Paris (AFP) - Another 5,000 French Jews emigrated to Israel last year, figures showed Monday, continuing a trend that has seen tens of thousands quit the country after a series of attacks targeting the community.The Jewish Agency of Israel issued the update as France marked two years since attacks on the Charlie Hebdo magazine offices and on a Jewish supermarket in Paris, where four shoppers were shot dead.Daniel Benhaim, who heads the Israeli-backed group in France, said that insecurity had been a "catalyst" for many Jews who were already thinking of leaving.The 5,000 departures in 2016 add to the record 7,900 who left in 2015 and 7,231 in 2014. In total, 40,000 French Jews have emigrated since 2006, according to figures seen by AFP."The aliyah (the act of moving to Israel) of French Jews has been significant over the last decade," Benhaim told AFP.The French Jewish community is the biggest in Europe and is thought to number around 500,000 people.It was shocked in 2006 by the kidnapping and brutal anti-Semitic killing of a young Jewish man, Ilan Halimi, in the Paris suburbs, which was followed by a shooting in a Jewish school in the southwest city of Toulouse in 2012.A proportion of those who emigrate to Israel are known to return to their country of origin afterwards. Small farms growing winter vegetables in the Lower Mainland are holding out for warmer weather to see if the cold snap has ruined their crops."I've gone to go look at them numerous times since the first snowfall and right now it's a bit hard to say what's going to survive and what isn't," said Andrea Wilkons y Martinez, farm manager for Sole Food Street Farms. "I don't think it's going to look very good. I'm hoping that I'm wrong."The small, urban farm based in Vancouver has about 2,500 plants like kale, collard greens and chard it grows over winter. But it's the chicory Wilkons y Martinez is the most worried about.If Sole Foods does lose its crops, the outcome could be hard on the 15 to 20 farmers the social enterprise employs — the business aims to hire people with addictions and chronic mental health issues.Wilkons y Martinez says last year, 45 per cent of its income came from selling its produce to local restaurants and at farmers' markets."We'll have to find a way to like make up for the loss ... I don't really know how we would," she said."If we don't have the production to support that employment then we have to come up with a plan B."-'We pushed the boundaries'-In Abbotsford, B.C., Sharmin Gamiet with Olera Organic Farms is also wondering what will happen with her crops.Gamiet says her cabbages are safely nestled under a blanket of snow, but she's not as optimistic about her kale."They're not doing very well right now," Gamiet said."But kale ... is a crop that when you go out in the middle of winter it looks like it's dead, and then for some reason in the spring it might come back."Gamiet says although there have been a few cold spells over the past 20 years, she's gotten used to warmer winters."They have been so mild, we were harvesting in end of January," she said. "And so we pushed the boundaries.""And then, you know, Mother Nature reminds us that we're in Canada."Still, Gamiet says her mainstay crops like raspberries are winter-hardy varieties she doesn't take chances with. All the same, she says she wouldn't mind a return to more seasonal temperatures."It is unexpected, and we have had enough of it now. It's time for the temperature to come up," she said.

VIENNA (AP) — Iran is to receive a huge shipment of natural uranium from Russia to compensate it for exporting tons of reactor coolant, diplomats say, in a move approved by the outgoing US administration and other governments seeking to keep Tehran committed to a landmark nuclear pact.Two senior diplomats said the transfer recently agreed by the US and five other world powers that negotiated the nuclear deal with Iran foresees delivery of 116 metric tons (nearly 130 tons) of natural uranium. UN Security Council approval is needed but a formality, considering five of those powers are permanent Security Council members, they said.Uranium can be enriched to levels ranging from reactor fuel or medical and research purposes to the core of an atomic bomb. Iran says it has no interest in such weapons and its activities are being closely monitored under the nuclear pact to make sure they remain peaceful.Tehran already got a similar amount of natural uranium in 2015 as part of negotiations leading up to the nuclear deal, in a swap for enriched uranium it sent to Russia. But the new shipment will be the first such consignment since the deal came into force a year ago.The diplomats, whose main focus is Iran’s nuclear program, demanded anonymity Monday because they are not allowed to discuss the program’s confidential details.They spoke ahead of a meeting this week in Vienna of representatives of Iran, the United States, Russia, China, Britain, France and Germany to review Iranian complaints that the U.S. was reneging on sanctions relief pledges included in the nuclear deal.The natural uranium agreement comes at a sensitive time. Officials in Washington are saying that if Pyongyang launches anything that threatens the territory of the U.S. or its allies, it will be shot down.North Korea has not explicitly said it will conduct an ICBM test in the immediate future, and it is safe to assume U.S. policy has always been to shoot down any missiles that threaten its territory. But the recent barb trading could suggest Pyongyang and Washington are feeling each other out ahead of President-elect Trump's inauguration on Jan. 20.A successful ICBM launch would be a major step forward for North Korea and a serious concern to Washington and its allies. Kim Jong Un announced in his annual New Year's address that the country had reached the "final stages" of ICBM development. Trump himself responded with a tweet two days later, saying the possibility of the North developing a nuclear weapon capable of reaching the U.S. "won't happen!"Upping the ante, the state's KCNA news agency quoted a North Korean Foreign Ministry spokesman as saying Sunday that Pyongyang reserves the right to conduct a test whenever it sees fit."The ICBM will be launched anytime and anywhere determined by the supreme headquarters of the DPRK," the unnamed spokesman was quoted as saying. WASHINGTON — A former top US diplomat voiced concern recently that any United States action to defund the United Nations would wind up relinquishing control of the world body to China and thus strengthen efforts to censure Israel.Responding to a proposal made by South Carolina Sen. Lindsey Graham to cut UN funding over a Security Council resolution passed last month critical of Israeli settlements, Ambassador Richard Schifter stated that such a plan could backfire if it came to fruition.