2003, compiles reports from media outlets, non-governmental organizations and Iraqi government sources.The report comes only days after the United Nations in Iraq released a report that found 6,878 civilians were killed by violence in 2016. But the U.N. Assistance Mission for Iraq, known as UNAMI, said the numbers didn't include casualties among civilians in Iraq's western Anbar province for the months of May, July, August and December. It said it was hindered from verifying casualty numbers in conflict areas and those killed from secondary effects of violence.The deadliest IS attack came in July, when a massive suicide bombing in a bustling market area in central Baghdad killed almost 300 people, the bloodiest single attack in the capital in 13 years of war.
