OSLO (Reuters) - Norway's Lutheran Church voted on Monday in favor of new ceremonial language that will allow its pastors to conduct same-sex marriages, bringing it into line with several other mainstream Protestant denominations abroad.Last April the annual conference of the Church - to which nearly three quarters of Norwegians said in 2015 they belonged - backed the principle of same-sex marriages, but did not agree on a wording.Monday's decision involved modifying the marriage text to make it gender-neutral, removing the words "bride" and "groom". Brazil confirms more yellow fever cases; over 100 infected-[Associated Press]-YAHOONEWS-January 30, 2017

SAO PAULO (AP) — Authorities in Brazil's Sao Paulo state say three more people have died from yellow fever, adding to an outbreak that has seen more than 100 cases.The vast majority of cases are in the southeastern state of Minas Gerais, where authorities had confirmed 97 cases as of Friday. Of those, 40 died.The Health Department of Sao Paulo on Monday said it has now confirmed six cases of the disease, four of whom became infected in Minas Gerais. All of the patients died. The state of Espirito Santo has also recorded one case.Much of Brazil is considered at risk for yellow fever, but the country has not seen this large an outbreak since 2000. The World Health Organization has said it expects the mosquito-borne to spread to more states.

Miramichi residents grateful for use of warming centres after ice storm-[CBC]-YAHOONEWS-January 29, 2017

While powers crews worked to restore power Sunday, Miramichi residents were happy they had the warming centres to use while they waited.Nathan Carey lives in the area and made use of the warming centres after he lost power during the ice storm.Carey, his wife and three children have been without power for five days and were hoping they would be among the 85 percent of customers NB Power targeted to be restored in Miramichi Sunday."We're just trying to keep everybody warm and fed. Thank God for the Golden Hawk so we could have showers and stuff like that," he said. Miramichi city councillor Billy Fleiger has been volunteering his time to help out at the warming centre set up at the Golden Hawk Recreation Centre.The city set up two warming centres to assist residents in the region after the ice storm Tuesday and Wednesday downed trees, power lines and hydro poles and cut off electricity to households across the province.-Busy centre-"We're open for all of Northumberland County...it's here for them. Come in and get some hot food, give the kids a chance to rest," said Fleiger. At its busiest, the councillor said there were at least 200 people making use of the centre each day.Carey urged other area residents to go to the warming centres if they were still without power and cold. "They are there to accommodate you...pride be damned - go get some help if you need it."Although his power was restored Saturday, Jason Michaud says after losing all the food in his fridge, he is still depending on the warming centre until he can replenish the supplies."I'm just glad that this place is here that we can come and at least have something to eat and feed the kids."Michaud had just bought groceries before the storm Tuesday and guesses he lost $150 worth of food during the outage.Despite that, Michaud, who is presently unemployed, said he is grateful for the support from his family and community."We'll bounce back from this," he said. "The community is so great to help out here."Fleiger had nothing but praise for the city's volunteer efforts."We've got the greatest volunteers in the world...the people are bringing food, whatever we need, it's amazing."Miramichi mayor Adam Lordon has said in daily updates the warming centres will remain open until they are no longer needed.There are 46 warming centres and emergency shelters open in various locations across the province.