“My worry would be that, at that particular point, the Chinese would take over the UN and this would not be in the best interest of the United States,” Schifter told The Times of Israel. “It would, in fact, allow the members who are inclined to use that forum against Israel to do so unabated.”The United States government gives the United Nations roughly $8 billion in both mandatory payments and voluntary contributions each year, with at least $3 billion going to its regular and peacekeeping budgets.Those funds make up for 22% of the UN’s financial resources, which is more than any other country contributes. Japan provides the second largest amount with China coming in third.But the level of diplomatic capital and leverage the People’s Republic holds over other member states would allow them to usurp America’s role in New York, Schifter said.A longtime diplomat, Schifter has held roles such as former assistant secretary of state for humanitarian affairs in the Reagan and Bush administrations, US envoy to the UN’s Commission on Human Rights and UNESCO Committee on Conventions and Recommendations and deputy US representative to the UN Security Council.In 1993, former president Bill Clinton made him a special adviser to the president and the National Security Council. Since leaving that post in 2001, Schifter has headed the American Jewish International Relations Institute, for which he often speaks publicly about the UN and Israel.While the veteran diplomat said Sen. Graham’s concerns about the UN’s bias toward Israel are “valid,” he argued the US should focus instead on using its power to reform and reorganize the international institution.“What really needs to be done is make significant changes in the structure of the UN,” he said, which included placing oversight bodies and instituting certain personnel standards that ensure envoys are casting votes on measures with the authorization from their respective heads of state.According to Schifter, who spent more than 20 years working in the United Nations, many countries vote on specific resolutions to go against American government policies — which can often include voting against Israel — instinctually and without any guidance.Similar ideas for reform were put forward in 2005 by a bipartisan, Congressionally mandated panel led by former New York Sen. Tallinn, Today, 11:30-The eurozone crisis, and the migration crisis that followed in 2015, shook the foundations of European integration to the core. After the so-called Brexit vote in the United Kingdom on 23 June, people started asking existential questions about the survival of the EU. When the citizens of a member state decide to leave the Union, we really cannot continue pretending that everything is all well and good.To solve the situation, the leaders of the 27 member states chose a method that has been used in the EU before – they declared a so-called reflection period at the informal summit held in Bratislava on 16 September. They reaffirmed the desire to move forward together. Indeed, support for the EU did increase in most, if not all, of the 27 member states in July.The 27 countries should come up with a new, convincing vision of the future by the end of March 2017 for the 60th anniversary of the Treaty of Rome, which laid the foundation for the EU.To achieve this vision, the concerns and needs of citizens must be the centre of our action. People are scared of the threats of migration and terrorism, they miss the feeling of safety, which the EU and its member states can provide, especially if they manage to maintain control of its external borders and succeeds in improving cooperation in the fight against terrorism.Economic security has improved a little in comparison to the peak of the euro crisis, but more needs to be done, in particular improving the single market.However, the concerns of the people have deeper roots and cannot be healed by a few decisions taken in Brussels. These concerns include globalisation, job security, migration, sovereignty and corruption.-The EU is resilient enough-History never repeats itself. However, we can see some similarities between the fears and concerns of the 1920s and 1930s following the First World War, which ended the previous period of globalisation, and the present day.The victory march of globalisation has stopped and entered a slowdown stage, of which the extent and duration are impossible to forecast. The idea of restoring borders between states and continents is increasingly more popular, at least in democratic Western countries.The anti-globalists are sensing their strength and have targeted the EU; for the EU with its free cross-border movement of goods, capital, services and people is the most authentic manifestation of globalisation on the European continent.For decades, integration was a mostly positive phenomenon for European citizens. When problems occurred, stating that we were looking for a Europe-wide solution was usually accepted by the people. These days are gone and Brussels is now painted as the source of problems, not solutions.The near future of the EU will probably be determined by the following trends: insecurity about the relationship with its most important strategic ally, the US; a painful adaption to 27 member states; strong anti-EU pressure on governments; the political impossibility of major integration steps; and the weakening of solidarity among members.This makes achieving the goals of the Bratislava Declaration very difficult. Fortunately, as proven by the management of past crises, the EU is resilient enough to not let the political capital invested in the European project over generations go down the drain.-Listen to national concerns-All repairs begin with the acknowledgement of the problem. Let us suppose that the leaders of the 27 EU member states have done this with the Bratislava Declaration and the repairs can start.First, national political elites must find the courage to explain the importance of EU membership and its positive aspects with the same conviction, or passion, as the opponents. If not, then… the fate of David Cameron should serve as a warning.Second, everyone, including the EU institutions in Brussels, has to understand that the slogan “we will look for a Europe-wide solution” does not do the trick anymore. This means that the European Commission and the European Parliament have to listen to the national concerns with a particularly sensitive ear.Third, those, who would like to take advantage of the exit of the United Kingdom have to accept that the time is not right for new integration steps.Fourth, we must do everything we can to restore solidarity between member states. In addition to managing the current crises this probably also means a more nuanced interpretation of EU rules. Brussels cannot risk breeding even more tension. Restoring solidarity also means reviewing and interpreting these rules together, this means an honest discussion on the lessons learnt from the migration crisis between all member states.