Opinion-Surviving authoritarianism: Polish advice for the US By Martin Mycielski-JAN 26,17-EUOBSERVER

Brussels, Today, 15:24-Slightly over a year ago, Poland, the “Eastern European success story”, stood where the US is standing now.Twenty-five years since rejoining the West, 10 years after joining the EU, no-one would have believed the sharp turn Poland would take towards nationalism and extreme-right ideology.With each passing day, the government is moving the country further away from the liberal West and towards the authoritarian models of the East.Hundreds of thousands have protested against every illiberal, unlawful step. Every time we believed it couldn’t get any worse. We were wrong.This is why we want you, our American friends, to be spared the shock, the awe, the disbelief of this happening to you. Let’s hope history proves us wrong and the US wakes up in time.But isn’t that what we hoped for in Poland, Hungary, Turkey, and now we’re still hoping for in France? So, as always, hope for the best, but prepare for the worst.To help you with that task, we have prepared a survival guide, based on the first year of resistance in Poland.-Year one under an authoritarian regime-1. They will come to power with a campaign based on fear, scaremongering and distorting the truth. Nevertheless, their victory will be achieved through a democratic electoral process. They will claim a mandate from the People to change the system.Remember - gaining power through a democratic system does not give them permission to cross legal boundaries and undermine democracy. 2. They will divide and rule. Their strength lies in unity, in one voice and one ideology, and so should yours. They will call their supporters Patriots, the only “true Americans”. You will be labeled traitors, enemies of the state, unpatriotic, the corrupt elite, the old regime trying to regain power. Their supporters will be the “People”, the “sovereign” who chose their leaders.Don't let them divide you - remember you're one People, one Nation, with one common good. 3. Through convoluted laws and threats they will try to control mainstream media and limit press freedom. They will ban critical press from their briefings, calling them “liars” and “fake news”. They will brand those media as “unpatriotic”, acting against the People (see point 2).Fight for every media outlet, every journalist that is being banned, censored, sacked or labelled an “enemy of the state” - there’s no hope for freedom where there is no free press. 4. They will maintain a constant sense of conflict and danger to enact new authoritarian laws. They will disguise them as being for your protection, for the good of the People.See through the chaos, the fake danger, expose it before you wake up in a totalitarian, fascist state. 5. They will distort the truth, deny facts and blatantly lie. They will try to make you forget what facts are, sedate your need to find the truth, replace knowledge and logic with emotions and fiction.Always think critically, fact-check and point out the truth, fight ignorance with facts. 6. They will incite and then leak fake, superficial “scandals”. They will smear opposition. This is just smokescreen for the legal steps they will be taking towards totalitarianism.See through superficial topics in mainstream media (see point 3) and focus on what they are actually doing. 7. They will propose shocking laws to provoke your outrage. You will focus your efforts on fighting them, so they will seemingly back off, giving you a false sense of victory. In the meantime they will push through less “flashy” legislation, slowly dismantling democracy (see points 4 and 6).Focus your fight on what really matters. 8. They will focus on what hurts the most - women and minorities. They will act as if democracy was majority rule. Racial, religious, sexual and other minorities will become enemies to the order and security. They will challenge women’s social status, undermine gender equality and interfere with reproductive rights (see point 7).Women and minorities should fight the hardest, reminding the majority what true democracy is about. 9. They will try to take control of the judiciary, to be able to push through unconstitutional legislation and threaten anyone that defies them with prosecution, including the press (see point 3).Preserve the independence of your courts at all cost, they are your safety valve, the safeguard of the rule of law and the democratic system.10. They will try to limit freedom of assembly, calling it a necessity for your security. If they can choose who can demonstrate legally, they have a legal basis to forcefully disperse or prosecute the rest.Oppose any legislation attempting to interfere with freedom of assembly, for whatever reason.11. They will distort the language, coin new terms, repeat shocking phrases until you accept them as normal and subconsciously associate them with whom they like. A “thief”, “liar” or “traitor” will automatically mean the opposition, while a “patriot” or a “true American” will mean their follower (see point 2).Fight changes in language in the public sphere, remind and preserve the true meaning of words.12. They will take over your national symbols, associate them with their regime and power. They want you to forget that your flag, your anthem and your symbols belong to you, the People, to everyone equally.Show your national symbols with pride, let them give you strength, not associate you with the tyranny they brought onto your country.13. They will try to rewrite history to suit their needs and use the education system to support their agenda. They will smear any historical or living figure who wouldn't approve of their actions.Guard the education of your children, teach them critical thinking, ensure their open-mindedness and protect your real history and heritage.14. They will alienate foreign allies and partners, convincing you don't need them. While ruining your economy to fulfil their populist promises, they will omit the fact that you're part of a bigger world that depends on cooperation, on sharing and on trade.Don’t let them build walls promising you security instead of bridges giving you prosperity.15. They will eventually manipulate the electoral system. They might say it’s to correct flaws, to make it more fair, more similar to the rest of the world, or just to make it better.Oppose any changes to electoral law that an authoritarian regime wants to enact - rest assured it’s only to help them remain in power longer.And above all, be strong, fight, endure, and always remember you're on the good side of history.Every authoritarian, totalitarian and fascist regime in history has eventually failed, thanks to the people.With love, your Eastern European friends.Martin Mycielski is founder of KOD International, the international branch of the Polish Committee for the Defence of Democracy (KOD) civic movement.

