A truck driver, who sparked a police manhunt in Tel Aviv on Thursday, after he hit dozens of parked cars on two narrow streets in the city and fled the scene, turned himself in to police.Police said that the 33-year-old resident of Petah Tikva came to them voluntarily and was sent for questioning.Earlier the man contacted police after they issued an appeal for public help in tracking him down. The Trump administration has informed the Palestinian Authority that it is freezing the transfer of $221 million which was quietly authorized by the Obama administration in its final hours on January 20, a senior Palestinian source has told The Times of Israel.US officials conveyed to PA Prime Minister Rami Hamdallah on Tuesday that the funds were not expected to be handed over in the immediate future, said the source, who spoke on the condition of anonymity.On Tuesday, the State Department said it was reviewing the last-minute decision by former secretary of state John Kerry to send the funds to the Palestinians despite objections to the transfer by congressional Republicans.The department said it would look at the payment and might make adjustments to ensure it comports with the Trump administration’s priorities.The Obama administration had for some time been pressing for the release of the money for the Palestinian Authority, which comes from the US Agency for International Development, known as USAID, and is to be used for humanitarian aid in the West Bank and Gaza to support political and security reforms, as well as help prepare for good governance and the rule of law in a future Palestinian state, according to the notification sent to Congress.Even without the $221 million, the Palestinian source noted that in 2016 the PA received $250 million from the US government.These funds included $180 million from USAID, $25 million to support Palestinian hospitals and $45 million to pay for fuel purchased from Israel.Congress had initially approved the Palestinian funding in budget years 2015 and 2016, but at least two GOP lawmakers — Ed Royce of California, the chairman of the House Foreign Affairs Committee, and Kay Granger of Texas, who sits on the House Appropriations Committee — had placed holds on it over moves the Palestinian Authority had taken to seek membership in international organizations. A truck driver, who sparked a police manhunt in Tel Aviv on Thursday, after he hit dozens of parked cars on two narrow streets in the city and fled the scene, turned himself in to police.Police said that the 33-year-old resident of Petah Tikva came to them voluntarily and was sent for questioning.Earlier the man contacted police after they issued an appeal for public help in tracking him down. They were seeking any information that could help locate the driver and his truck.Video recorded by a fellow driver shows the truck banging and scraping the cars as it makes it way down Mazeh and Strauss streets in central Tel Aviv.Ynet quoted an eyewitness who said the driver was aware of the damage he was doing, yet failed to stop.“I approached him and asked him what he was doing, and in response he swore at me and carried on zigzagging between the cars,” the eyewitness, Rami Raz, told Ynet.No one was hurt in the incident and police stressed that they do not believe it was terror-related.

Further animosity between senior Israeli officials during the 2014 war with Gaza cabinet discussions was revealed Thursday as more explosive leaks from those meetings came to light.Ahead of the impending release of a State Comptroller report said to be fiercely critical of Israel’s political and military command during war, Yedioth Ahronoth published a second round of transcripts painting a picture of a deeply fractious leadership before and throughout the military operation.The latest excerpts reveal a web of distrust and discontent between the then-ministers of defense, foreign affairs, finance and education, and a general skepticism toward the information being provided by Prime Minister Benjamin Netanyahu.In a transcript from July 1, 2014, a day after the bodies of three Israeli teenagers kidnapped and murdered by a Hamas cell were found, then-education minister Naftali Bennett hurls criticism at then-defense minister Moshe Ya’alon for what he calls a “weak and disgraceful” response.A day later, Yair Lapid, who served at the time as finance minister slams Bennett for “playing with the generals” suggesting they were underplaying the treat of terror-tunnel emanating from Gaza.In the months before the kidnapping, the IDF had uncovered a number of tunnels from Gaza reaching into Israel, leading to assessments that Hamas terrorists were planning a large-scale attack.