Open-ended shifts for snowplow drivers raise questions-[CBC]-YAHOONEWS-January 30, 2017

The New Brunswick government may be endangering snowplow operators and the public by allowing work shifts that can last up to 24 hours.Time-sheet information for plow drivers during the brutal winter of 2015 has been obtained by CBC News after an appeal to the province's Information and Privacy Commissioner.The data shows 60 individual driver shifts lasted 20 hours or more that winter, when southern New Brunswick saw record snowfalls.The time-sheet records that the Department of Transportation and Infrastructure had resisted releasing also show drivers worked double shifts several days in a row.Andy Hardy, president of the CUPE local representing New Brunswick plow drivers, said that over the past several years the province has eliminated spare operators in most districts, leaving only one driver usually available for each piece of equipment."The stress level out there for our operators, it's unreal," Hardy said. "And these operators, they worked constantly."There was a lot of operators. There was a lot of burnout where they never had a chance to get a rest. They worked pretty well 24-7 to keep those roads clean that winter."-Feel duty to keep going-Hardy said drivers have the option of stopping after 16 hours,or a double shift, but with no one to take over, they feel a responsibility to continue working to keep the roads open for the public and emergency vehicles.One Department of Transportation district stands out for long hours.During a late January storm, drivers at the Loch Lomond depot worked almost non-stop.One operator put in 21 hours on Jan. 31 and 20 hours on Feb. 1, followed by two 16-hour shifts on both Feb 2 and Feb. 3. Over the next three days, he worked shifts of 14, 21 and 16 hours.Other operators in the depot logged similar hours. That winter the Loch Lomond depot racked up 31 individual plow-operator shifts of 20 hours or more.In the meantime, drivers at the Woodmans Point depot were also recording long hours, with two working 24-hour shifts on Jan. 28.-Able to nap at depot-In an email statement, Jeff Hull of the Department of Transportation and Infrastructure said drivers only work shifts longer than 16 hours in exceptional circumstances.He added that bunks are available at the depot so drivers can catch some sleep if they are tired, and that they are paid during that down time."In extreme weather situations, operators and their supervisors will communicate closely around extended periods of work, with a focus on fatigue awareness," said Hull."What these numbers show is the amount of time the employee stayed at the workplace, which can include meals, bunk time and non-driving related work."Fatigue has been identified as a major issue for snowplow operators across North America.A mammoth 2014 study by Virginia Tech University surveyed 1,000 snowplow drivers in 33 U.S. states.It found 70 percent of drivers reported being fatigued at least part of the time. They also say it has an impact on their performance and on their judgment."They really have to maintain a high level of alertness as they're going down the road, and this can be draining," said Matt Camden, the report's lead author."They will get tired, of course, and it could very easily jeopardize their safety or make them feel unsafe. Even if nothing happens it can make them feel unsafe while operating on the road."Camden said the researchers also saw the need for plow drivers to open up to supervisors if they are tired."One thing we found was that there was a bit of a disconnect between when managers thought the operators were fatigued and when operators were fatigued actually."For the study, four plow trucks were rigged with GPS devices and cameras inside and out.The drivers wore actigraphs around the clock so their sleep could be monitored.A number of safety-related incidents were detailed in the study, all involving the same driver and occurring after nights he had received slept only four and half hours.-Can't stay awake at wheel-Researchers actually watched camera recordings of the operator nodding off while driving his snowplow. Camden said the sample size is too small to be scientific but further study is clearly warranted.Snowplow operators — like police officers, pilots and air traffic controllers — are given priority over others on the waiting list at the Atlantic Sleep Centre at the Saint John Regional Hospital.Dr. Rachel Morehouse, the medical director of the centre, said varying shifts, and the stress associated with the job, put the drivers in a special category. Add in long shifts day after day, as was the case in southern New Brunswick in 2015, and the person will be in difficulty."That person, physically and mentally, is suffering," Morehouse said. "So their mental health, their physical health, their ability to do their job as they would wish to do their job is suffering."Is it safe? "No, it's not safe. Is it safer than not having the roads plowed? Yeah, probably. Is it safer for them? No. Is it safer for us? Maybe. But it's not safe, and it's far from ideal."

