SEOUL (Reuters) - North Korea said on Sunday it can test launch an intercontinental ballistic missile at any time from any location set by leader Kim Jong Un, saying the United States' hostile policy was to blame for its arms development.Kim said on Jan. 1 that his nuclear-capable country was close to test-launching an intercontinental ballistic missile (ICBM)."The ICBM will be launched anytime and anywhere determined by the supreme headquarters of the DPRK," an unnamed Foreign Ministry spokesman was quoted as saying by the official KCNA news agency, using the acronym for the country's name.The North is formally known as the Democratic People's Republic of Korea.The United States said on Thursday that North Korea had demonstrated a "qualitative" improvement in its nuclear and missile capabilities after an unprecedented level of tests last year.Experts have said that while North Korea may be close to testing an ICBM, it would likely take years to perfect the weapon.Once fully developed, a North Korean ICBM could threaten the continental United States, which is around 9,000 km (5,500 miles) from the North. (Reuters) - The eastern United States began digging out on Saturday from a massive storm that dumped heavy snow from Georgia to Massachusetts, knocking out power for thousands of people and causing hundreds of car crashes, officials said as they warned of more cold weather ahead.The snowstorm also caused flight delays and cancellations across the country.The snow began falling heavily on Friday in parts of Georgia, North and South Carolina and Virginia and lasted until mid-day on Saturday, meteorologist Andrew Orrison of the Weather Prediction Center said by phone.Some of the heaviest snowfall, accumulating to about a foot (30 cm), was in southeast Virginia around Williamsburg and in northern North Carolina, Orrison said. Parts of northern Georgia had over six inches (15 cm) of snow, he said.Georgia Governor Nathan Deal said in a statement that thousands of power outages were reported and city officials in the Atlanta area asked residents to check on elderly people who might lack electricity.At least one warming center in Atlanta, where people could get out of the cold, was filled to capacity, the city said on its Twitter page.Some interstate highways were impassable overnight going into Saturday and multiple traffic collisions had been reported, Deal's statement said.The driver of a sport utility vehicle hit a patch of ice on Interstate 75 in Monroe County, Georgia, careened off the roadway, struck a tree and was killed, the county Sheriff's Office said in a statement.North Carolina Governor Roy Cooper on social media said the state had more than 700 accidents - but no fatalities - and about 20,000 power outages. In Serbia, aid workers scrambled to help hundreds of migrants sleeping rough in parks and makeshift shelters.The extreme winter weather that has gripped Europe in the past days has caused more than a dozen deaths, left villages cut off, caused power and water outages, frozen rivers and lakes, grounded flights and led to road accidents. Serbia's authorities on Sunday banned river traffic on its stretch of the Danube — one of Europe's main rivers — because of ice and strong wind.Two men died of cold in Poland on Saturday, bringing the nation's death toll from winter weather to 55 since Nov. 1, authorities said Sunday. Temperatures dropped to minus 30 degrees Celsius (minus 22 Fahrenheit) in the mountains of southern Poland.In Italy, eight deaths were blamed on the cold, including a man who died in the basement of an unused building in Milan, and another one on a street flanking Florence's Arno River. Hazardous winter conditions are expected in store for the East Coast, warns Environment Canada.A low pressure system carried a winter storm into Nova Scotia early Sunday, bringing with it the possibility of up to 40 cm of snow.A winter storm warning issued Saturday remains in effect for Prince Edward Island, parts of Nova Scotia and Newfoundland, with more snow expected throughout the day.Snow or ice pellets will change to flurries in the morning over most of Nova Scotia. Northern areas could see an additional 5 to 10 cm of snow.Between 10 and 20 cm of snow are expected in Newfoundland.Prince Edward Island can expect up to 15 cm of snow.Elsewhere in the country, between 10 and 15 cm of snow is expected in southwestern Ontario.A smog warning remains in effect for Montreal, Laval and much of the surrounding area.Environment Canada issued the warning Saturday and urged residents to limit use of fireplaces and wood-burning stoves.They also warned that exposure to smog can be dangerous to children with asthma and those with respiratory issues and heart disease. Anyone suffering from those ailments is advised to avoid intense physical activity outdoors while the warning is in effect.Parts of B.C. can expect considerable snowfall, with up to 15 cm in the forecast for metro Vancouver by Monday morning.