-Prepare for Trumpworld-Fifth, we must prepare ourselves for the so-called Trumpworld, a situation where the commitment of the US to the European continent may weaken. Nobody is realistically working towards the establishment of a European army, but strengthening of EU defence cooperation is on the table and it merits support. The EU will certainly have to take a fresh look at its enlargement and neighbourhood policies.Sixth, trade. Agreements between major trade powers focus less on lowering tariffs (there isn’t much left to do), and more on the creation of standards, a regulative environment. It remains to be seen whether the US as the biggest economy in the world will pull itself out of this process. But while the US is reflecting, the leaders of the EU should use the time for a new, honest discussion on globalisation with its citizens and for negotiations with other partners. Work on the agreement with Japan has recently progressed well.Now for the seventh and last point. Big crises have the potential to change balances within the EU. In some sense, the departure of the UK gives more weight to the German-French engine that lost some of its momentum after the big enlargement of 2004. But smaller member states will have an ever bigger role to play for the future of our Union. Lodged in the memory of psychologist Dr. Jan Ilhan Kizilhan are the stories of 1,400 girls and women who were once enslaved by ISIS.The German trauma expert personally interviewed each of them, hearing countless stories of torture and rape. It was, by any measure, a grim and daunting undertaking.All were Yazidis, a long-persecuted minority. One of the youngest was just eight years old."She was, for 10 months, in the hands of the [Islamic State in Iraq and Syria] and was raped hundreds of times," said Kizilhan, 51, a German psychologist and professor with Kurdish roots.But he couldn't help all the women.His agonizing task was to assist German officials who travelled with him to northern Iraq to choose which of the women would have the life-altering opportunity to move to Germany for treatment.Even as the rest of Germany grappled with accommodating a million asylum seekers in 2015, the government of Baden-Wurttemberg state had unilaterally committed to bringing traumatized Yazidi women and providing them with therapy and housing.Under a special program, several hundred women and their families — 1,100 people in all — were ultimately airlifted over a year for a rare chance at recovery from hellish post-traumatic stress disorder (PTSD).They live in more than 20 secret shelters across the state.As therapist to many of them now, Kizilhan's task has only grown in enormity: not just helping them overcome deep trauma, but also restoring the women's faith in humanity."In this case," he explained, "people lost their trust in humanity, and psychotherapy means to give the feeling 'yes, we have some cruel, evil persons, but the world is not all evil.'"Unsurprisingly, that is a hard sell among the women.Ask Farida Khalaf. She was a schoolgirl when ISIS fighters descended on her village on Aug. 15, 2013. They killed the men and took the women away, the younger among them to be bought and sold and appallingly abused.In the process Khalaf lost her father, older brother, friends, and the quiet life she knew. Her four-month odyssey in the hands of several ISIS operatives took her to the heart of their territory: Raqqa, Syria. Where, despite repeatedly resisting, she was raped."We used to wash their clothes and do everything for them. We were slaves for them," she said.She often refused their demands and suffered for it — once beaten so badly she lost sight in one eye and couldn't walk for two months. After several attempts to escape, she made it back to northern Iraq where most of her village's survivors — including, it turned out, her little brother — were then living in refugee camps.Khalaf, now 20, was among the women chosen to settle in Baden-Wurttemburg, with her mother and brother. They live in a secret shelter on a quiet street, embedded among other nondescript German homes.-No longer exists-When we visited (on condition its location be kept secret), the home was buzzing with the sounds of lunch preparations and children playing.Khalaf's clinical retelling of a story that involved several attempts at suicide is devoid of emotion — until she speaks of home, a village that no longer exists.Its name, Kocho, is tattooed on her hand."Even now when I try, I can't smile with my whole heart," she said in an interview."They raped us, they killed our men, and did all that only because we are Yazidis."-Demanded conversion-Yazidis are ethnic Kurds living mostly in northern Iraq. Their religion borrows elements of Christianity, Islam and Zoroastrianism.ISIS extremists saw Yazidis as devil worshippers, and when they invaded, they demanded the Yazidis convert. The Yazidis refused. Thousands were killed and displaced, prompting an international bombing campaign that has yet to entirely stamp out ISIS.In acts of symbolic support, the UN and recently Canada, declared the events acts of genocide. Canada committed to taking in some of the traumatized women, but Ottawa has yet to announce details.There are estimates that as many as 3,400 Yazidi women remain in ISIS captivity. Hundreds more languish in refugee camps with the stigma of having been enslaved — and without psychological treatment."I myself documented about 60 cases of women who committed suicide," said Kizilhan, who spent 20 years researching in Northern Iraq."We shouldn't forget they belong to a patriarchal society: cases of honour and dishonour, and they will not have the feeling [of being] accepted by this society."Despite that, several survivors now in Germany, including Khalaf, are telling their stories publicly in an effort to help save some of those left behind.Nadia Murad, one of the most outspoken, called on Canada to take in as many women and families possible, to help build a sustainable community."It is unacceptable for a woman to be rescued from captivity from ISIS to come and not have a place to live, to be put in refugee camps," she said in an interview.Those refugee camps are where Kizilhan's original, agonizing interviews took place.The women had to meet three criteria:- They had once been held by ISIS.- They suffered psychological and medical consequences.- The state had the know-how to treat them.Part of the state's plan included training psychologists and interpreters. But how can anyone overcome such deep trauma? Are the women treatable? Kizilhan says yes — but only if they can leave the camps of northern Iraq behind."In Germany they have security. We can give them orientation and stabilization … and if you don't have that, you can't start treatment."The main idea of treatment is not to [teach] them how to forget it. It's a part of their lives."But they can be taught to overcome their trauma, he says, perhaps in as little as two to three years.Kizilhan says they are making progress.Khalaf is recovering and has written a book. She has learned to tell her story in German.There hasn't been a single case of suicide among the women."They are motivated to survive," says Kizilhan, because they've been rescued."This for me, also as a psychotherapist, is very important. They should know that they are not alone … we will stand behind them."