New Brunswick weather: Ice storm leaves 84,000 still without power-[CBC]-YAHOONEWS-January 26, 2017

More than 84,000 NB Power customers are waiting for electricity as 270 crews continue to repair the damage done by the major ice storm this week.The Moncton and Acadian Peninsula areas were hardest hit by the storm that brought freezing rain and ice pellets to the province on Tuesday and Wednesday.At mid–morning today, more than 20,000 NB Power customers in Moncton were still without power. More than 23,000 customers on the Acadian Peninsula and more than 16,000 in the Miramichi area were waiting for power to be restored.Marie–Andrée Bolduc, spokeswoman for NB Power, said 270 crews are on the ground operating out of eight local centres across the province and have been making progress on restoring power.- New Brunswick ice storm knocks out power to more than 100,000 customers-NB Power has reached out to other utilities and contractors from Nova Scotia and Maine to assist in restoring electricity. The utility is also assessing the possibility of having more crews from Hydro Quebec join in the restoration."Customers have been patient and we understand this is a frustrating experience for them and we're fully engaged with this massive restoration," she said.​The NB Power website says it's hoping to have 60 per cent of customers restored by the end of Thursday night in Sussex and Moncton.In Tracadie, Miramichi, Sackville, Shediac and Bouctouche, NB Power expects to have 99 per cent of customers restored by the end of Thursday night.In St. Stephen, Woodstock, Bathurst, Eel River, Rothesay and Fredericton, NB Power said it expects to have 99 per cent of customers restored late Thursday night.Bolduc said this is one of the worst storms the province has ever seen."The weather has not been very co-operative over the past 48 hours," she said.She said residents should not approach downed power lines, or trees that are touching power lines."There's ice buildups on trees and lines."-A challenging day in Miramichi-Mayor Adam Lordon of Miramichi expected day two of the power outages to be a challenge but said people have been in relatively good spirits.Miramichi residents are using the warming centres at the Golden Hawk Recreation Centre and the Goodie Shop.Traffic lights in some areas still aren't working and a number of ice-laden trees have toppled.Businesses and churches that have regained power have opened up their doors to the community."We're doing everything we can to make sure people are as comfortable as possible," Lordon said."In a community like Miramichi, people always come together to look after one another.""It's definitely been a roller coaster."Several warming centres have been set up for residents still without power across the province.Robert Duguay, spokesman for the New Brunswick Emergency Measures Organization, advised residents to avoid running generators or cooking with an open flame inside the home or garage, because the carbon monoxide this creates can become extremely dangerous, he said.Customers still without power are reminded to turn down their heat sources and unplug major appliances in advance of power restoration to avoid a surge in demand that has the potential of causing more outages. People should also avoid leaving candles or lanterns unattended.Duguay said residents without power should not open their freezersor fridges unless absolutely necessary. Thank you, Canada.""I'm really happy, I'm really happy," the Iraqi man said as he gripped his father at Pearson airport Wednesday. "My dad means everything ... My father is my second half of my heart."Mado has spent two years waiting in this country for this moment. Waiting to be reunited with his parents, his siblings and his nephews after they were torn apart when ISIS began attacking Yazidi communities in northern Iraq in 2014.The family fled to Turkey following an attack in their community. They didn't bring any supplies and went without food and water for two days.Flight to Toronto-They settled in a Turkish refugee camp, but Mado and two of his siblings were able to leave for Canada soon afterward. The three adult siblings found jobs, splitting their earnings between saving for a home and sending money back to their remaining family.The five-bedroom house they found in Richmond Hill, however, promised to be much fuller Wednesday night.The Mados' extended family crowded the Toronto airport, with more than a dozen people weeping, laughing and simply holding one another for several minutes after they landed. Soon, everyone had a small Canadian flag in their hands."To be again in touch with your family and hug them, I could cry," Mado said.While most of the family smiled or wept, Mado's nephew, still a toddler, kept shying away.