SAN FRANCISCO — Ocean rise already is worsening the floods and high tides sweeping California this stormy winter, climate experts say, and this month's damage and deaths highlight that even a state known as a global leader in fighting climate change has yet to tackle some of the hardest work of dealing with it.The critical steps yet to come include starting to decide which low-lying cities, airports and highways, along with threatened landmarks like San Francisco's Embarcadero, to hoist above the rising water and which to abandon — and where to start getting the many billions of dollars for those climate rescues."People always tell us we're ahead of the curve" on climate change, said Larry Goldzband, head of a regional San Francisco Bay commission that late last year stepped up regional efforts to identify and prioritize communities and infrastructure at risk from rising sea level. As proud as Californians are of their climate-change efforts, "I always think, 'Man, if we are ahead of the curve, I feel sorry for the rest of the country,'" Goldzband said.A 2009 study by the Pacific Institute, a California-based environment think-tank, estimated $100 billion in property was at risk from ocean rise in California, two-thirds of it in the low-lying San Francisco Bay region. That's far more than the state takes in from income taxes each year.Experts say the real cost of raising, shielding or evacuating vulnerable spots, which include mass-transit systems, power plants and sewage plants, could be far higher."Astronomical. The San Francisco airport? What would it cost to replace that?" asked Gary Griggs, director of the Institute of Marine Sciences at the University of California, Santa Cruz.Griggs is part of a scientific working group requested by Gov. Jerry Brown to examine whether new evidence on melting and potential ice-sheet collapse in the Antarctic, whose ice holds almost 90 per cent of the Earth's fresh water, means sea-level rise may be even higher than the 3 feet projected for California by the end of the century.The Pacific off California has risen just about 8 inches overall in the past century. For the next three decades or so, the accelerating pace of sea rise primarily will make worse the flooding and erosion from big storms like this month's in California."Probably until mid-century, short-term events ... are going to be more damaging than sea-level rise itself," Griggs said.In January, a series of powerful storms brought more than a foot of rain to parts of the San Francisco Bay, triggered record 34-foot waves off the state's central coast, killed at least five people and prompted the evacuations of thousands around the state.The dead included a cab driver who slid off a wet road and into a swollen estuary off Oakland's airport, which along with San Francisco's bayside airport is one of the big sites expected to be hit more and more often by flooding as the Pacific Ocean rises a foot over the next 30 years.Brown, who declared an emergency in much of the state this month because of flooded towns and highways, crumbled roads and rockslides, has vowed to fight if the fossil-fuel friendly Trump administration goes after California's landmark programs to reduce climate-changing carbon emissions. Brown's administration in 2015 also sought to speed up planning for dealing with sea rise and other climate change.On a sparkling afternoon after three storms brought some of the heaviest rain and surf to California in decades, ecologist Fraser Shilling stood on a highway bridge north of San Francisco, looking over sprawling miles of floodwater and salty bay water swallowing the highway's exit ramp, and drowning salt marshes and fence posts as far as the eye could see.State Route 37 is a busy highway for tens of thousands of commuters and truckers in and out of California's wine country. Shilling, a co-director of the Road Ecology Center at the University of California, Davis, had forecast it wouldn't be seeing this kind of regular high water for at least another 20 years."This is the new normal," says Shilling, who believes sea rise already is changing conditions on the ground more than some state agencies realize. "And all of our infrastructure is not accommodating the new normal."Pumps and bulldozers laboured to clear water from another stretch of the state highway, two weeks after the storms.State and local governments acknowledge that low-lying sites like State Route 37 will be hit by sea-rise worsened floods and tides more and more, before the bay claims them completely.But authorities are stymied by the financial and political difficulties of raising billions to elevate or protect the highway, or reroute it through pricey vineyards inland. As it is now, substantial state funding isn't expected for this particular highway until 2088, long after parts of it are expected to be regularly submerged."Our biggest challenge is how to fund and build it before it goes underwater," said Kate Miller, executive director of the transportation authority for Napa County.California might not really start funding its rescues from sea rise until a major part of the public is inconvenienced, said state Sen. Jerry Hill, a Democrat from San Mateo County.Hill's prediction of what would free the funds: If a low-lying stretch of U.S. Highway 101 near San Francisco's old Candlestick Park floods, and much of the Bay Area suddenly could not get to work."That will be the wake-up call, when the rubber hits the road," he said. We have seen that the position was already several times modified,” said Sefcovic.There is a scientific consensus that climate change is caused by human activity.Trump, in his election campaign, said that that was a “hoax”, but he also said he would keep an “open mind” on the issue.His communications policy since entering the White House indicates that he could backtrack from US commitments on emissions reductions.The official White House website has published a new page saying that Trump was “committed to eliminating harmful and unnecessary policies such as the Climate Action Plan”.It said the US should “embrace” fossil fuels “by reviving America’s coal industry”.It also said there was an “estimated $50 trillion in untapped shale, oil, and natural gas reserves” up for grabs on US territory.