MOSUL, Iraq (Reuters) - Iraqi special forces made further advances against Islamic State in Mosul on Monday, pushing militants from another eastern district and edging closer to army units nearby, officers in the city said.The Counter Terrorism Service (CTS) said it was working to seize areas overlooking Mosul University in the city's northeast, after taking over a nearby district.The ground troops and a U.S.-led coalition backing them launched rockets and air strikes against the militants, who responded with mortars and sniper fire. Residents trickled out of the conflict zone but many also returned to their homes in areas retaken from Islamic State in recent days.The latest advances brought more of eastern Mosul under Iraqi forces' control a day after elite units reached the Tigris river, as the U.S.-backed offensive to drive Islamic State from its last major stronghold in the country pressed ahead with renewed vigor.Reaching the river, which runs through the center of the northern city where up to 1.5 million people are still thought to be living, will allow Iraqi forces to begin assaults on western districts still under Islamic State's full control.The jihadists have fought back fiercely with suicide car bombs and snipers. Using a network of tunnels and operating close to Mosul's civilian population, they slowed Iraqi advances in November and December.They have also killed dozens of Iraqis in attacks in Baghdad and other cities as it comes under increased pressure."The Baladiyat neighborhood is done (recaptured) and Sukkar should be done before nightfall," Major-General Sami al-Aradi of the CTS told a Reuters reporter in Mosul."This area is very important because it overlooks the university (which) is a central district ... CHARLESTON, S.C. — After four days of testimony, prosecutors rested their death penalty case Monday against convicted Charleston church shooter Dylann Roof, calling more than two dozen people during the trial's penalty phase.Most of the testimony consisted of heartwarming stories about each of the nine people Roof killed in the 2015 attack at Emanuel AME Church. Witnesses also talked about the heartrending tales of loss in the wake of the deaths.Roof, 22, was convicted last month on 33 federal charges, including hate crimes and obstruction of religion. The same jury that found him guilty has been back in court this month, tasked with deciding if he gets the death penalty or life in prison.As he promised earlier in the trial, Roof — who is representing himself — rested his case without calling witnesses or presenting any evidence on his own behalf.Jennifer Pinckney was the government's first witness, testifying about the life of her husband, church pastor and state Sen. Clementa Pinckney. She also spoke about the harrowing minutes she spent huddled underneath a desk with her youngest daughter as shots rang out in the next room, unsure if the shooter was coming her way.Survivor Felicia Sanders, who also gave powerful testimony during the guilt phase of Roof's trial, wrapped up prosecutors' case at sentencing, talking about her creative, 26-year-old son, the youngest victim, and his commitment to his faith and Emanuel."That night they were getting basic instruction before leaving Earth," Sanders said. FORT LAUDERDALE, Fla. — The Iraq war veteran held in the fatal shooting of five people inside Fort Lauderdale's airport answered questions in a clear voice Monday as he was appointed public defenders and told he could face the death penalty.Esteban Santiago, 26, appeared before U.S. Magistrate Judge Alicia Valle, who ordered him held until his next hearings.Shackled in a red jumpsuit in the heavily guarded federal courtroom, Santiago answered mostly yes or no to questions, and told the judge he understands the charges, which include committing violence against people at an international airport resulting in death, and two firearms offences .She told him the death penalty could apply."We are telling you the maximum penalty allowed by law so that you understand the seriousness of the charges," the judge said.He said he had been in the Army, where he made about $15,000 a year. He mentioned expenses including $560 in monthly rent, plus phone and other utility bills. He said he owns no property and doesn't have a vehicle. He said he had worked for a security company, Signal 88, in Anchorage, Alaska, until November, making $2,100 a month, but currently only had $5 to $10 in the bank.Valle set a detention hearing for Jan. 17, followed by an arraignment for entering a plea for Jan. 23.More than a dozen officers kept watch outside the courthouse, carrying rifles and wearing bulletproof vests. There were also mounted police and K-9 units.Santiago has been in custody since Friday's shooting at Fort Lauderdale-Hollywood International Airport. The FBI said Santiago flew on a one-way ticket aboard a Delta flight from Anchorage to Fort Lauderdale. The 11 1/2 -hour flight has a 2 1/2 -hour layover in Minneapolis, one of the longest itineraries within the U.S.He checked a single piece of luggage: a gun box for his Walther 9 mm semi-automatic pistol and two magazines of ammunition, according to an FBI affidavit. Agents say he retrieved the box in baggage claim and loaded his weapon in a bathroom stall before opening fire on fellow passengers, killing five and wounding six others.In November, Santiago walked into an FBI field office in Alaska with a handgun and his infant child, saying the U.S. government was controlling his mind and forcing him to watch Islamic State group videos, authorities said.Officers seized the weapon and local officers took him to get a mental health evaluation. Lyon (AFP) - Less than seven years after Interpol set up its International Child Sexual Exploitation database, the global crime buster has identified and rescued a 10,000th child victim, it said Monday.Using the worldwide database, investigators analyse millions of images found on suspects' computers or spotted on the internet.The system's sophisticated software compares photos and videos, allowing investigators to identify abusers and locations."The scale of this crime is shocking, made worse by the fact that these images can be shared online globally at the touch of a button and can exist forever," said Interpol chief Juergen Stock."Each time an image or video clip is shared or viewed, the child is being re-victimised," he said.Analysis of the digital, visual and audio content of files is another way of finding clues, determining when cases overlap and pooling efforts to locate victims.Police services in 49 of Interpol's 190 member states are connected 24/7 to the ICSE database.- Clues in photos -In June 2015, a man in his 40s was arrested in the southwestern French town of Ariege after he posted pornographic pictures of his 10-year-old niece on the internet.His detention was triggered on the other side of the world where New Zealand police had just entered the photos into the Interpol database after infiltrating a discussion forum.That step allowed their French colleagues to determine the same day that the images came from Ariege, by spotting in the background a French shampoo logo and the uniform of the local firefighting service.In another case, British police were able to rescue a child and arrest his suspected abuser only 10 hours after Australian police uploaded images to the ICSE database.But Stock warned: “Whilst we are pleased to have assisted law enforcement around the world... this is just the tip of the iceberg."Saying "more can still be done," he urged the private sector and the public to play a greater role in tracking down abusers.The trafficking of child pornography, which existed long before the internet, grew exponentially in the 1990s as the internet expanded, an official of the ICSE told AFP."No country is spared" from the scourge, said the official, a French woman who requested anonymity."In more than 95 percent of cases, the abuser is part of the victim's entourage," she said."Sometimes you see children growing up in the pictures, without being able to find them. "I don't think it's going to look very good. I'm hoping that I'm wrong."The small, urban farm based in Vancouver has about 2,500 plants like kale, collard greens and chard it grows over winter. But it's the chicory Wilkons y Martinez is the most worried about.If Sole Foods does lose its crops, the outcome could be hard on the 15 to 20 farmers the social enterprise employs — the business aims to hire people with addictions and chronic mental health issues.Wilkons y Martinez says last year, 45 per cent of its income came from selling its produce to local restaurants and at farmers' markets."We'll have to find a way to like make up for the loss ... I don't really know how we would," she said."If we don't have the production to support that employment then we have to come up with a plan B."