​"It's my first time to see him so he's scared from me," Mado said, laughing.'No more room for her happiness'-They'll have plenty of time to get to know one another: Mado's father, mother, two brothers, sister-in-law and two nephews will live with him in Richmond Hill, along with the two other siblings already there.The family has considered opening a business together, Mado said. And one of his brothers hopes to continue his studies in information technology.But it was hard for the family to look much behind the emotion of the reunion Wednesday night. Hérouxville is a hamlet off a little-travelled highway in central Quebec and, for the past ten years, shorthand for the province's difficulties with diversity.At a town council meeting on this day in 2007, councillors unanimously adopted a code of conduct for its nonexistent immigrant population.The code included warning immigrants against stoning and burning women. It included, too, an explanation of the importance of Christmas trees.In the days that followed, it was widely derided as an Islamophobic tract and caught the attention of media around the world.Radio-Canada's widely watched New Year's Eve comedy special, Bye Bye, famously featured a skit that year portraying the town's 1,300 residents as a bunch of backward yokels.The town's reputation still hasn't recovered, Mayor Bernard Thompson said recently. He supported the code when it was passed 10 years ago, a position he came to regret after becoming mayor in 2009."It's time that we stop thinking about [Hérouxville] as a village of deficients and naïfs," he told Radio-Canada. "Even after 10 years, that impact is still there."But for André Drouin, the former councillor who drafted the code and became its chief advocate, there is nothing to be ashamed of."I wouldn't change one iota, not one word," he said recently.-'Wake-up call'-The Hérouxville code appeared as the province was twisting itself in knots over what was dubbed the reasonable accommodation crisis.Radio phone-in shows, op-ed pages and family gatherings at the dinner table were lit up by conversations about whether a YMCA in Montreal's Mile End district should frost its gym windows at the request of a neighbouring Hasidic synagogue or whether publicly funded daycares should serve halal meals.As the debate raged, the Liberal government initially opted to remain on the sidelines. There was a sense that accommodation issues were a minor controversy, one that would soon fade away.Yolande James — at the time, the parliamentary assistant to the immigration minister — recalled thinking: "This is one of those things we're talking about now, but it's not going to stick."But Hérouxville's code for immigrants brought a simmering a public debate about diversity to a boiling point.The code quickly became a rallying point for those who felt Quebec was bending over backwards to accommodate immigrants, losing its historical identity in the process.They had an articulate champion in Mario Dumont, leader of the populist Action démocratique du Québec (ADQ), precursor to today's Coalition Avenir Québec.On a near daily basis, he argued that Quebec had become "spineless" in the face of threats to its culture, a message that appeared to be gaining traction.In the days after Hérouxville adopted its code, several other nearby municipalities opted to do the same.With a provincial election on the horizon, the Liberals felt compelled to take action."Hérouxville, even though it was ridiculed, was a wake-up call for us," said James, now a political columnist with CBC and Radio-Canada. "That's when we realized this thing was not going away."In early February 2007, Premier Jean Charest announced the government would hold a public commission to investigate the accommodation issue.But in the provincial election that spring, the Liberals were reduced to a minority government, and the ADQ went from fringe party to Official Opposition.-Learning to listen-In the wake of that election, Charest turned to James to take over the immigration file. She was Quebec's first black cabinet minister.Her job, effectively, was to deal with the reasonable accommodation crisis and shepherd what became known as the Bouchard-Taylor commission (after co-chairs sociologist Gérard Bouchard and philosopher Charles Taylor).The Liberal caucus was nervous about the commission, she said. Were they simply creating a pulpit for intolerance by inviting Quebecers to voice their fears of immigrants and immigration? The public hearings were televised and, as the commission travelled around the province, Quebecers who considered themselves cosmopolitan were shocked by the worries expressed by many of their rural fellow citizens."We knew we were going to be hearing outrageous things," James said. "But the consensus was, and I agreed, that the alternative of not letting people say things was going to be worse."That tension — between giving voice to anxieties about strangers and normalizing hate — remains alive today, and not only in Quebec.The Bouchard-Taylor commission was an attempt to strike a balance, said James. It sought to provide a space for people to express their concerns alongside a fact-finding process.Yes, the commission left scars, she said. And yes, it didn't solve the accommodation issue definitively."But diversity is like a marriage, you have to keep working at it."Looking back, James says she learned an important lesson travelling around Quebec as immigration minister, one that has helped her make sense of the global surge in populist movements today."I learned to be much less judgmental," she said. "If you want people to listen to you, you have to listen to them — as hard as that can be."​