Smog warning remains in effect in Montreal-CBC-YAHOONEWS-January 8, 2017

Montreal, Laval and much of the surrounding area are still under a smog warning this morning.Environment Canada first issued the warning on Saturday."Smog especially affects asthmatic children and people with respiratory ailments or heart disease. It is therefore recommended that these individuals avoid intense physical activity outdoors until the smog warning is lifted," the weather agency said in a statement Sunday.Environment Canada urged residents to limit the use of fireplaces and wood-burning stoves, noting that wood heating is the main source of fine particles that contribute to smog during winter."This activity generates the largest number of these particulates, more than industrial activities and transportation," Environment Canada said.It also encouraged people to use public transit if possible and for drivers to avoid unnecessarily idling.Air quality improving? The smog warning comes after a recent report that suggested air quality in the city has improved.According to data compiled by Radio-Canada, 2016 was the best year in terms of air quality since 2002.The number of days in Montreal where air quality was considered "poor" and dangerous to public health dropped by about 60 per cent in one year.In total, there were only five days with smog warnings in 2016 and they were all in the winter.Environmental advocates say the improvements are mostly due to the shuttering of Ontario's coal-fired power plants.

Another Quebec town turns to beet juice to battle icy roads-CBC-YAHOONEWS-January 8, 2017

The town of Cowansville, Que., is taking a slightly different approach when it comes to salting icy roads this season.In an effort to reduce its ecological footprint, the municipality in the Eastern Townships has added a little beet juice into the mix, which is meant to save money and protect the environment."The beet juice is sprayed directly on the salt," said Sylvain Perreault, infrastructure superintendent for the town."A portion of the beet is given to the animals. The rest is used to deglaze roads."By mixing beet juice with ordinary road salt, the municipality uses less total and minimizes the environmental impact.-Veggie power-Cowansville isn't the first municipality to use beet juice.Last year, the City of Laval introduced a pilot project involving the extract of white beets in an effort to cut down on the cost of snow removal services and make them more environmentally friendly.Toronto, Halifax and Saint John, N.B., are also among those who use beets to keep their roads clear.In total, Cowansville estimates it will use 30 per cent less salt this year as a result of the new method.The project cost about $20,000 to install the necessary equipment, an investment that they expect to recover in less than two years."For the moment, it's very conclusive. Especially in cold weather, we noticed a lot of positive effects, on dirt roads or gravel too," said Perreault.

Free salt, sand, once again on offer from City of Vancouver-CBC-YAHOONEWS-January 7, 2017

With snow in the forecast again for Saturday night, the City of Vancouver says it will once again have free salt and sand on offer Sunday morning at 10 Vancouver Fire and Rescue halls.The city also provided free salt and sand on Wednesday, Thursday and Friday — twice daily —but those supplies were quickly snapped up.Icy streets and sidewalks have made life miserable for pedestrians and drivers due to an unusual cold snap that has gripped Vancouver for almost a month."We have been monitoring uptake, line-ups and there are some halls with more demand so in those cases either more material was delivered or we did a third drop off," said a city spokesperson in an email.On Saturday, Environment Canada issued a special weather statement for Metro Vancouver, which says a "weak Pacific system will bring a band of light snow tonight and produce a couple of centimetres of accumulation by Sunday morning."Meanwhile Vancouver city councillor George Affleck is calling for an independent investigation into the city's snow removal plans.Affleck says too many people have been trapped in their homes due to icy sidewalks and streets, and garbage and recycling has been left uncollected for weeks in some neighbourhoods.On its website, the City of Vancouver says more than 260 staff have been redeployed from other projects to help with snow removal and 150 additional staff have been brought on to salt and sand residential streets.Up until the end of 2016, it spent $2.5 million on snow and ice mitigation and so far used between 6,500-7,000 tonnes of salt, triple the amount used in the last two winter periods combined.In Surrey, officials say more than 12,000 tonnes of salt has been spread on streets since early December. Surrey still has 7,000 tonnes of salt in reserve and is mixing that with sand."We're blending material now," said operations manager Rob Costanzo. "We've have been doing so since before Christmas. In a typical snow year we'll just use straight salt and that's easier because it really reduces the impact of clean up costs."In a typical year, Surrey uses about 4,000 tonnes of salt for de-icing, while in the big snowstorm of 2008-2009, the city used about 14,000 tonnes.In Vancouver, residents will be limited to one bucket of salt each and must bring their own containers to the free salt and sand pick-ups.