-'We pushed the boundaries'-In Abbotsford, B.C., Sharmin Gamiet with Olera Organic Farms is also wondering what will happen with her crops.Gamiet says her cabbages are safely nestled under a blanket of snow, but she's not as optimistic about her kale."They're not doing very well right now," Gamiet said."But kale ... is a crop that when you go out in the middle of winter it looks like it's dead, and then for some reason in the spring it might come back."Gamiet says although there have been a few cold spells over the past 20 years, she's gotten used to warmer winters."They have been so mild, we were harvesting in end of January," she said. "And so we pushed the boundaries.""And then, you know, Mother Nature reminds us that we're in Canada."Still, Gamiet says her mainstay crops like raspberries are winter-hardy varieties she doesn't take chances with. VIENNA (AP) — Iran is to receive a huge shipment of natural uranium from Russia to compensate it for exporting tons of reactor coolant, diplomats say, in a move approved by the outgoing US administration and other governments seeking to keep Tehran committed to a landmark nuclear pact.Two senior diplomats said the transfer recently agreed by the US and five other world powers that negotiated the nuclear deal with Iran foresees delivery of 116 metric tons (nearly 130 tons) of natural uranium. PYONGYANG, Korea, Democratic People's Republic Of — With Donald Trump getting ready to take office as president, North Korea is talking about launching a newly perfected intercontinental ballistic missile. Officials in Washington are saying that if Pyongyang launches anything that threatens the territory of the U.S. or its allies, it will be shot down.North Korea has not explicitly said it will conduct an ICBM test in the immediate future, and it is safe to assume U.S. policy has always been to shoot down any missiles that threaten its territory. But the recent barb trading could suggest Pyongyang and Washington are feeling each other out ahead of President-elect Trump's inauguration on Jan. 20.A successful ICBM launch would be a major step forward for North Korea and a serious concern to Washington and its allies. Kim Jong Un announced in his annual New Year's address that the country had reached the "final stages" of ICBM development. Trump himself responded with a tweet two days later, saying the possibility of the North developing a nuclear weapon capable of reaching the U.S. "won't happen!"Upping the ante, the state's KCNA news agency quoted a North Korean Foreign Ministry spokesman as saying Sunday that Pyongyang reserves the right to conduct a test whenever it sees fit."The ICBM will be launched anytime and anywhere determined by the supreme headquarters of the DPRK," the unnamed spokesman was quoted as saying. DPRK stands for the North's official name, the Democratic People's Republic of Korea.Also Sunday, on "Meet the Press," U.S. Defence Secretary Ash Carter called the North's missile and nuclear weapons development a "serious threat." WASHINGTON — A former top US diplomat voiced concern recently that any United States action to defund the United Nations would wind up relinquishing control of the world body to China and thus strengthen efforts to censure Israel.Responding to a proposal made by South Carolina Sen. Lindsey Graham to cut UN funding over a Security Council resolution passed last month critical of Israeli settlements, Ambassador Richard Schifter stated that such a plan could backfire if it came to fruition.“My worry would be that, at that particular point, the Chinese would take over the UN and this would not be in the best interest of the United States,” Schifter told The Times of Israel. “It would, in fact, allow the members who are inclined to use that forum against Israel to do so unabated.”The United States government gives the United Nations roughly $8 billion in both mandatory payments and voluntary contributions each year, with at least $3 billion going to its regular and peacekeeping budgets.Those funds make up for 22% of the UN’s financial resources, which is more than any other country contributes. Japan provides the second largest amount with China coming in third.But the level of diplomatic capital and leverage the People’s Republic holds over other member states would allow them to usurp America’s role in New York, Schifter said.A longtime diplomat, Schifter has held roles such as former assistant secretary of state for humanitarian affairs in the Reagan and Bush administrations, US envoy to the UN’s Commission on Human Rights and UNESCO Committee on Conventions and Recommendations and deputy US representative to the UN Security Council.In 1993, former president Bill Clinton made him a special adviser to the president and the National Security Council. Since leaving that post in 2001, Schifter has headed the American Jewish International Relations Institute, for which he often speaks publicly about the UN and Israel.While the veteran diplomat said Sen. Graham’s concerns about the UN’s bias toward Israel are “valid,” he argued the US should focus instead on using its power to reform and reorganize the international institution.“What really needs to be done is make significant changes in the structure of the UN,” he said, which included placing oversight bodies and instituting certain personnel standards that ensure envoys are casting votes on measures with the authorization from their respective heads of state.According to Schifter, who spent more than 20 years working in the United Nations, many countries vote on specific resolutions to go against American government policies — which can often include voting against Israel — instinctually and without any guidance.Similar ideas for reform were put forward in 2005 by a bipartisan, Congressionally mandated panel led by former New York Sen. George Mitchell (D) and former House speaker Newt Gingrich (R), but their recommendations went largely ignored.Leading up to the Security Council vote last December, in which it appeared the US would withhold its veto and allow the measure through, as it eventually did, Graham threatened to have Congress cut funding to both the UN and certain members for its targeting of Israel.The motion that passed after the US abstained — UNSC Resolution 2334 — says the settlement enterprise “has no legal validity and constitutes a flagrant violation under international law” and calls for a complete end to all construction in areas Israel captured after the 1967 Six Day War, including East Jerusalem and the Old City, which includes the Temple Mount and Western Wall, the holiest sites in Judaism.It also calls on all states “to distinguish, in their relevant dealings, between the territory of the State of Israel and the territories occupied since 1967” — language that Israel fears will lead to a surge in boycott and sanctions efforts, and that an Israeli official warned would provide “a tailwind for terror.”Graham’s proposal seems to have caught on with other members of his party. On Thursday, Texas Sen. Ted Cruz (R) delivered a speech on the floor of the Senate saying he would formally introduce legislation in the coming weeks to withdraw financial support of the UN “until they repeal this disgraceful anti-Israel resolution,” he said.In his remarks, Cruz cited a US decision to cut funding to UNESCO, in 2011, over its decision to accept a Palestinian bid for full membership. “We know previously that one way to get the UN’s attention is to cut off their money,” he said.Because other UN organizations did not grant the Palestinians membership status following that action, Cruz argued, it proved the tactic’s efficacy.“We know from the failure of other UN organizations to recognize so-called Palestine as a member state, after American taxpayer dollars were withheld … that the UN over and over again values its pocketbook over its leftist values,” he said.While Schifter ultimately disagrees with the Graham-Cruz proposal, he does advocate qualifying funding to certain UN programs that work against US interests.Case in point, he said, would be the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA), to which the United States donates almost $400 million annually.The agency, Schifter suggested, does important work but also contributes to the demand of granting all Palestinian refugees a full right of return, which he described as “the fundamental reason the Palestinians are not prepared to enter into a peace agreement.”One of the central Palestinian demands in peace negotiations has been a guaranteed return for all Palestinian refugees from the 1948 war and their descendants to Israel.Israel has consistently rebuffed such an outcome, as the injection of a massive Arab population into Israel proper would effectively abrogate the state’s Jewish character.Schifter, a former refugee himself who fled his native Austria during the Holocaust, said fully defunding UNRWA would not be wise “because Jordan, for example, who you don’t want to hurt, benefits from that,” but that the US should not allow an agency to which it provides large-scale funding to continue promulgating such a notion.“It doesn’t make much sense to allow an organization that lives off of US dollars to promote a position that continues to damage the prospects of the two-state solution the US so desires,” he said. “So there are UN programs that we fund that we have a very serious interest in reforming for the sake of Israel’s benefit.”