Jan, 18:07-The European Commission unveiled a €200 million programme for Libya and north Africa on Wednesday (25 January) to stem irregular migration flows, increase surveillance, and save lives within Libya's territorial waters.The money will also finance efforts to better monitor land borders between Libya, Chad, and Niger.Libya, wracked by years of internecine conflict, is the biggest staging point for people leaving Africa for Europe in often lethally dangerous conditions.Some 4,500 people died last year making the effort.Broader questions on how much EU states will contribute to the pot and tenuous relations with Libyan authorities in Tripoli may complicate the plan.EU migration commissioner Dimitris Avramopoulos told MEPs on Tuesday that "real discussions" with Libyan authorities had proven difficult. He noted some 300,000 people were waiting to attempt the Mediterranean Sea crossing.The EU's foreign affairs chief, Federica Mogherini, told reporters the following day that that was not the case, however."We work with the government and national courts, with prime minister [Fayez] al-Sarraj, we also work with municipalities," she said.The EU commission is drawing the €200 million to cover expenses for 2017 from its €1.8 billion Trust Fund for Africa.The plan is to have EU states match the amount, but Mogherini said she was unable to "anticipate expectations" when asked how much EU states were likely to contribute.She noted that any EU money going into the country would be carefully monitored.Mogherini will meet al-Sarraj next week to hash out the proposal ahead of an EU summit with heads of state and government in Malta on 3 February. She also met with Martin Kobler, the UN's special envoy to Libya.Kobler was supposed to fly to Tobruk international airport last week, but his office in Tunisia told this website the flight had been canceled "and postponed due to a procedural delay."-Seahorse-Part of the earmarked funds will also go to increasing Libyan border surveillance in the lead-up to the full launch of the Seahorse Mediterranean Network sometime this Spring.Seahorse is to connect national coordination centres for border surveillance from Cyprus, France, Greece, Italy, Portugal, and Spain.It means providing the Libyan coastguard with equipment to connect to member states to better monitor incidents in real time. Algeria, Egypt and Tunisia might also be linked up.Avramopoulos said that Europol, the EU police agency, and the European Border and Coast Guard Agency, also known as Frontex, will play a key role."Both agencies will actively contribute to the cracking down, the dismantling of smuggler networks and the organised crime networks hiding behind them," he said.Mogherini and Avramopoulos also dismissed ideas of replicating the EU-Turkey deal in Libya.The EU is paying Turkey billions in humanitarian aid and moving toward visa-free access for Turks to Europe in return for Turkey’s help in stopping migrants.-No Turkey-type deal-"The two situations are completely different, the two countries are completely different, the composition of the flow is completely different, and the set of measures are completely different, so there is no comparison that can be done. The two things are completely distinct, one from the other," said Mogherini on Wednesday.An EU naval operation, Sophia, is patrolling the fringes of Libya's territorial waters and arrested over 100 human smugglers last year.It cannot get a UN permit to enter Libyan waters, but the EU aims to train and equip the Libyan coastguard to operate there instead."The proposal is to increase significantly the training of the Libyan coastguard," said Mogherini.At the same time, Mogherini is trying to gain greater access to Libya for the United Nations refugee agency and the International Organisation for Migration.-Russia-"That would be for us the only guarantee that international standards would be met, lives are protected, and the management of the flow inside the country are done properly," she said.In an added complication, Malta earlier this month warned that Libya was at risk of descending into civil war.A Russian-backed Libyan warlord, Khalifa Haftar, is slowly advancing towards Libya's capital Tripoli, to challenge the authority of the UN and EIU -recognised government, al-Sarraj’s GNA.Haftar leads the Libyan National Army, a powerful militia, and is being funded by Moscow, which wants to establish a naval base in Libya, the Maltese foreign minister warned.

"Mexico will not pay for any wall," the country's President has once again declared.It comes after Donald Trump signed an executive order to build a 2,000-mile wall along the border with Mexico and insisted that the US neighbour would "absolutely 100%" pay for it.Mr Trump said construction would begin "immediately".But President Enrique Pena Nieto reasserted that Mexico would not pay a single peso towards it."I regret and condemn the decision of the United States to continue construction of a wall that, for years, has divided us instead of uniting us," said Mr Nieto in a televised message to his nation."I have said it time and again: Mexico will not pay for any wall."Mexico gives and demands respect as the completely sovereign nation that we are."Mr Nieto made no mention of whether his visit to the White House next week to meet Mr Trump would still go ahead.He was criticised at home for hosting the billionaire during the US presidential campaign in August despite the Republican's history of hurling insults at Mexico, whose nationals he has derided as "rapists" and "criminals".Mr Trump, whose campaign rallies were filled with supporters chanting "build the wall", said as he signed the orders on Wednesday: "A nation without borders is not a nation."Beginning today, the United States of America gets back control of its borders."He added: "We are going to get the bad ones out. The criminals and the drug dealers and gangs and gang members and cartel leaders.