CAIRO (Reuters) - Egypt, the world's largest wheat buyer, has appointed a new head to its agriculture quarantine agency, the body that last year threw the massive wheat buying programme into disarray when it tightened import regulations on a common wheat fungus.The new head is Najla Mousa Balabel, the Agriculture Ministry said in a statement on Sunday.Balabel replaces Ibrahim Imbaby, who had been appointed to head the agency in March.The ministry did not give a reason for the change.Imbaby had replaced Saad Moussa, who insisted that imported wheat should contain zero levels of the ergot fungus against more internationally acceptable standards of 0.05 percent.This led to decreased supplier participation in government held tenders and a stand-off of nearly a year between the quarantine agency and Egypt's state buyer, the General Authority for Supply Commodities (GASC).After a resolution to the ergot problem was reached and the 0.05 percent standard was adopted, a decree was issued in November giving another government body, the General Organization for Export and Import Control (GOEIC), the bulk of the responsibility for inspecting wheat and other agricultural products at ports.GASC has since resumed its regular purchasing pattern of wheat.(Reporting by Maha El Dahan; Writing by Asma Alsharif; Editing by Raissa Kasolowsky)

Jan, 09:27-Austria is seeking to create a new set of EU asylum rules that would offshore applications and impose entry caps for each EU state.The move aims to overhaul existing EU asylum legislation in what Austria's defence minister Hans Peter Doskozil described as being in a "failed" state in an interview with Germany's Bild newspaper."It's about ending the failed European asylum policies. We must admit to ourselves and be honest that the EU has limited capacity to absorb more migrants. We must stop illegal immigration," the social democrat minister told the paper on Thursday (5 January).Doskozil wants the application process to instead take place in centres in countries like Niger and Jordan, possibly run by the United Nations.People entitled to protection would then be sent to an EU state. Doskozil said it would also allow people who cannot afford to travel to the EU to claim asylum to instead apply at the centres.They would also be used to dispatch migrants with return orders, but who are stuck in the EU.EU states conducted around 200 return operations by air between January and November last year, but the majority of rejected asylum seekers still remain in the EU. Many are unable to return because their countries of origin refuse to accept them.Matthias Ruete, who directs the EU commission's home affairs branch, told MEPs last December that the lack of coordination among EU states and "insufficient detention or closed reception capacity" slowed the return process.Doskozil wants to send them packing to "protection zones" attached to the centres until further notice.-Germany mulls 'flexible annual targets' on asylum-The Doskozil plan also envisages member states imposing their own caps, despite German resistance. BAGHDAD — A wave of attacks in and around Baghdad on Sunday killed at least 23 people, the latest in a series of assaults blamed on the Islamic State group.A suicide car bomb ripped through a wholesale market in the sprawling Shiite neighbourhood of Sadr City, killing at least seven people and wounding 15, said Brig. Gen. Saad Maan, the Interior Ministry spokesman. He said a member of the security forces spotted the bomber and opened fire but was unable to prevent the attack.A policeman and two medical officials gave a higher toll, saying 16 people were killed in the attack and another 47 wounded.At a hospital where victims of the attack had been taken, a body exploded inside a morgue refrigerator. The medics said it appeared to have been a second attacker who was killed by shrapnel from the first explosion.IS claimed the attack, saying it was targeting Shiites. The Sunni extremist group views Iraq's Shiite majority as apostates deserving of death.Elsewhere in the city, a suicide bomber killed nine shoppers and wounded 16 others at a fruit and vegetable market in a mainly Shiite neighbourhood . Three additional bombings in and around the capital killed seven people and wounded 24 others.Police and medical officials confirmed the casualty figures. BEIRUT (Reuters) - Air strikes resumed on Sunday in a rebel-held valley near Damascus containing the Syrian capital's main water supply, a day after insurgents and the government failed to agree a plan to repair the springs knocked out of service two weeks ago.The government and allied fighters from the Lebanese group Hezbollah launched an offensive two weeks ago to take back Wadi Barada, a mountainous valley overlooked by pro-government military positions where springs provided water to four million people in the capital.The government says it wants to enter the rugged valley to permanently secure water supply to the capital. Rebels and local activists say pro-government forces are using the water issue to score a political victory weeks after the fall of Aleppo city, using siege and bombardment to force fighters into agreeing to leave.Through a series of so-called settlement agreements, sieges and army offensives, the Syrian government, backed by Russian air power and Iran-backed militias, has been steadily suppressing armed opposition around the capital.The Syrian Observatory for