-Liquefied natural gas-Climate change concerns aside, the EU is interested in US gas exports in order to reduce dependence on Russia.Sefcovic said on Monday that the United States could become the world's largest exporter of liquefied natural gas (LNG).The EU has embraced LNG as an alternative to gas in pipelines, and the energy union project, which Sefovic leads, began as a strategy to reduce dependence on Russian supplies.“Every analyst I talk to, [says] they expect that US would become, or has a very strong chance to become, the number one LNG exporter as of 2020,” said Sefcovic.“If there is one issue where nobody has a doubt if it comes to the new American administration: they are very pro-business.“I cannot imagine they would create any problems for those companies which want to export LNG," he said.-Energy politics-He did not foresee any risk that Trump would use energy policy to play politics or discriminate against European companies.The commissioner said that Europe was a “good customer” and that energy suppliers were “fighting for market share in Europe”.“We are big, we import a lot, we pay on time, we are predictable,” he said.LNG can be more easily stored and transported around the world than gaseous gas. Budapest, Today, 19:01-Russian president Vladimir Putin makes an official visit to Hungary on Thursday (2 February), only two years after his last visit in 2015.Hungary is the only EU member state that enjoys such frequent visits from the Russian leader since the annexation of Crimea.Putin’s last visit took place at one of the deepest points of the crisis in Ukraine. And since 2014 Orban has annual meetings with Putin - his most important diplomatic ally by far.Orban had been reserved about his pro-Putin views when talking to European audiences, but these inhibitions have disappeared since the election of Donald Trump.The Hungarian leader has just called for improving relations and abolishing sanctions towards Russia in Brussels.In preparation for Putin's visit, a statue commemorating the heroic acts of the Soviet soldiers in Hungary, made by a Russian artist, was erected in Hungary.It might seem strange for those who remember the earlier part of Orban's career, when he posed as an anti-communist hero and vocal critic of the Russian president. Ten years ago, Orban said: “Putin’s puppies have been proliferated in Europe and everybody starts to realise that this is a danger.”Now, Hungary's foreign minister Peter Szijjarto called Putin’s visit to Hungary timely, and told Reuters news agency that sanctions against Russia were “useless”.During a recent visit to Moscow, Szijjarto said: “So far, whenever we tried to work on improving our bilateral relationship, we had to face American pressure not to do it and European pressure not to do it.“Now ... there will be no American pressure.”-New attitudes-There are a lot of serious issues that Orban should, and could, raise when he talks to Putin.Such as a Hungarian MEP accused of being a Russian spy, ex-governmental officials with shady Russian links, Russian support for paramilitary extreme-right organisations in Hungary, and the allegations by pro-Kremlin media outlets that the 1956 Hungary anti-Soviet uprising was a “fascist coup” and “CIA plot”, to mention a few.But Orban won’t mention any of these points - he wants to strengthen the ties instead.Hungary’s political and economic dependence on Moscow has already increased dramatically due to business deals like the extension of the Paks nuclear facility, which has been overshadowed by lack of transparency and corruption allegations.-Energy cooperation-After agreeing to building a nuclear power plant with Russian loans in 2014, Putin and Orban now can renew the long-term gas deal between the two countries.This is crucial for Orban, as he hopes cheap gas can help him deliver his next parliamentary victory in 2018, as it helped him in 2014.But the “friendship”, as Orban calls it, is not limited to economic and political levels.Hungary's chief prosecutor Peter Polt has just returned from Russia, where he discussed ways of deepening cooperation with his Russian counterpart.It included exchanging information and practices on how to “defend the public interest” and "fighting corruption".At the same time, Orban is conducting a witch-hunt against NGOs in Hungary, using a Russian blueprint.Other EU countries are friendly towards Russia - Cyprus and Greece and Slovakia for example - but Hungary is the only one that uses Russia as a model in practically every field: ideological, economic and leadership, and all at the same time.-The new age of bilateralism-It is not only Orban’s uninhibited pro-Putin views that are encouraged by the victory of Trump. So is his euroscepticism.Orban recently welcomed the end of the era of multilateral deals after the presidential election in the US, saying the “age of bilateralism” is coming.This might sound strange from the prime minister of an EU member state, but it fits well with his scathing attitude to the EU in other areas, such as his characterisation of the Brexit vote as a rejection of “preaching and paralysis” from Brussels.Trump has also said that Brexit is a "wonderful thing", and his team openly supports forces that want to end the European Union.Steve Bannon, the chief strategist for Trump, promised to help France's National Front in the forthcoming presidential election, and Bannon's right-wing populist media outlet Breitbart plans to expand into France and Germany.Orban is openly promoting the European far-right's key points in his speeches, despite his party belonging to the centre-right EPP in the European Parliament.According to Hungarian media, Orban wanted to meet Heinz-Christian Strache, chairman of the far-right Freedom Party, when he visited Austria in October 2015, but backed down after pressure from EPP.Orban hopes that the current crises will sweep away the old European elite, and a new Europe, characterised by “truth-teller” politicians such as Le Pen, Strache and Geert Wilders (all are his fans) will emerge.One in which he can live out his ambitions to become an official, or non-official, leader of Europe.Orban and far-right politicians echo the same slogan, inspired by Trump: "Make Europe Great Again".