Greg Abbott and the self-governing island's president, Tsai Ing-wen.Cruz and Abbot met with Tsai on Sunday while she was passing through Houston on her way to visit Taiwan's Central American allies.At a news briefing in Beijing on Monday, Foreign Ministry spokesman Lu Kang said China was firmly opposed to any contact between Taiwan's leader and "anyone from the U.S. government." Tallinn, Today, 11:30-The eurozone crisis, and the migration crisis that followed in 2015, shook the foundations of European integration to the core. After the so-called Brexit vote in the United Kingdom on 23 June, people started asking existential questions about the survival of the EU. When the citizens of a member state decide to leave the Union, we really cannot continue pretending that everything is all well and good.To solve the situation, the leaders of the 27 member states chose a method that has been used in the EU before – they declared a so-called reflection period at the informal summit held in Bratislava on 16 September. They reaffirmed the desire to move forward together. Indeed, support for the EU did increase in most, if not all, of the 27 member states in July.The 27 countries should come up with a new, convincing vision of the future by the end of March 2017 for the 60th anniversary of the Treaty of Rome, which laid the foundation for the EU.To achieve this vision, the concerns and needs of citizens must be the centre of our action. People are scared of the threats of migration and terrorism, they miss the feeling of safety, which the EU and its member states can provide, especially if they manage to maintain control of its external borders and succeeds in improving cooperation in the fight against terrorism.Economic security has improved a little in comparison to the peak of the euro crisis, but more needs to be done, in particular improving the single market.However, the concerns of the people have deeper roots and cannot be healed by a few decisions taken in Brussels. These concerns include globalisation, job security, migration, sovereignty and corruption.-The EU is resilient enough-History never repeats itself. However, we can see some similarities between the fears and concerns of the 1920s and 1930s following the First World War, which ended the previous period of globalisation, and the present day.The victory march of globalisation has stopped and entered a slowdown stage, of which the extent and duration are impossible to forecast. The idea of restoring borders between states and continents is increasingly more popular, at least in democratic Western countries.The anti-globalists are sensing their strength and have targeted the EU; for the EU with its free cross-border movement of goods, capital, services and people is the most authentic manifestation of globalisation on the European continent.For decades, integration was a mostly positive phenomenon for European citizens. When problems occurred, stating that we were looking for a Europe-wide solution was usually accepted by the people. These days are gone and Brussels is now painted as the source of problems, not solutions.The near future of the EU will probably be determined by the following trends: insecurity about the relationship with its most important strategic ally, the US; a painful adaption to 27 member states; strong anti-EU pressure on governments; the political impossibility of major integration steps; and the weakening of solidarity among members.This makes achieving the goals of the Bratislava Declaration very difficult. Fortunately, as proven by the management of past crises, the EU is resilient enough to not let the political capital invested in the European project over generations go down the drain.-Listen to national concerns-All repairs begin with the acknowledgement of the problem. Let us suppose that the leaders of the 27 EU member states have done this with the Bratislava Declaration and the repairs can start.First, national political elites must find the courage to explain the importance of EU membership and its positive aspects with the same conviction, or passion, as the opponents. If not, then… the fate of David Cameron should serve as a warning.Second, everyone, including the EU institutions in Brussels, has to understand that the slogan “we will look for a Europe-wide solution” does not do the trick anymore. This means that the European Commission and the European Parliament have to listen to the national concerns with a particularly sensitive ear.Third, those, who would like to take advantage of the exit of the United Kingdom have to accept that the time is not right for new integration steps.Fourth, we must do everything we can to restore solidarity between member states. In addition to managing the current crises this probably also means a more nuanced interpretation of EU rules. Brussels cannot risk breeding even more tension. Restoring solidarity also means reviewing and interpreting these rules together, this means an honest discussion on the lessons learnt from the migration crisis between all member states.-Prepare for Trumpworld-Fifth, we must prepare ourselves for the so-called Trumpworld, a situation where the commitment of the US to the European continent may weaken. Nobody is realistically working towards the establishment of a European army, but strengthening of EU defence cooperation is on the table and it merits support. The EU will certainly have to take a fresh look at its enlargement and neighbourhood policies.Sixth, trade. Agreements between major trade powers focus less on lowering tariffs (there isn’t much left to do), and more on the creation of standards, a regulative environment. It remains to be seen whether the US as the biggest economy in the world will pull itself out of this process. But while the US is reflecting, the leaders of the EU should use the time for a new, honest discussion on globalisation with its citizens and for negotiations with other partners. Work on the agreement with Japan has recently progressed well.Now for the seventh and last point. Big crises have the potential to change balances within the EU. In some sense, the departure of the UK gives more weight to the German-French engine that lost