Human Rights said air strikes began on Sunday morning, after a lull since Saturday morning during which a new round of negotiations over repairs took place.A military media unit run by the Syrian government's ally Hezbollah said on Sunday it was suspending a ceasefire in the Wadi Barada area because rebels were disrupting negotiations and had opened fire on repair teams.The Wadi Barada media office, run by local activists connected to the negotiating team, said it was untrue that any repair team had entered the valley, saying engineers had waited at the area's border while negotiations went on.The Hezbollah-affiliated media unit also said it was the Syrian Islamist militia formerly called the Nusra Front which fired on the teams. The Syrian government has said Nusra Front, now called Jabhat Fateh al-Sham, and Islamic State were excluded from a nationwide ceasefire which came into force 10 days ago.The Wadi Barada media office denied the Nusra fighters were present in the valley.-WATER FIGHT-Rebels in Wadi Barada have allowed government engineers to maintain and operate the valley's pumping station, which supplies 70 percent of Damascus and its surroundings, since they took control of the area in 2012.Fighters have, however, cut water supplies several times in the past to put pressure on the army not to overrun the area.The United Nations said the spring was damaged two weeks ago because "infrastructure was deliberately targeted", without saying who was responsible, and warned shortages in the capital could lead to waterborne disease outbreaks.Rebels and activists say the spring was damaged by pro-government force bombardment. BAGHDAD (Reuters) - Iraqi special forces reached the eastern bank of the Tigris river in Mosul on Sunday for the first time in a U.S.-backed assault on Islamic State, and clashed with militants near a historic site in the city, military officials said.Elite counter-terrorism service (CTS) units fought their way to a bridge over the Tigris which has been damaged in fighting, CTS spokesman Sabah al-Numan said.It was the first time Iraqi forces have reached the river in the city itself since the operation to drive IS out of Mosul began in October. Iraqi forces have so far only penetrated eastern districts of Mosul, which is bissected by the river. The city is Islamic State's last major stronghold in Iraq.CTS forces backed by U.S.-led air raids meanwhile clashed with Islamic State militants near a historic site a short distance away, an officer said, as they tried to drive the jihadists out of more districts in the city."This morning CTS troops advanced in two directions towards the Baladiyat and Sukkar districts," Lt.General Abdelwahab al-Saadi said."During the advance, Daesh (Islamic State) tried to confront us from the historic hill," he said, apparently referring to a hill located near the ruins of the ancient Assyrian city of Nineveh, east of the Tigris river and inside Mosul.Saadi said Iraqi forces and warplanes from the U.S.-led coalition "dealt with" IS fighters who had gone up the hill to use it as a firing position. (Reuters) - A volunteer firefighter in his sixties and a retiree en route to a cruise ship vacation with her husband were among the five travelers fatally gunned down during Friday's airport attack in Florida, according to relatives and friends.Authorities have not named any of the victims of the rampage in a crowded baggage claim area at Fort Lauderdale's airport, which also left six others shot and dozens more with injuries suffered in the chaos as people fled.But a picture of some of those killed began to emerge on Saturday from local media reports and in testimonials by family and friends.Terry Andres, a volunteer fireman from Virginia Beach, Virginia, was at the airport to go on vacation with his wife, his daughter told local broadcaster WAVY-TV.She said he would have been celebrating his 63rd birthday later this month. He was shot multiple times, WAVY-TV reported, but his wife of 40 years was not hurt.Andres had served since 2004 with the Oceana Volunteer Fire Department, where he was remembered fondly."He was well liked and respected for both his dedication to being a volunteer as well as his professional approach to his job as a support tech," the department said in a statement on Saturday. "We mourn his passing as we do all the victims of the senseless attack in Ft. Lauderdale."Another of those killed was Olda Woltering, a retiree from Marietta, Georgia who was on vacation with her husband Ralph, according to people who recalled her as a prominent figure at the city's Transfiguration Catholic Church."She was a wonderful wife, mother, grandmother, great grandmother and friend," said Chip Oudt, a fellow churchgoer who said they had been close. "She will be missed."Woltering joined the church with her husband in 1978. Others who worshipped there described her as always happy."Olga was so charming, calling everybody 'Lovey' or 'Love' in her unmistakable British accent," church officials said in a statement. "Her life revolved around her kids, grandchildren, great-grandchildren, and hundreds of extended family at Transfiguration."A third fatality was Michael Oehme of Council Bluffs, Iowa. He had also been on his way to take a cruise ship vacation with his wife when he was shot.His wife, Kari Oehme, was shot in the shoulder and will survive, according to Omaha television station WOWT.Mark Lea, a witness who told