-Enemies of the European Union-While the United States is strong enough to survive the Trump presidency, the EU might not be able to withstand the multiple threats it faces.The EPP, which has just secured the European Parliament presidency, has a special responsibility in saving the mainstream.The first step should be defending the EPP itself from threats among its own ranks.While commentators have suggested that the EPP should expel Orban's Fidesz party, it would do much more harm than good. MOSCOW — At least seven Ukrainian troops have been killed in an apparent uptick in fighting in eastern Ukraine, government officials said on Monday.An armed conflict between government troops and separatist rebels has killed more than 9,600 since it began in 2014, according to the U.N. A January cease-fire had until recently helped to limit the fighting to sporadic shoot-outs.The government's press office for the operation in the east said it recorded an increase in fighting on several fronts on Sunday which left at least five killed and nine troops injured. Two more were killed and five injured Monday morning, north of the rebel stronghold of Donetsk, the press office said.Kyiv accused the rebels of using tanks and Grad multiple grenade launchers and said they recorded intensified fighting all along the front line — outside the separatist stronghold of Donetsk, in the south of the front-line north of Mariupol and west of Luhansk. The Grad launcher is among heavy- calibre weapons that should have been pulled back from the front line under a 2015 truce between the warring parties.In Donetsk, self-proclaimed separatist authorities reported substantial damage to civilian infrastructure, with several villages and Donetsk neighbourhoods left without electricity and gas supply. The separatist Donetsk News Agency reported one civilian killed and three injured in Makiivka, north-east of Donetsk. QUEBEC CITY/TORONTO (Reuters) - Police were investigating a single suspect in a shooting at a Quebec City mosque that killed six people, with a second person who was arrested now considered a witness, authorities said on Monday.The suspect in the attack on Sunday evening prayers was Alexandre Bissonnette, a French-Canadian university student, according to a source familiar with the matter.The man now considered a witness was of Moroccan descent although his nationality was not immediately known, the source said. He was named by media as Mohamed Khadir or Mohammed Belkhadir by media.Police declined to give details of those arrested or possible motives for the shooting at the mosque, the Centre Culturel Islamique de Québec.Authorities initially said they had arrested two suspects, but in a Twitter message, the Royal Canadian Mounted Police said that "following the investigation, the second individual is now considered as a witness."Police said on Monday morning they were confident no other suspects were involved in the attack."They consider this a lone wolf situation," the source said.Prime Minister Justin Trudeau told the House of Commons in Ottawa: "Make no mistake, this was a terrorist attack," adding a personal message to Canada's one million Muslims:"Know that we value you. ROME — Italian government and church officials welcomed 41 Syrian refugees at Rome's airport Monday, saying they wanted to show solidarity with those fleeing war at a time when the U.S. is sending refugees away and building a wall to keep migrants out.The children among the Syrians were given balloons as they arrived, and a colorful sign reading "Welcome to Italy" greeted them and their parents in the airport terminal. They were the latest group of refugees to be resettled in Italy via a "humanitarian corridor" agreement between the Italian government and a Catholic-Protestant collaborative project."At a moment in time where they're building walls in other parts of the world, we are making bridges and bringing by air those who have the right to come to arrive in security," said the vice prefect of the interior ministry, Donatella Candura.The airlift was organized by the Sant'Egidio Community and the Federation of Evangelical Churches in Italy, an ecumenical collaboration that has resettled some 540 people in Italy in the past year as an alternative to the deadly sea crossings most migrants make to try to get to Italy at the hands of smugglers.Aid workers identify refugees in Lebanon and arrange for visas via the Italian embassy. BERLIN (AP) — A German court has found seven men guilty of burglarizing churches to financially support Islamic extremists fighting in Syria.Cologne's regional court sentenced the men to between three years and 6 months, and four years and 10 months in prison for the robberies.Judges say that there's sufficient proof the men — aged between 24 and 37 — broke into up to five churches and other buildings between 2013 and 2014.In Monday's ruling, judges said it was unclear whether the funds they generated were actually used to support armed jihad and if so, to what extent.An eighth man was sentenced to two years and 7 months for serious bodily harm.Five defendants are German citizens, two hold German and Tunisian citizenship, and one holds German and Moroccan citizenship.