some of its momentum after the big enlargement of 2004. But smaller member states will have an ever bigger role to play for the future of our Union. Lodged in the memory of psychologist Dr. Jan Ilhan Kizilhan are the stories of 1,400 girls and women who were once enslaved by ISIS.The German trauma expert personally interviewed each of them, hearing countless stories of torture and rape. It was, by any measure, a grim and daunting undertaking.All were Yazidis, a long-persecuted minority. One of the youngest was just eight years old."She was, for 10 months, in the hands of the [Islamic State in Iraq and Syria] and was raped hundreds of times," said Kizilhan, 51, a German psychologist and professor with Kurdish roots.But he couldn't help all the women.His agonizing task was to assist German officials who travelled with him to northern Iraq to choose which of the women would have the life-altering opportunity to move to Germany for treatment.Even as the rest of Germany grappled with accommodating a million asylum seekers in 2015, the government of Baden-Wurttemberg state had unilaterally committed to bringing traumatized Yazidi women and providing them with therapy and housing.Under a special program, several hundred women and their families — 1,100 people in all — were ultimately airlifted over a year for a rare chance at recovery from hellish post-traumatic stress disorder (PTSD).They live in more than 20 secret shelters across the state.As therapist to many of them now, Kizilhan's task has only grown in enormity: not just helping them overcome deep trauma, but also restoring the women's faith in humanity."In this case," he explained, "people lost their trust in humanity, and psychotherapy means to give the feeling 'yes, we have some cruel, evil persons, but the world is not all evil.'"Unsurprisingly, that is a hard sell among the women.Ask Farida Khalaf. She was a schoolgirl when ISIS fighters descended on her village on Aug. 15, 2013. They killed the men and took the women away, the younger among them to be bought and sold and appallingly abused.In the process Khalaf lost her father, older brother, friends, and the quiet life she knew. Her four-month odyssey in the hands of several ISIS operatives took her to the heart of their territory: Raqqa, Syria. Where, despite repeatedly resisting, she was raped."We used to wash their clothes and do everything for them. We were slaves for them," she said.She often refused their demands and suffered for it — once beaten so badly she lost sight in one eye and couldn't walk for two months. After several attempts to escape, she made it back to northern Iraq where most of her village's survivors — including, it turned out, her little brother — were then living in refugee camps.Khalaf, now 20, was among the women chosen to settle in Baden-Wurttemburg, with her mother and brother. They live in a secret shelter on a quiet street, embedded among other nondescript German homes.-No longer exists-When we visited (on condition its location be kept secret), the home was buzzing with the sounds of lunch preparations and children playing.Khalaf's clinical retelling of a story that involved several attempts at suicide is devoid of emotion — until she speaks of home, a village that no longer exists.Its name, Kocho, is tattooed on her hand."Even now when I try, I can't smile with my whole heart," she said in an interview."They raped us, they killed our men, and did all that only because we are Yazidis."-Demanded conversion-Yazidis are ethnic Kurds living mostly in northern Iraq. Their religion borrows elements of Christianity, Islam and Zoroastrianism.ISIS extremists saw Yazidis as devil worshippers, and when they invaded, they demanded the Yazidis convert. The Yazidis refused. Thousands were killed and displaced, prompting an international bombing campaign that has yet to entirely stamp out ISIS.In acts of symbolic support, the UN and recently Canada, declared the events acts of genocide. Canada committed to taking in some of the traumatized women, but Ottawa has yet to announce details.There are estimates that as many as 3,400 Yazidi women remain in ISIS captivity. Hundreds more languish in refugee camps with the stigma of having been enslaved — and without psychological treatment."I myself documented about 60 cases of women who committed suicide," said Kizilhan, who spent 20 years researching in Northern Iraq."We shouldn't forget they belong to a patriarchal society: cases of honour and dishonour, and they will not have the feeling [of being] accepted by this society."Despite that, several survivors now in Germany, including Khalaf, are telling their stories publicly in an effort to help save some of those left behind.Nadia Murad, one of the most outspoken, called on Canada to take in as many women and families possible, to help build a sustainable community."It is unacceptable for a woman to be rescued from captivity from ISIS to come and not have a place to live, to be put in refugee camps," she said in an interview.Those refugee camps are where Kizilhan's original, agonizing interviews took place.The women had to meet three criteria:- They had once been held by ISIS.- They suffered psychological and medical consequences.- The state had the know-how to treat them.Part of the state's plan included training psychologists and interpreters. But how can anyone overcome such deep trauma? Are the women treatable? Kizilhan says yes — but only if they can leave the camps of northern Iraq behind."In Germany they have security. We can give them orientation and stabilization … and if you don't have that, you can't start treatment."The main idea of treatment is not to [teach] them how to forget it. It's a part of their lives."But they can be taught to overcome their trauma, he says, perhaps in as little as two to three years.Kizilhan says they are making progress.Khalaf is recovering and has written a book. She has learned to tell her story in German.There hasn't been a single case of suicide among the women."They are motivated to survive," says Kizilhan, because they've been rescued."This for me, also as a psychotherapist, is very important. They should know that they are not alone … we will stand behind them."