the station he saw the couple at the scene, recalled running to help the victims."Did not know her any way, shape or form," Lea said of Kari Oehme. FORT LAUDERDALE, Fla. (AP) — While investigators try to figure out the motive of an Iraq war veteran accused of killing five travelers and wounding six others at a busy international airport in Florida, the suspected gunman was charged and could face the death penalty if convicted.Esteban Santiago, 26, was charged with an act of violence at an international airport resulting in death — which carries a maximum punishment of execution — and weapons charges.Santiago told investigators that he planned the attack, buying a one-way ticket to the Fort Lauderdale airport, a federal complaint said. Authorities don't know why he chose his target and have not ruled out terrorism."Today's charges represent the gravity of the situation and reflect the commitment of federal, state and local law enforcement personnel to continually protect the community and prosecute those who target our residents and visitors," U.S Attorney Wifredo Ferrer said.Authorities said during a news conference that they had interviewed roughly 175 people, including a lengthy interrogation with a cooperative Santiago, who is a former National Guard soldier from Alaska. Flights had resumed at the Fort Lauderdale airport after the bloodshed, though the terminal where the shooting happened remained closed.FBI Agent George Piro said Santiago spoke to investigators for several hours after he opened fire with a 9mm semi-automatic handgun that he appears to have legally checked on a flight from Alaska."Indications are that he came here to carry out this horrific attack," Piro said. "We have not identified any triggers that would have caused this attack. We're pursuing all angles on what prompted him to carry out this horrific attack."Investigators are combing through social media and other information to determine Santiago's motive, and it's too early to say whether terrorism played a role, Piro said. In November, Santiago had walked into an FBI field office in Alaska saying the U.S. government was controlling his mind and forcing him to watch Islamic State group videos, authorities said."He was a walk-in complaint. This is something that happens at FBI offices around the country every day," FBI agent Marlin Ritzman said.Santiago had a loaded magazine on him, but had left a gun in his vehicle, along with his newborn child, authorities said. Officers seized the weapon and local officers took him to get a mental health evaluation. His girlfriend picked up the child.On Dec. 8, the gun was returned to Santiago. Authorities wouldn't say if it was the same gun used in the airport attack.U.S. Attorney Karen Loeffler said Santiago would have been able to legally possess a gun because he had not been judged mentally ill, which is a higher standard than having an evaluation.Santiago had not been placed on the U.S. no-fly list and appears to have acted alone, authorities said.The attack sent panicked witnesses running out of the terminal and spilling onto the tarmac, baggage in hand. Others hid in bathroom stalls or crouched behind cars or anything else they could find as police and paramedics rushed in to help the wounded and establish whether there were any other gunmen.Mark Lea, 53, had just flown in from Minnesota with his wife for a cruise when he heard three quick cracks, like a firecracker. Then came more cracks, and "I knew it was more than just a firecracker," he said.Making sure his wife was outside, Lea helped evacuate some older women who had fallen, he said. Then he saw the shooter."He was just kind of randomly shooting people," he said. "If you were in his path, you were going to get shot. He was walking and shooting."Over the course of about 45 seconds, the shooter reloaded twice, he said. When he was out of bullets, he walked away, dropped the gun and lay face down, spread eagle on the floor, Lea said.By that time, a deputy had arrived and grabbed the shooter. Lea put his foot on the gun to secure it.Lea went to help the injured and a woman from Iowa asked about her husband, who she described. Lea saw a man who fit his description behind a row of chairs, motionless, shot in the head and lying in a pool of blood, he said. The man, Michael Oehme, was identified as one of the dead victims on Saturday.Santiago had been discharged from the National Guard last year after being demoted for unsatisfactory performance. Bryan Santiago said Saturday that his brother had requested psychological help but received little assistance. Esteban Santiago said in August that he was hearing voices."How is it possible that the federal government knows, they hospitalize him for only four days, and then give him his weapon back?" Bryan Santiago said.His mother declined to comment as she stood inside the screen door of the family home in Puerto Rico, wiping tears from her eyes. The only thing she said was that Esteban Santiago had been tremendously affected by seeing a bomb explode next to two of his friends when he was around 18 years old while serving in Iraq.Santiago, who is in federal custody with no bail, will face federal charges and is expected to appear in court Monday, Piro said.It is legal for airline passengers to travel with guns and ammunition as long as the firearms are put in a checked bag — not a carry-on — and are unloaded and locked in a hard-sided container.