MOSUL, Iraq (Reuters) - Iraqi special forces made further advances against Islamic State in Mosul on Monday, pushing militants from another eastern district and edging closer to army units nearby, officers in the city said.The Counter Terrorism Service (CTS) said it was working to seize areas overlooking Mosul University in the city's northeast, after taking over a nearby district.The ground troops and a U.S.-led coalition backing them launched rockets and air strikes against the militants, who responded with mortars and sniper fire. Residents trickled out of the conflict zone but many also returned to their homes in areas retaken from Islamic State in recent days.The latest advances brought more of eastern Mosul under Iraqi forces' control a day after elite units reached the Tigris river, as the U.S.-backed offensive to drive Islamic State from its last major stronghold in the country pressed ahead with renewed vigor.Reaching the river, which runs through the center of the northern city where up to 1.5 million people are still thought to be living, will allow Iraqi forces to begin assaults on western districts still under Islamic State's full control.The jihadists have fought back fiercely with suicide car bombs and snipers. Using a network of tunnels and operating close to Mosul's civilian population, they slowed Iraqi advances in November and December.They have also killed dozens of Iraqis in attacks in Baghdad and other cities as it comes under increased pressure."The Baladiyat neighborhood is done (recaptured) and Sukkar should be done before nightfall," Major-General Sami al-Aradi of the CTS told a Reuters reporter in Mosul."This area is very important because it overlooks the university (which) is a central district ... CHARLESTON, S.C. — After four days of testimony, prosecutors rested their death penalty case Monday against convicted Charleston church shooter Dylann Roof, calling more than two dozen people during the trial's penalty phase.Most of the testimony consisted of heartwarming stories about each of the nine people Roof killed in the 2015 attack at Emanuel AME Church. Witnesses also talked about the heartrending tales of loss in the wake of the deaths.Roof, 22, was convicted last month on 33 federal charges, including hate crimes and obstruction of religion. The same jury that found him guilty has been back in court this month, tasked with deciding if he gets the death penalty or life in prison.As he promised earlier in the trial, Roof — who is representing himself — rested his case without calling witnesses or presenting any evidence on his own behalf.Jennifer Pinckney was the government's first witness, testifying about the life of her husband, church pastor and state Sen. Clementa Pinckney. She also spoke about the harrowing minutes she spent huddled underneath a desk with her youngest daughter as shots rang out in the next room, unsure if the shooter was coming her way.Survivor Felicia Sanders, who also gave powerful testimony during the guilt phase of Roof's trial, wrapped up prosecutors' case at sentencing, talking about her creative, 26-year-old son, the youngest victim, and his commitment to his faith and Emanuel."That night they were getting basic instruction before leaving Earth," Sanders said. FORT LAUDERDALE, Fla. — The Iraq war veteran held in the fatal shooting of five people inside Fort Lauderdale's airport answered questions in a clear voice Monday as he was appointed public defenders and told he could face the death penalty.Esteban Santiago, 26, appeared before U.S. Magistrate Judge Alicia Valle, who ordered him held until his next hearings.Shackled in a red jumpsuit in the heavily guarded federal courtroom, Santiago answered mostly yes or no to questions, and told the judge he understands the charges, which include committing violence against people at an international airport resulting in death, and two firearms offences .She told him the death penalty could apply."We are telling you the maximum penalty allowed by law so that you understand the seriousness of the charges," the judge said.He said he had been in the Army, where he made about $15,000 a year. He mentioned expenses including $560 in monthly rent, plus phone and other utility bills. He said he owns no property and doesn't have a vehicle. He said he had worked for a security company, Signal 88, in Anchorage, Alaska, until November, making $2,100 a month, but currently only had $5 to $10 in the bank.Valle set a detention hearing for Jan. 17, followed by an arraignment for entering a plea for Jan. 23.More than a dozen officers kept watch outside the courthouse, carrying rifles and wearing bulletproof vests. There were also mounted police and K-9 units.Santiago has been in custody since Friday's shooting at Fort Lauderdale-Hollywood International Airport. The FBI said Santiago flew on a one-way ticket aboard a Delta flight from Anchorage to Fort Lauderdale. The 11 1/2 -hour flight has a 2 1/2 -hour layover in Minneapolis, one of the longest itineraries within the U.S.He checked a single piece of luggage: a gun box for his Walther 9 mm semi-automatic pistol and two magazines of ammunition, according to an FBI affidavit. Agents say he retrieved the box in baggage claim and loaded his weapon in a bathroom stall before opening fire on fellow passengers, killing five and wounding six others.In November, Santiago walked into an FBI field office in Alaska with a handgun and his infant child, saying the U.S. government was controlling his mind and forcing him to watch Islamic State group videos, authorities said.Officers seized the weapon and local officers took him to get a mental health evaluation. His girlfriend picked up the child. On Dec. 8, the gun was returned to Santiago. Authorities wouldn't say if it was the same gun used in the airport attack.Curt Anderson, The Associated Press.

Lyon (AFP) - Less than seven years after Interpol set up its International Child Sexual Exploitation database, the global crime buster has identified and rescued a 10,000th child victim, it said Monday.Using the worldwide database, investigators analyse millions of images found on suspects' computers or spotted on the internet.The system's sophisticated software compares photos and videos, allowing investigators to identify abusers and locations."The scale of this crime is shocking, made worse by the fact that these images can be shared online globally at the touch of a button and can exist forever," said Interpol chief Juergen Stock."Each time an image or video clip is shared or viewed, the child is being re-victimised," he said.Analysis of the digital, visual and audio content of files is another way of finding clues, determining when cases overlap and pooling efforts to locate victims.Police services in 49 of Interpol's 190 member states are connected 24/7 to the ICSE database.- Clues in photos -In June 2015, a man in his 40s was arrested in the southwestern French town of Ariege after he posted pornographic pictures of his 10-year-old niece on the internet.His detention was triggered on the other side of the world where New Zealand police had just entered the photos into the Interpol database after infiltrating a discussion forum.That step allowed their French colleagues to determine the same day that the images came from Ariege, by spotting in the background a French shampoo logo and the uniform of the local firefighting service.In another case, British police were able to rescue a child and arrest his suspected abuser only 10 hours after Australian police uploaded images to the ICSE database.But Stock warned: “Whilst we are pleased to have assisted law enforcement around the world... this is just the tip of the iceberg."Saying "more can still be done," he urged the private sector and the public to play a greater role in tracking down abusers.The trafficking of child pornography, which existed long before the internet, grew exponentially in the 1990s as the internet expanded, an official of the ICSE told AFP."No country is spared" from the scourge, said the official, a French woman who requested anonymity."In more than 95 percent of cases, the abuser is part of the victim's entourage," she said."Sometimes you see children growing up in the pictures, without being able to find them. But sometimes you can find them in less than 24 hours.".
